About this file

This is a Statement of Work clarification document that provides detailed technical information about the Tuscaloosa VA Medical Center's electrical power distribution system. The facility, located in West Alabama on a 125-acre campus with 25 major buildings, operates a medium voltage (MV) distribution system fed by two Alabama Power overhead 12.47 kV feeders—Hargrove Road (preferred source) and Crescent Ridge Road (alternate source)—that feed into an automatic transfer switch in Building 60. The MV-MPSG switchgear distributes power to 41 exterior three-phase pad-mounted transformers across the campus serving various buildings with either 480Y/277V or 208Y/120V service through five circuits (two loops and one direct feed to the Chiller Plant). The document provides comprehensive listings of all transformers by circuit, including manufacturer, kilovolt-ampere ratings, and serial numbers, detailing which buildings are served by specific transformer configurations.

The facility maintains an Essential Electrical Systems (EES) with ten generators providing backup emergency power, including: a 750 kW generator serving Building 61 (Nursing Home Care Unit), a 750 kW generator serving Buildings 1, 3, and 17, a 500 kW generator serving Building 135 (Ambulatory Care), a 700 kW generator serving Building 137, a 500 kW generator serving Buildings 2, 38, and 138, a 1,250 kW generator serving Buildings 33, 39, and 40, and four smaller generators (125 kW, 100 kW, 100 kW, and 175 kW) serving Buildings 145, 146, 147, 148, and 149 respectively. Generator 41-GEN (350 kW) is currently out of service. This clarification document supports the related solicitation for Triennial Electrical Power Distribution System Testing Services (36C24726Q0147), a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract requiring comprehensive inspection, testing, and maintenance services in compliance with NFPA, NETA, OSHA, and VA requirements.

Each overhead feeder goes underground and terminates in a VAMC-owned automatic MV transfer switch feeding medium voltage primary switchgear MV-MPSG in Building 60. The primary automatically transfers service between Hargrove Road service and the Crescent Ridge Road service upon loss of power.

MV-MPSG switchgear distributes 12.47 kV service to the system’s pad-mounted transformers and S&C switches via two loops and one direct feed. The first loop includes Circuits 1 & 2, the second loop includes Circuits 3 & 4, and the direct feed feeds the Chiller Plant.

The transformers in each loop and direct feed are listed below.
