About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs, specifically for a project to install continuous water quality monitoring for Legionella Directive Compliance at the James A. Haley Veteran's Hospital in Tampa, FL. The amendment (Number 0003) provides clarifications to previously answered Request for Information (RFI) items without extending the proposal due date, addressing technical details about water monitoring device installation, power connections, and administrative documentation requirements.

Key clarifications include: confirmation that Con::Cube display devices can be connected to nearest receptacles without installing new circuit breakers, removal of the Building 38 water monitoring device location, verification that new water monitoring devices will only connect to JCI/METASYS networks (not SCADA), and specification of required proposal documents such as a Bid Bond, Cover Page, VetBiz.gov certification, Experience Information Sheet, and pricing schedules. The project number is 673-23-107, with the solicitation number 36C24825R0164, issued by the Network Contracting Office 8 (NCO 8) in Tampa, FL.

PROJ:673-23-107 BB Install Continuous Water Quality for Legionella Directive Compliance Solicitation 36C24825R0164 Amendment 0003

This amendment provides clarifications to the RFIs previously answered in Amendment 0002. There is no extension to the proposal due date.

1. RFI Answers #22 & #46 both state that the contractor is to provide a new 20A circuit breaker in the nearest power panel and run conduit and wire to the water monitoring units. However, the RFI Answer #14 states that the display can be connected to the nearest local receptacle or provide a new receptacle on the same circuit as the nearest local receptacle. The way that these water monitoring devices work is Power is supplied to the Con::Cube display which is connected to the Cable Hub, which is connected to the Pipe::Scan device; or Power is supplied to the Con::Cube display which is connected to the Nano::Station device. Therefore, the only device that requires power is the display (Con::Cube). Can the contractor proceed with the answer provided in RFI #14 and connect the Con::Cube displays to the nearest receptacle for power and not have to install 20A circuit in the existing panel?

See below from the information provided in the basis of design document

Response-this is opened ended as a circuit breaker may be the closest connect, I wouldn’t say either way, it should be based upon what is easy

2. The answer to RFI #10 states that the monitoring device for Building 38 is to be mounted on the incoming water line anywhere just inside the pipe tunnel etc….However; on the revised plan sheet P901 the Building 38 location has been removed and it is not shown on the revised plans sheets P903 or E400. Has the water monitoring device at Building 38 been removed from the project?

Response-yes the updated sheets show, along with RFI#46 explains

3. The answer to RFI #38 from the AE is that a VA response is required. Will the VA please provide a response that includes the contact name and phone number for the Johnson Controls representative that services the METASYS BACnet system?

Response-we don’t have a rep, as this is the construction side and the VA only have a Service side

4. The answer to RFI #43 from the AE is that the VA’s input and direction is required. Will the new Water Monitoring Devices be connected to any SCADA (Supervisory Control and Data Acquisition) networks?

Response- NO JCI/METASYS only

5. The answer to RFI #47 requests that the contractor clarify what PWA stands for. PWA stands for Potable Water Analyzer, also known as water monitoring device (i.e.

Pipe::Scan and Nano::Station) The manufacturer’s installation requirements for the Pipe::Scan specifically state in section 4. Installation; 4.1 Environment – The pipe::scan must not be exposed to rain or direct sun light. The manufacturer’s installation requirements for the Nano::Station specifically state in section 4. Installation; 4.1

Environment – Provide best possible weather and splash water proof protection. Avoid direct exposure to sun light. Per the installation manuals these devices cannot be installed outdoors in sun light and rain. Please provide a solution for the contractors for the outdoor/exterior locations?

Response- Field Verify this, as most of these are covered or can be covered ( we can’t tell you how to mount them)

6. The answer to RFI #53 from the AE is that maintenance requirements to be confirmed by the VA. Will the VA please confirm this contract only includes 1 semiannual maintenance to be performed? Confirm all ongoing maintenance will be procured through a separate maintenance contract?

Response- no maintenance will be required

7. The answer to RFI #60 requires further clarification. It is not up to the contractor what administrative requirements there are for the proposal. If EMR forms, Signed Limitations of Subcontracting forms, Representations and Certifications forms, VETS 4212 forms, VET Certification forms, or any other administrative forms are required in the proposal, then it is the government’s responsibility to request those in Section A Instructions, Conditions, and Other Statements to Bidders/Offerors. Please revise the solicitation to clearly state any Administrative Forms that are required in the proposal?

Response: The original question was misunderstood. All required documents are outlined in Pages 6 to 9 under the INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS. The documents specified in the section are:

From the RFP: Part I Page 7 #12: we require a Bid Bond

From the RFP: Part II Page 7 #2: Cover Page, Signed Offer and acknowledgement of Amendments, current VetBiz.gov certification (a printout from the website is acceptable)

Clarified in Amendment 0001: Part II Factor 1: Use the provided Experience Information Sheet

From the RFP: Part II Page 8 Factor 3: states response is Limited to CPARS records or Past Performance Questionnaire. Either can be used or a combination of the two.

From the RFP: Part II Page 8 #9 Pricing: A completed A.3 PRICE/COST SCHEDULE and the provided Project Price Breakdown form.
