Upon our initial review of the bidding documents for this project, we note that the style of tank is designated as the Spheroid Elevated Tank.At this capacity, the Composite Elevated Tank (CET) style presents advantages over the Spheroid style both upfront capital cost, as well as operational costs throughout the life cycle of the tank.
• Capital cost- recent bid activity over the last six months where both styles were bid, the composite elevated tank has consistently demonstrated a lower capital cost in a range of up to $2M less than the spheroid style tank.
• Full life cycle cost- the composite elevated tank is supported by a concrete pedestal which requires no maintenance of coatings for the life of the tank, while the specified Spheroid style tank is supported by a steel pedestal which requires protective coatings that need to be maintained both internally as well as externally. Combine this with the tropical environment of the Tampa area and the costs difference to maintain these two structures with a pedestal height of over 100’ tall will exceed $1M during the lifetime of the tank. Can you confirm that a Composite Elevated Tank will be added as an alternate style to the bid?
No. The Spheroid Elevated Tank (SET) is the basis of the design and bid.
14 Can you confirm the budget amount for this project? Please see STANDARD FORM 1442 for magnitude of construction.
15 What is planned Notice of Award date for the project? On or before 9/30/2025
16 What is the planned Notice to Proceed date for the project?
NTP is will be determined after the award. However, it is usually issued after Bonds have been received and the pre-construction meeting has been held.

In specification volume 2 section 22 12 16-5 please replace 2.2 item C with the following: The tank shall be constructed with a minimum plate thickness of 1/4" with a 1/16" corrosion allowance. Steel plate of 0.7” is nearly unheard of for tank roofs and a corrosion allowance of 0.01” would be less than the tolerances allowed from steel mills for the plate anyway. To provide some context, sections of the tank will be well over 1.5” thick plate but requiring 0.7” on everything would drive the tank weight up to levels that would concerning.
Minimum plate thickness shall be in accordance with AWWA D100, which is 1/4".
In specification volume 2 section 22 12 16-5 please strike section 2.2 item F. This tank style does not have a balcony.

The inlet shall be 8" diameter, the outlet shall be 12" diameter and the overflow shall be 10" diameter.
In specification volume 2 section 22 12 16-5 please remove 2.4 item D. This tank style would not have a riser opening or railing.
In specification volume 2 section 22 12 16-5 disregard 2.4 item D. This tank style would not have a riser opening or railing.
In specification volume 2 section 22 12 16-5 please revise 2.5 section 2 to either coated carbon steel pipe of 304 stainless. Galvanized pipe that is NSF approved is very rare and hard to obtain
Stainless steel pipe and fittings may be substituted for above ground ductile iron pipe and fittings, as long as it meets all of the plan and specification requirements as indicated for ductile iron pipe and fittings. Vertical piping from the tank base area to the tank ball may be painted carbon steel, as long as it meets all of the plan and specification requirements as indicated for ductile iron pipe and fittings.
In specification volume 2 section 22 12 16-5 please provide more information for 3.5 Field Painting. Specific painting specifications are normally called out. More information on the logo is needed as well.
Paint specifications for the elevated water tank are attached.
Please confirm order of precedence for the contract documents. Does SOW prevail over the specifications and construction drawings?

At the job site visit, there was discussion of accepting a Composite Elevated Tank (CET) design for the proposed water tower. I wanted to confirm with if that addition has been accepted. As of now, the Waterspheroid (WSD) being the only design option is extremely beneficial to the productivity of this project due to various factors including, the slender appearance of the structure, the shorter construction schedule compared to the CET, and the least amount of surface area utilized for construction and the permanent structure. Please consider the following while evaluating the final decision to include the Composite Elevated Tank design for this opportunity.
No. The Spheroid Elevated Tank (SET) is the basis of the design and bid.
