The evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with evaluation factors including technical acceptability, past performance (minimum two relevant references within the last three years), and price fairness and reasonableness. Offerors must submit proof of Service-Disabled Veteran-Owned Small Business (SDVOSB) verification in the VA Veteran Small Business Certification database, copies of applicable state and local licenses and certifications, a technical capability statement, and a completed Limitations on Subcontracting Certificate of Compliance for award consideration.

The purpose of this amendment is to revise CLIN 00001 and to extend the solicitation closing date.

CLIN 0001 has been revised. The scope of work remains unchanged. The electrical equipment to be tested is already identified in the Scope of Work Section 3.C.; no additional equipment is being added by this amendment.

This amendment is issued for clarification purposes only.

The solicitation closing date is hereby extended to January 28th, 2026. 12PM EST.

All other terms and conditions of the solicitation remain unchanged.

The Contractor shall perform tri-annual electrical preventive maintenance and testing services in accordance with the attached Scope of Work, VA Directive 1028, ANSI/NETA MTS-2023, applicable manufacturer specifications, OSHA requirements, and NFPA 70E standards.

The Contractor shall provide all labor, supervision, equipment, tools, materials, and personal protective equipment (PPE) necessary to perform the required services.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS

AND COMMERCIAL SERVICES

Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

1.SDVOSB Verification

Proof of current Service-Disabled Veteran-Owned Small Business (SDVOSB) verification in the VA Veteran Small Business Certification (VetCert) database. Verification must be active at the time of quote submission and at the time of award.

2. Licenses and Certifications

Copies of all applicable state and local licenses, certifications, and training required to perform electrical inspection, testing, and maintenance services in accordance with the Statement of Work (SOW), including any required OSHA, NFPA, or NETA certifications.

3. Technical Capability Statement

A brief statement demonstrating the Offeror’s ability to perform the Triennial Electrical Inspection, Testing, and Maintenance Services in accordance with the SOW, including experience with similar electrical power distribution systems.

4. Warranty and Support (if applicable) Documentation describing any warranties or guarantees associated with the services performed, if applicable, in accordance with the SOW.

E.5 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

The following evaluation factors apply:

1. Technical Acceptability The quotation will be evaluated to determine whether the offeror’s proposed approach meets or exceeds all requirements of the Performance Work Statement (PWS). Failure to meet any material requirement will render the quotation technically unacceptable.

2. Past Performance the Government will evaluate the offeror’s past performance to assess the likelihood of successful performance. Offerors shall submit at least two (2) relevant past performance references for similar work performed within the last three (3) years. Past performance will be evaluated on an acceptable/unacceptable basis.

3. Price will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3(a).

Award will be made to the lowest-priced quotation that is determined technically acceptable with acceptable past performance.

Order of Evaluation: 1) Technical Acceptability 2) Past Performance 3) Price

Technical and past performance, when combined, are equal to price.

“VA Notice of Limitations on Subcontracting - Certificate of Compliance: To be eligible for evaluation and consideration for award, offerors must return the entire Limitations on Subcontracting Certificate of Compliance clause containing a fully completed certification at the time offers are due or the offer will be rejected and not forwarded for evaluation. In addition to completing the offeror ‘fill-in’ requirements for this clause, offerors must insert the offeror’s name in the brackets containing the following verbiage “[Insert Name of Offeror]” to have a fully completed certification.”
