About this file

This document contains questions and answers regarding a request for information (RFI) for a federal contract to install temporary shoring in a crawl space at a Veterans Affairs medical center building. The contract will require the contractor to perform confined space entry work and follow all relevant safety requirements, including obtaining confined space entry permits and presenting confined space certification for workers. The contractor must coordinate daily with the medical center regarding site access and sign-in/out procedures. Personal protective equipment of hard hats, steel-toe boots, safety vests, and safety glasses is minimally required. The contractor must also submit daily construction logs.

QuestionAnswer
1.Prior to Surveys and design, We have no way to quantify the potential for the work listed below. If the above work is deemed to be necessary, will this work be considered Unforeseen Conditions? Pg. 5 SOW :

"As a result, and after the approval of the VA, this Contract may include but is not limited to the following:

• The relocation/redirecting to existing utilities to complete the shoring installation.

o Any relocation of utilities shall follow the VA standards, design manuals, and specifications.

• This project may involve removing or reducing obstacles, addressing environmental hazards, or implementing remedial measures for asbestos and lead." The VAMC expectation is that the existing utilities should NOT be impacted by the temporary shoring. In the event there is an unforeseeable site condition, the parties shall come to an agreement on any potential movement of utilties and associated upward adjust in contract price. The VA will decide if there is a need to move utilities if that matter arises.

2. There may be potential for overall cost savings if we shore to make repairs vs shore to stabilize the building. Would the VA consider a design that offered permanent fix if one is deemed possible post award during the Design Phase?
