About this file

This is Amendment 0003 to solicitation 36C24726R0078 for Building 1 Exterior Repair and Coating Phase 1 at the Atlanta VA Healthcare System under the Department of Veterans Affairs Veterans Health Administration VISN 7. The amendment, issued by Contracting Officer Ryan Crispin on April 27, 2026, addresses two Request for Information (RFI) responses and adds a federal contracting requirement. The contracting office is located at 1670 Clairmont Road, Decatur, Georgia 30033.

The amendment clarifies personnel staffing flexibility by confirming that a single individual may serve simultaneously in the roles of General Contractor (GC) superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) officer, provided that person has prior experience on similar projects and current QC certifications. When serving as SSHO, the individual must hold proper and current training certificates including OSHA 30 and CPR certification. The QC officer degree requirement in Architecture, Engineering, or Construction Management is waived if the person possesses required experience and current QC certifications. A written contingency plan must be in place for replacement of personnel filling all three roles. Additionally, Amendment 0003 adds FAR Clause 52.222-90 addressing Discrimination by Federal Contractors (April 2026). The proposal submission deadline remains unchanged at April 30, 2026, at 1:00 p.m. EST. All other terms and conditions of the original solicitation remain in full force and effect.

36C24726R0078 0003 A. To Answer 2 RFIs submitted:

1. Please confirm how many personnel can be used to fulfill the roles of GC superintendent, SSHO and QC officer. Can these roles be held by one person?

Response: One person may serve all 3 roles of GC superintendent, SSHO, and QC officer. In serving role of QC officer, he/she does not need to have degrees as listed, but must have both prior experience in projects similar to this project, and current QC certifications. If one person is additionally serving as SSHO, he/she must also have proper and up-to-date training certificates as listed in the solicitation and specifications (OSHA 30, CPR, etc.).

There needs to be a written contingency plan in place for replacement of an individual(s) filling all three roles in the event this single individual leaves or cannot fulfil his duties. The contingency needs to meet all contractual requirements outside of the exceptions listed as part of this RFI response

2. The QC specs require the QC officer to be onsite daily and to have a degree in Architecture, engineering, or construction management. Can this degree requirement be waived if the person has the required experience and QC certifications?

Response:

In serving role of QC officer, he/she does not need to have degrees as listed, but must have both prior experience in projects similar to this project, and current QC certifications B. Add- FAR Clause -- FAR 52.222-90 Addressing DEI Discrimination by Federal Contractors (APR 2026)
