About this file

This statement of work and related federal contract opportunity outline requirements for conducting an AHERA asbestos survey at the James A. Haley VA Hospital campus and Brooksville VA Clinic. The contractor will perform a comprehensive sampling of buildings following AHERA guidelines to identify thermal insulation, non-friable materials, surfacing material, and fireproofing. In addition to on-site sampling, the contractor must create a hazardous materials management plan with floor plans denoting hazardous areas and a cost estimate for abatement by material square footage. The statement of work provides details on project scope, duration of 180 days from notice to proceed, submittal requirements at 80% and 100% completion, and additional provisions regarding life safety reviews, codes and standards to follow. The related federal contract opportunity is a pre-solicitation that is 100% set aside for service-disabled veteran owned small businesses to fulfill the requirements outlined in the statement of work for conducting the AHERA asbestos survey.

Haley VA Hospital, located at 13000 Bruce B Downs Blvd, Tampa, FL 33612 and the Brooksville VA Clinic, located at 14540 Cortez Blvd, Brooksville, FL 34613. This project will consist of a comprehensive sampling following AHERA guidelines to include, but not limited to thermal insulation, non-friable materials, surfacing material, fireproofing, etc. as well as sampling for other hazardous materials. This work will take place on the main campus of the James A Haley VA Hospital, to include all Buildings on the main campus aside from Building 100 (see listing below) as well as at the Brooksville VA Clinic. Additionally, this project will include the creation of a hazardous materials management plan following AHERA guidelines along with accompanying floor plans of each building showing all areas with hazardous materials with special markings and color coding, physical marking of hazardous areas with labels and signage, as well as a cost estimate of abatement by square feet/linear feet per material.

i. Buildings Included: 1, 2, 19, 23, 24, 26, 27 30, 32, 33, 36, 37, 38, 39, 40, 41, 42, 52, 53, 54, 55, 56, 68, 69, T33, T49, T61, T62, T73, T74, T75, T76, T77, T78, T80, T81, T82, T83, T99, and the Brooksville VA Clinic (approximately 1,500,000 sqft total).

b. The contractor is to provide a schedule for the for review and acceptance prior to the Notice to Proceed for the study. Some occupied areas of the hospital may require off-hours work to safely complete the study. All sampling shall be coordinate with James Watson, Industrial Hygienist.

c. The contractor shall not rely solely on “As-built” drawings nor make assumptions based on previous survey results. A/E shall provide both electronic and hard copies of drawings and reports. All drawings must be generated in the latest version of AutoCAD, or its companion products (digitally signed DWGs) and PDF format in individual sheet files on CD-ROM or via a VA accepted file transfer program. Include all associated support files (ie plot styles, external referenced files, etc.) This facility currently uses AutoCAD and Autodesk MEP 2022. For hard copies, two full-size and two half-size sets of drawings shall be provided to the VA, as well as three copies of the report and cost estimates. The standard drawings size shall be ARCH E1 (30” x 42”). The format to be used in creating the CAD drawings (ie layer/level structure, fonts, font sizing, file naming conventions, etc.) is that of the latest edition of the National CAD standards (www.nationalcadstandard.org). Drawings are to be drawn from the VA’s “As-Built” or construction drawings updated by site verification, not scanned reproduction.

d. A draft plan and drawings shall be submitted at the 80% completion stage and receive approval by the COR prior to advancing to the 100% stage.

e. The contractor shall submit a complete construction cost estimate for hazardous material abatement in all areas, broken down by square or linear feet with the plans at each study submission. The level of detail for each estimate submission shall be consistent with the degree of completeness of the drawings being submitted. Building gross area computations shall be included with each estimate. Estimates shall be broken down by AIA divisions.

f. All inspectors performing work onsite must be accredited asbestos survey inspectors.

II. Project Duration

a. Project must be completed within 180 days of notice to proceed and/or award III. Contract Award Meeting
