QuestionAnswer
1. Formatting and Other Restrictions: The Submission is limited to 10, 8-1/2” x 11” pages in total.” Appears in the proposal instructions but buried within Factor 1. Is this referencing the specific narrative found in section “h.”? All of Factor 1? Or is this to be the total page limit for the entire document?20 page maximum for Factor I, items "a" to "i." Factor I "Specialized Experience" does not have a page limit.
2. Can key personnel assume multiple roles provided their years of experience and qualifications meet the specified requirements?
For Factor I.a (Key Role Qualifications): a, b, c, d, and e are means and methods for the Contractor in the approach for this project but has to comply with the "Safety Requirements" specification. Please note that the Medical Center will only acknowledge up to 2 roles per individual. Additionally, items f and g shall be professional for each role, and item f shall be an independent third party.

3. Can CPARS be used in place of returned PPQ’s and will these count against the aforementioned page limit? The contractor is to provide evidence that the PPQ was submitted to the POC and shall include the contact information for the VA to follow up if needed. The VA may accept the CPARS instead of a no-response PPQ. This section does not apply to the pt. limit.
