About this file

This document is a Basis for Award addendum that establishes the evaluation criteria and award methodology for the Fire Alarm Maintenance and Inspection solicitation issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 (Solicitation Number: 36C24726Q0652).

The Government will award a purchase order to the responsible quoter whose quotation is most advantageous considering price and other factors. Quotations will be evaluated comparatively using three primary factors: Technical Approach, Past Performance, and Price. The technical evaluation assesses the quoter's ability to meet or exceed solicitation requirements, with specific emphasis on proof that factory-trained authorized personnel certified by OEM Notifier will provide all services including installation, maintenance, service, upgrades, software updates, firmware updates, programming, and server software support for the Fire Alarm System. Past performance evaluation will consider the quoter's likelihood of success based on the contracting officer's knowledge, customer surveys, past performance questionnaire responses, and Contractor Performance Assessment Reporting System (CPARS) data. Price will be evaluated for fairness and reasonableness. The Government reserves the right to select a quotation that exceeds minimum requirements and is not obligated to select the lowest-priced quotation. All responses must meet minimum solicitation requirements, and alternate quotations are not being requested or accepted.
