About this file
This document is an RFI (Request for Information) Log for a Veterans Affairs interior signage and wayfinding upgrade project. The solicitation number is 36C24826Q0483, and the proposal due date is June 10, 2026, at 10:00 AM EST. The project involves upgrading interior signage and wayfinding systems at a VA medical center facility that must remain fully operational 24/7 throughout the work period.
Key scope clarifications include: the contractor is responsible for identifying and securing all signage vendors without government support; the contractor must perform complete field verification of existing conditions and report discrepancies to the Contracting Officer's Representative (COR); wall repair, patching, and painting are limited to areas disturbed by sign removal or installation, with the contractor providing paint and the VA providing paint colors; off-hours and after-hours work will be required as necessary to prevent disruption to hospital operations; the contractor must follow VA Infection Control Risk Assessment (ICRA) requirements based on location; and the contractor is responsible for removing and reinstalling adjacent building elements such as handrails, wainscoting, and baseboards for sign types W03 and W04. Digital directory systems (W1 and W2) are fully supplied and installed by the sign vendor, with the VA providing power/data to the wall and network integration support. The VA will provide final message schedules, room naming conventions, and wayfinding content prior to fabrication. Phasing must be coordinated with the COR to accommodate infection-control zones, restricted clinical spaces, and security-limited areas. Required submittals are limited to shop drawings, product data, samples, prototypes, and sign location/message schedule submittals as defined in contract sections.

05/06/2026
7Q: Please confirm the extent of contractor responsibility for field verification of existing conditions.
Additionally, clarify the limits of wall repair, patching, and painting associated with signage removal and installation versus conditions considered outside the signage scope.
Existing Conditions & Wall Repair Scope
04/29/2026
7R: Field Verification:
The contractor is responsible for fully verifying all existing conditions before starting work, including surface conditions, wall substrates, ceiling systems, and any discrepancies between drawings and actual field conditions. This verification must be documented and any conflicts reported to the COR prior to installation.
Wall Repair / Patching / Painting:
The contractor must repair and finish only the areas disturbed by signage removal or installation, extending repairs to the nearest natural break (corner, trim, ceiling, floor). If the new sign fully covers the old footprint, repairs are required only on exposed surfaces outside the new sign area. Ceiling grid and tile disturbed by removal must be replaced to the nearest joint. Pre-existing damage not caused by signage work is outside the signage scope
8Q: Please clarify the criteria for determining which existing signage is to remain versus be removed and replaced.
Confirm when these determinations will be finalized (pre-award vs. post-award).
Signage Reuse vs.
Replacement Criteria
04/29/2026
8R: VA Response: Existing signage is removed or retained based on the following: Older signs are replaced with new signage. Newer signs are retained only if they meet ADA requirements and match the new design standard. Any existing sign installed at non-compliant heights or locations must be corrected or replaced.
05/06/2026
9Q: Please clarify the division of responsibility between the signage contractor and electrical trades for:
• Power and data rough-in
• Final connections
• Commissioning of Electrified Signage
• RFI-04 – Digital Directory Systems (Add
Alternate 1)
Electrical & Low Voltage Scope Responsibility
04/29/2026
9R: VA Response: The contractor installs the signs, and the electrical trade provides all power and data infrastructure needed to operate illuminated or digital signs. Coordination between both trades is required to ensure correct placement and final connections.
05/06/2026
10Q: Please confirm scope responsibility for digital directory systems, including:
• Power and data connections
• Mounting/backing requirements
• Coordination with VA IT
• Startup and commissioning
04/29/2026
10R: VA Response: Digital directories (W1 & W2) are fully supplied, installed, networked, and commissioned by the sign vendor.
VA provides power/data to the wall, network integration support, and content-management oversight. Vendor provides mounting/backing, hardware, software, installation, and system startup/verification.
11Q: Please provide clarification on the anticipated extent of after-hours work required for this project, including any known areas or departments where such work will be necessary.
After-Hours Work Requirements
04/29/2026
11R: VA Response: After-hours work will be required as necessary to prevent disruption to ongoing hospital operations. The determination of specific areas will be finalized during the development and approval of the contractor’s phasing plan and schedule in coordination with the VA.
05/06/2026
12Q: Please confirm the required level of infection control measures (ICRA classification) and associated contractor responsibilities for containment, barriers, and cleaning during installation.
Infection Control Requirements
04/29/2026
12R: VA Response: Contractors will be required to follow VA ICRA requirements. Infection control will determine ICRA level depending on location.
05/06/2026
13Q: Confirm that if wall repair, patch, and painting is necessary following the removal of any existing signage, that the wall repair and painting area will be limited to the immediate vicinity of the newly installed signage.
Confirm if the VA will be providing wall paint for all areas and buildings, or if the contractor is required to provide the wall paint. If contractor provided, please confirm the VA will provide the paint colors / paint match codes.
Wall Repair / Finishes Scope Limits
04/29/2026
13R: VA Response: Wall repair, patch, and paint are limited only to the immediate area disturbed by sign removal or installation. The contractor must provide paint, and the VA must provide paint colors/paint-match information.
05/06/2026
14Q: Please confirm that final message schedules, room naming conventions, and wayfinding content will be provided by the VA prior to fabrication.
Message Schedule & Wayfinding Content
04/29/2026
Additionally, clarify responsibility for resolving discrepancies identified during field verification.
14R: VA Response: Final message schedules, room naming conventions, and wayfinding content will be provided by the COR prior to fabrication, as signs cannot be manufactured until the COR completes and approves the final Sign Message
Schedule and location review contained within the contract documents. The contractor is responsible for field verification of dimensions and conditions and must report any conflicts or discrepancies between field conditions, drawings, and schedules to the COR; however, the VA/COR is responsible for resolving those discrepancies and issuing direction, while the contractor is responsible for implementing the corrections and ensuring the final signage matches the approved schedule and verified conditions.
15Q: Please confirm that required submittals are limited to shop drawings and product data, and that redesign, reprogramming, or wayfinding analysis is not required under this contract.
Submittal Requirements
04/29/2026
15R: VA Response: The contract documents confirm that required submittals for the signage package are limited to shop drawings, product data, samples, prototypes, and the sign location/message schedule submittals defined in Section 10 14 00 and Section 01 33 23.
These include sign samples, color/typography samples, shop drawings, full-size layouts, sign location plans, and manufacturer/installer qualifications.
05/06/2026
16Q: Please provide clarification on anticipated phasing requirements and identify any areas with restricted access or sequencing constraints that may impact installation.
Phasing & Access Constraints
04/29/2026
16R: VA Response: Phasing will be required because the Medical Center must remain fully operational 24/7, and all work must be scheduled to avoid disrupting patient care, utilities, or clinical functions; this includes coordinating with the COR to plan work in phases, obtaining advance approval for any service interruptions, and sequencing tasks around occupied areas, infection-control zones
(which may require Class II–IV ICRA measures), restricted clinical spaces, and areas where access is limited by security or operations—meaning installation may need to occur during off-hours or in tightly controlled segments to maintain hospital functionality.
17Q: Sign Types W03 and W04 appear to require modification of adjacent building elements, including existing handrails, wainscoting, and baseboards (per referenced standards).
Please clarify:
• Which trade is responsible for these modifications
• Whether this work is to be included in the signage contractor’s scope or performed by others
Sign Types W03 & W04 – Adjacent Construction Modifications
04/29/2026
17R: VA Response: The signage contractor is responsible for providing the trade labor needed to remove and reinstall these adjacent building elements.
