About this file
This is a Standard Form 1442 Solicitation, Offer, and Award document for construction work issued by the Department of Veterans Affairs Veterans Health Administration (VISN 7) in Tuskegee, Alabama. The solicitation number is 36C24726R0070, with a project number of 619A4-23-106 titled "Correct the Mechanical/Fixtures and Piping for Buildings 2, 4, and 4A" at Central Alabama Veterans Health Care System. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with a magnitude between $250,000 and $500,000 under NAICS code 236220 (small business standard: $45 million). Electronic proposals are due by 1300 CST on April 17, 2026, with a required bid guarantee of at least 20% but not exceeding $3,000,000. The contract will be firm-fixed-price with a mandatory 90-calendar-day performance period from notice to proceed, and all work must comply with VA specifications, design guides, NFPA Life Safety Code, and applicable building codes.
The scope of work requires installation of dual parallel piping for domestic water and fire protection systems, including reduced principle backflow preventer assemblies (BFPAs) for buildings 2, 4, and 4A. Key requirements include: all labor, materials, supervision, and equipment; coordination with VA security and badging procedures; work hours Monday-Friday 8 a.m. to 4:30 p.m.; field verification of measurements; and compliance with VA-issued specifications and design details. Offerors must submit one electronic proposal (maximum 10 MB) including a signed SF 1442, copy of current SDVOSB certification, SAM UEI number, offer guarantee bond (electronic), safety/environmental violation information with Experience Modification Rate (EMR) documentation, VAAR 852.219-75 Certificate of Compliance, and VETS-4212 reporting evidence. Evaluation will be based on two factors: relevant and recent past performance experience (significantly more important) with minimum one to three references demonstrating similar domestic water system and backflow preventer installation work completed within the last five years, and price proposal with detailed cost breakdown including labor, materials, equipment, subcontractor costs, and other direct costs. Contractor personnel require VA badging and background investigations, and all subcontractors identified in the proposal must remain on the contract unless replaced with contracting officer approval. Payment will be made by electronic funds transfer to the Austin Payment Center, and invoices must comply with FAR 52.232-5 and VAAR 852.232-70.

CORRECT THE MECHANICAL / FIXTURES AND PIPING FOR BUILDINGS 2, 4, 4A
Project No. 619A4-23-106
Veterans Health Administration Central Alabama Veterans Health Care System East Campus 2400 Hospital Road Tuskegee, AL 36083
STATEMENT OF WORK
A. GENERAL GUIDANCE
1. Title of Project: 619A4-23-106, Correct the Mechanical / Fixtures and Piping for Buildings 2, 4, 4A
2. Project Overview: This project will install dual parallel piping for domestic water and fire protection for buildings 2, 4, and 4A as well as installation of backflow preventers for Central Alabama Veterans Health Care Systems - East (CAVHCS-East).
3. Scope of Work: The contractor shall provide all labor, supervision, transportation, materials, and incidentals to deliver all aspects of the project. The existing domestic water system for building 2 will require the installation of a reduced principle backflow preventer assembly (BFPA) per typical Department of Veteran’s Affairs standard detail SD221100-01. Since the existing system does not currently have a BFPA, it will need to be located as close to the water main’s entry into the building, and after the split to building 3, but before the first branch into the upper floors.
The existing domestic water system for building 4/4A will require the installation of the same reduced principle backflow preventer assembly (BFPA) as indicated in the paragraph above. Since there is currently a BFPA installed and serving both buildings 4 and 4A, the system will need to be reconfigured to install one BFPA for each building. The water main will need to split before the first BFPA to route one line to building 4 and one line to building 4A.
The BFPA for building 4 will be located in relatively the same location in the sub-basement Building 4A Service Room SB-1 and will need to be reconfigured to match the detail specifications. Piping will be wall mounted. The BFPA for building 4A will be located along the east wall of the same service room indicated above, next to an open pit in the floor. There is abandoned piping in the area, but the location of the new assembly will not conflict with any of the existing pipe. The BFPA for 4A will be floor mounted.
The water main size serving buildings 4 and 4A will be 4” diameter and will need to be insulated.
All water main piping will need to be replaced, and a new tie-in point to the new system created.
See design documents for further details.
4. Location of Work: Central Alabama Veteran Health Care System, 2400 Hospital Road, Tuskegee, AL 36083
5. Period of Performance: The required period of performance will be 90 calendar days from the date of contract award or notice to proceed.
6. Work Hours: Work within the designated construction area will be completed Monday-Friday 8a.m. to 4:30p.m. Contractor my request weekends by updating the project schedule 30 days prior to the requested days.

III. EVALUATION CRITERIA/OVERVIEW
A. The evaluation is subjective based on the information provided in response to the information requested in the evaluation factors. Proposals will be evaluated on the basis of two evaluation criteria: Past Performance and Price. Past performance will be evaluated for relevancy and confidence levels. Past performance will be considered significantly more important than price.
B. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government.
C. In evaluating relevant past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming. The evaluation process will result in relevancy ratings of very relevant, relevant, somewhat relevant, or not relevant.
D. Past Performance Experience will be evaluated to assess recent and relevant past performance resulting in a performance confidence assessment rating. This evaluation will allow the government to assess the offeror’s ability to perform the effort described in this solicitation based on the offeror’s demonstrated present and past performance. The assessment process will result in an overall performance confidence assessment rating of substantial confidence, satisfactory confidence, limited confidence, no confidence or neutral/unknown confidence.
E. The Government will evaluate price based on the total price and be evaluated for price reasonableness.
F. The Government reserves the right to evaluate proposals and award a contract without discussions (except clarifications as described FAR Overhaul 15.202(a)(2)(i-iv)). Communication conducted to resolve minor or clerical errors would not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them necessary. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a performance and price standpoint.
IV. BASIS FOR AWARD:
A. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, past performance, and price considered. The proposals must conform to the RFP’s requirements and be evaluated to represent the Best Value to the Government. The Best Value is the most advantageous offer, consistent with the Government’s stated importance of evaluation criteria. This may result in award being made to a high-rated, higher-priced offeror where the Contracting Officer determines that it is worth the price premium to do so.
B. Offerors must provide all requested information for each factor. Proposals must separately address each of the factors as applicable to be considered responsive to this RFP. It is the contractor’s responsibility to ensure the submitted proposal is in the proper format and that the information provided is clearly understood and free of ambiguities (Reference Proposal Preparation and Format Instruction).
C. To determine which proposal represents the best overall value, the Government will conduct a tradeoff analysis, comparing the strengths and weaknesses of the competing proposals to determine which proposal represents the best value to the Government and thus shall receive contract award.
D. The Government reserves the right to accept other than the lowest priced offer. The right is also reserved to reject any and all offers. The basis of the award will be a conforming offer, the price or cost of which may or may not be the lowest. If other than the lowest offer, it must be sufficiently more advantageous than the lowest offer to justify the payment of additional amounts.
E. Award will result in a firm-fixed-price contract. It is the Offeror’s responsibility to ensure the submitted price proposal includes all costs for total project requirements and completion in accordance with the specifications and drawings herein. The Offeror assumes all risk for omissions in prime and/or subcontractor proposals.
F. The Government evaluation team will consider all information provided in the proposal individually. Once these individual analyses are completed, the team will meet and determine a rating by consensus decision.
G. Exceptions to the contractual terms and conditions of the solicitation (e.g., standard company terms and conditions) may result in a determination to reject a proposal.
H. Failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation and for subsequent award.
I. A Determination of Responsibility will be accomplished for the apparent awardee prior to processing the award. Information obtained from government and commercial systems will be used to determine responsibility. Any information received by the Government that would be cause for an adverse Determination of Responsibility will make the offeror ineligible for award.
SDVOSB Verification: The Government will review SBA certification database (https://certifications.sba.gov/) to confirm Service-Disabled Veteran-owned Small Business (SDVOSB) status certification for the submitted proposals. Evaluations will be performed on proposals submitted by verified SDVOSBs only. Subsequent confirmation of SDVOSB certification status will be performed for the apparent award. For a Joint Venture to be considered eligible as an SDVOSB if the joint venture 13 CFR 128.402 and the managing joint venture partner makes the representations under paragraph © of this clause. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph 852.219-73(d) of the clause will be performed by the aggregate of the joint venture participants. Failure of a prospective SDVOSB to meet these certification requirements by the SBA shall result in elimination from consideration. Joint Venture – Any offeror submitting a proposal as a joint venture must provide a certification from each SDVOSB joint partner, signed by an authorized official of each partner to the joint venture, stating that the parties to the joint venture:
1) have entered into a joint venture agreement that fully complies with paragraph © of 13 CFR § 128.402; and
2) will perform the contract in compliance with the joint venture agreement. Failure to submit the certification with the offeror’s proposal will render the offeror ineligible for award.

The information must contain a certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years. If such certification cannot be made, a Bidder/Offeror shall explain why and submit as much information as possible regarding the circumstances of its past safety and environmental record, including the number of EPA violations and/or the number of serious, repeat, and/or willful OSHA violations, along with a detailed description of those violations.
b. Offerors shall submit information regarding their current Experience Modification Rate (EMR). This information shall be obtained from the Bidder’s/Offeror’s insurance carrier and be furnished on the insurance carrier’s letterhead. If a Bidder/Offeror’s EMR is above 1.0, the Offeror must submit a written explanation of the EMR from its insurance carrier furnished on the insurance carrier’s letterhead, describing the reasons for the EMR, and the anticipated date the EMR may be reduced to 1.0 or below.
c. Self-insured contractors or other contractors who cannot provide their EMR rating on insurance letterhead must obtain a rating from the National Council on Compensation.
