About this file

This document contains responses to questions from a request for information (RFI) regarding solicitation number 36C24824Q0071 for temporary shoring installation in the crawl space at Building 1 of the Bay Pines VA Medical Center. The RFI responses clarify that it is the contractor's responsibility to determine design parameters based on site visits and existing conditions. While the original solicitation included one lump sum line item, contractors should price the project with monthly rental and inspection costs in case the shoring remains in place longer than the anticipated 18 months. The professional designing the temporary shoring must allow space to implement a permanent shoring solution at a later date, as directed in the conclusions of an attached engineering report.

516-23-604 Install Temp Shoring Crawl Space Bldg 1 - Bay Pines VAMC
RFIs - 36C24824Q0071 November 30, 2023 - Site Visit II
QuestionAnswer
1. Is the bearing capacity of the soils in the basement/crawlspace known? or Can it be provided? It shall be the responsibility of the Contractor to determine the design parameters for the temp shoring. See item B.3: "The development of the temporary shoring design must be predicated on on-site visits and a study of existing conditions."

2. Original solicitation contains 1 lump sum line for Bid. Should we include monthly rental and inspection unit pricing should the VA keep Shoring in place longer than 18 months? Yes

3. Given the existing conditions, the failing shoring already in place and soils in the Basement/Crawlspace with minimal bearing capacity. It is likely that a permanent shoring solution will be less expensive than a temporary solution. A Temporary Solution may make more difficult a permanent Solution at a later time. I do not see a question in this RFI - As explained in the previous RFI responses released on (Nov. 16, 2023 - Item #2):

"The temporary shoring for Bldg.-1 is required prior to full building occupancy upon completion of the Major Project. Please verify the JS Held Report in Appendix A, page 29 ("Conclusions") of the report, item #1."

The Professional designing the temp shoring shall consider the response above and allow space to implement a permanent solution.
