About this file
This document is a HazMat-Universal Waste Inspection Report for the Tampa VA Medical Center and Brooksville VA Clinic, conducted by Castle Hill Associates from January 29 to March 15, 2024. The comprehensive inspection surveyed multiple buildings for universal waste materials as defined by the EPA, including mercury-containing fluorescent light tubes, PCB ballasts, lead and nickel-cadmium batteries, mercury/sodium high-pressure light bulbs, CFCs in water coolers and A/C units, and mercury thermostats and switches.
The report details universal waste quantities by building and floor, with significant findings across 15 different buildings. Notable quantities include 114 mercury-containing fluorescent light tubes, 57 PCB ballasts, 187 lead and nickel-cadmium batteries, and 32 mercury/sodium high-pressure light bulbs in the main medical center building. The Brooksville Clinic location also had substantial universal waste, with 540 fluorescent light tubes, 270 PCB ballasts, and 36 backup light batteries. The inspection was performed by Brett Brumbaugh, a Registered Environmental Property Assessor (REPA) and Certified Environmental & Safety Compliance Officer (CESCO), who visually identified and inventoried the waste materials without sampling.

INSPECTION SCOPE OF WORK & SUMMARY
A survey for the potentially hazardous wastes, which are typically described as “Universal Wastes” was conducted from January 29 - March 15, 2024 for the Department of Veterans Affairs at the Tampa VA Medical Center in Tampa, FL and the Brooksville VA Clinic in Brooksville, FL by Castle Hill Associates.
The details of the project are as follows:
Building Name: Tampa VA Medical Center Address: 13000 Bruce B Downs Blvd., Tampa, FL 33612 Inspector: Brett Brumbaugh, REPA, CESCO
Building Name: Brooksville VA Clinic Address: 14540 Cortez Blvd., Brooksville, FL 34613 Inspector: Brett Brumbaugh, REPA, CESCO
The survey was conducted in accordance with current federal environmental standards for these materials.
Universal waste is defined by the United States Environmental Protection Agency in 40 CFR 273.912.
These wastes are a category of hazardous waste that contains very common materials found in buildings.
Universal waste includes batteries, fluorescent lamps, mercury components (ballasts, thermostats, switches, etc.), CFC refrigerants, and hydraulic oils found in building components. These waste materials were determined by the EPA to pose a lower immediate risk to people and the environment compared to other hazardous wastes.
The suspect universal waste materials and components were not sampled as part of this inspection, but were visually identified and inventoried as required by the US EPA hazardous material regulations. In addition, no soil sampling or sub-surface investigation was conducted for components such as underground storage tanks (USTs), healthcare chemicals, cleaning chemicals, or previous hazardous materials dumping or disposal. Also, asbestos containing materials and lead-based paint were surveyed and reported as separate reports.
The identified Universal Wastes were inventoried by component and quantity in each building along with a breakdown of each component per floor on the following page. In addition, a typical photo of each Universal Waste component is included in Appendix A.
The inspection was conducted and the report was prepared by Brett Brumbaugh of Castle Hill Associates who has been conducting hazardous materials surveys since 1987. He is a registered environmental property assessor (REPA) and a certified environmental and safety compliance officer (CESCO) through the NREP (National Registry of Environmental Professionals).
