About this file

This document contains questions and answers regarding a solicitation for professional services to conduct a campus-wide asbestos survey at two Department of Veterans Affairs facilities. The scope of work includes comprehensive sampling and testing of thermal insulation, non-friable materials, surfacing material, fireproofing and other building materials for asbestos at the James A. Haley VA Hospital campus excluding Building 100 and the Brooksville VA Clinic, encompassing approximately 1.5 million square feet total across multiple buildings. The selected contractor will be required to create asbestos management plans with accompanying floor plans delineating asbestos locations in special markings and color coding, as well as cost estimates for abatement work. Clarification was provided that the survey should include all hazardous materials and that drawings from previous reports would be for reference only, requiring retesting of all suspect materials as part of this project.

Question: Answer:

1. Section 1 a. SOW states project requires creation of asbestos management plans requiring markings for areas identified with ACM.

Does the sentence refer to site plans with color coding showcasing asbestos in the CAD files/site plans or does it refers that selected contractor shall mark actual areas in the building with labels, signage, etc?

Both. This has been clarified in the SOW

2. Section 1 c. SOW requires creating site plans with Auto CAD and states to not rely on previous building information. Can SAGE assume that current Auto CAD’s files are to be provided prior to commence of the work to the selected contractor? Or shall we create them from scratch implying building measurements and plotting by hand then transfer to electronically? At this moment, SAGE assumes that AutoCAD electronic files are to be provided and sampling locations, and ACM locations are to be added and a survey specific site plan will be delivered. Inconsistencies found by visual examination against the site plan provided are to be corrected by SAGE in the deliverable.

Drawings will be provided for reference only. Any discrepancies or updates shall be included in the contractor’s submission.

3. Section 1 e. First sentence mentions “hazardous materials abatement areas” and Section 1a only mentions asbestos. Can SAGE get clarifications that survey is limited to asbestos? Or is there any other hazmat to be added ex. Lead paint, PCBs, etc. This has been clarified in the scope. The scope shall include all hazardous materials.

4. Are there any pre-existing reports available for reference?

We can provide a partial previous report of building 1 and 2 that is for reference only, and it is the intent to retest everything in its entirety.

5. Is the intention for the contractor to complete this Survey from scratch, including retesting of all suspect material.

We can provide a partial previous report of building 1 and 2 that is for reference only, and it is the intent to retest everything in its entirety.

6. Is the intent of completing the asbestos survey to AHERA standards based on an internal requirement, or will these buildings be utilized by a local education agency? This is an internal requirement of the VA.

7. Regarding the life safety review, is this for new construction, existing and occupied construction, or existing unoccupied construction?

All of the above. It shall be for all buildings called out in the SOW, regardless of current condition

8. Will we need to provide an SF330 for the Certified Independent Third-Party Safety Professional at the time of the submission? Yes
