About this file
This is a Request for Proposal (RFP) from the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) for a Bid Build project to install continuous water quality monitoring systems at James A. Haley Veteran's Hospital in Tampa, FL. The project is valued between $500,000 and $1,000,000 and requires a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor. The solicitation seeks proposals for a 180-calendar day performance period, with a revised proposal due date of November 7, 2025, at 5:00 PM EST.
The RFP evaluates proposals across four factors: Specialized Experience & Capability, Schedule, Past Performance, and Price. Key requirements include submitting three relevant healthcare projects demonstrating experience, a detailed project schedule, past performance questionnaires, and a comprehensive price breakdown. The contractor must perform at least 15% of the contract work with their own employees, provide payment and performance bonds, comply with Davis-Bacon wage determinations, and submit an offer guarantee (bid bond) of 20% of the bid price or $3,000,000, whichever is less. The procurement will be a single award on a trade-off basis, with technical factors considered more important than price.

PROJ:673-23-107 BB Install Continuous Water Quality for Legionella Directive Compliance Solicitation 36C24825R0164 Amendment 0001
1. The Site Visit Sign-In Sheet is provided as Attachment 1.
2. RFIs that are not technical in nature are answered below. The remaining RFIs are with the technical personnel for response and will be provided through an Amendment as soon as they are received in Contracting.
Question 1. What is the total dollar amount that the VA has requested for this project?
Answer: The Magnitude of Construction was provided in the original Solicitation, Page 6 No. 2.
Question 2. Has this request been approved and full funding for this project available to the NCO station?
Answer: This information was provided in the original Solicitation, Page 7 No. 10.
Question 3. On page 7 of the solicitation #14. states the Performance Period is 390 calendar days.
Answer: This is an error. The Period of Performance is 180 days from receipt of the Notice to Proceed. See Attachment 2 for the correction.
Question 4. If it is only the 180 day Period of Performance, does that include the lead time on the new Water Monitoring Devices or will an Administrative NTP be issued prior to the Construction NTP?
Answer: We do not issue administrative NTPs. The NTP is issued within ten days of contract award. See the original solicitation, Page 7 No. 14 regarding long lead items.
Question 5. On page 7 of the solicitation 2. Technical Proposal Format, c. states to include a copy of the current VetBiz.gov SDVOSB certification. VetBiz.gov no longer provides certification for SDVOSB, will the government please revise this requirement?
Answer: I’ve removed the requirement but all offerors are expected to be properly registered as SDVOSBs as indicated on both Page 1 and Page 7 (#8) of the original solicitation. If the offeror is not registered in both locations when their proposal is received it will not be considered for award.
Question 6. In Factor 1 it states to provide 3 relevant projects, do these projects need to be the same 3 projects that are submitted for Factor 3 Past Performance?
Answer: Yes. See the original solicitation, Page 8, Factor 3.
Question 7. In Factor 1, is the Experience Information Sheet attachment to be used to satisfy this requirement or is this for Factor 3?
Answer: The form is required for Factor 1. See Attachment 2 for the correction.
Question 8. Factor 2 requires a preliminary schedule, can the government please provide a hypothetical NTP date for the contractors to use when creating their preliminary schedules?
Answer: We don’t provide that information.
Question 9. In Factor 2, it is asked to provide a written commitment as to the time frame the offeror will guarantee completion. Is there a form that the government has for this written commitment the contractor can use or can more detail be provided as to exactly what the government is looking for to satisfy this requirement?
Answer: We do not have a form.
Question 10. In Factor 3 in our proposal can the contractor only include Page 1 of the PPQs since the contractor will not have access to the fully completed PPQs?
Answer: We only accept the fully completed questionnaire.
Question 11. Is pricing Factor 4 or Factor 5, it is listed as both in the solicitation?
Answer: It is factor 4. See Attachment 2 for the correction.
Question 12. For the pricing factor can the contractor submit a breakdown from their estimating software that provides all of the same information that is in Project Price Breakdown form instead?
Answer: You can provide your own form in addition to the required documents stated in the original solicitation, which are the Project Price Breakdown and A.3 PRICE/COST SCHEDULE (Page 5).
Question 13. In the Pricing Factor it states that the Project Price Breakdown form will be included in the Phase II request for proposals. Is this a Phase I submission or Phase II submission, or is this a typo?
Answer: It is a typo, there is only one phase. See Attachment 2 for the correction.
Question 14. Will the proposal submission be one single volume with all of the Factors or multiple volumes?
Answer: Two separate volumes, one for ALL technical factors and one for pricing. See Attachment 2 for the correction.
Question 15. Is the original bid bond required to be mailed?
Answer: The bid bond is to be provided with your price proposal, which is only accepted electronically.
Question 16. Can the bid date for the project be extended to provide more time for contractors?
Answer: Extended to 11/7/2025 at 5:00 PM EST, see page 1 of this Amendment and Attachment 2 for the change.
Question 17. Can a second round of RFIs be submitted once the initial RFI answers are provided as usually these answers call for more clarifications in most cases?
Answer: We will only have one round of RFIs.
See attached document: Attachment 1 Sign-In Sheet 673-23-107.

PROJECT NUMBER: 673-23-107
PROJECT TITLE: Bid Build – Install Continuous Water Quality Monitoring for Legionella Directive Compliance
PROJECT LOCATION: James A. Haley Veteran’s Hospital, 13000 Bruce B. Downs Boulevard, Tampa, FL 33612
PROJECT SUMMARY: The contractor shall provide all labor, tools, and materials necessary for the following work: Bid Build project to complete installation of a new water monitoring system. The new system will be centrally integrated, monitoring all incoming water sources on campus—such as municipal supplies, wells, and water towers—and all building supply connections. It will track essential data for real-time and historical water analysis and facilitate necessary adjustments to engineering controls, including monitoring water temperature, pressure, and chemistry. Project is located at the James A. Haley Veteran’s Hospital, 13000 Bruce B. Downs Boulevard, Tampa, FL 33612.
