1. Also, the Scope of work mentions “Government Furnished Attachments outlined in Section 3.D (Items 1, 2, and 3)” Let me know if it’s feasible to provide these attachments See study
2. Please provide a list of the equipment that needs to be tested. See study
3. Please provide the latest test report (I'm referring to the electrical test report, not the Arc Flash study report). Provided
4. Can low-voltage circuit breakers be tested by secondary injections only? If allowed by NETA.
5. Can MV Liquid Filled Transformers testing be limited to oil sampling, and inspection? Yes
6. If the answer to the previous question is no, should we perform tests for Polarization Index, Excitation Current, Turns Ratio, Insulation and Winding Resistance on the MV Transformers?
7. In the STATEMENT OF WORK, in section “3. Summary of Work”, part “D. Attachments. Government Furnished”, the specifications state that the government should provide the inventory of electrical equipment, one-line drawing, and 3) an Electrical Power System study, but these documents were not found. Please provide the files. See study
8. How many panels are there in total? This will be important for estimating the time spent on the IR Scan. See study.
9. Could you provide us with the quantity of each piece of equipment that needs to be tested See study.

31. Can you provide the previous cycle test reports? No.
32. Will the previous schedule be provided? It's nearly impossible for the contractor to predict how and when the VA can perform outages throughout the facility. We would need previous schedules and/or directions from the electrical staff. Electrical shop assisted in escorting and previous schedule is unavailable.
33. Will the VA provide nameplate data from all generators requiring load banking? Yes.
34. Upon reviewing the solicitation, we noted that the assigned NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a small business size standard of $19.0 million. We respectfully request that this be changed to NAICS code 811211 (Consumer Electronics Repair and Maintenance), which has a small business-size standard of $22.5 million. NAICS code was updated 541350 Following review of vendor feedback and the statement of work, the Contracting Officer determined that the principal purpose of the requirement is inspection, testing, and evaluation of existing electrical power distribution systems. In accordance with FAR 19.303(a), the NAICS code was updated to 541350 (Building Inspection Services) via solicitation amendment. The requirement remains a SDVOSB set-aside.
