About this file
This is a Question and Answer document (RFI responses) for solicitation 36C24725Q0223 regarding the EHRM Installation of Next Gen WiFi project at Carl Vinson VA Medical Center in Dublin, GA. The document contains 25 detailed contractor questions about technical specifications, asbestos concerns, penetrations, WiFi equipment, cabling requirements, and installation logistics.
Key details from the responses confirm that: only 23 new Juniper Mist AP43 WiFi access points require installation; two rooms have asbestos tiles where wall-mounting will be used instead of ceiling mounting; standard fire blocking is acceptable; all APs will be Power over Ethernet (PoE); work involves a mixture of cinderblock and drywall penetrations; ceiling heights are 8-9 feet; contractors must obtain flash badges; and the project represents the third phase of a larger WiFi upgrade initiative, following previous AT&T heat mapping and partial cable team installation work. The responses clarify that contractors must install new pathways/conduit, pull and terminate cabling, test connections, and mount APs according to the orientations shown in the 1/8"=1' scale drawings.

REPLY NEEDED BY:
INFORMATION NEEDED:
1. The documents provided mention ongoing asbestos abatement. Are we expecting to encounter asbestos in the ceilings grid or walls during our installation of the WiFi equipment?
1. Are there any requirements for special PPE (bunny suits, PAPR) while working in the above tile grid space?
1. What type of walls will need penetrations (drywall, cinderblock, MDF, etc.) if any?
1. Will we need to do any floor penetrations, or will we be able to use existing? For example: Building 3 - Floor 1 does not have a wiring closet highlighted, even though it has an "Info Mgmt & Telco Closet (Rm 121) on the layout. The basement and floor 2 both have highlighted wiring closets. Building 8 - Floor 1 does not show wiring closets, but the basement and floor 2 have them.
1. Applying to questions 3 and 4: Are there X-Ray test requirements for penetrations?
1. Applying to questions 3 and 4: Are there any particular FireBlock requirements (type/properties) or just standard FireBlock?
1. Is there a pre-existing path between the floors and walls that is available for use?
1. Do you have a model number of the provided WiFi equipment to determine mounting hardware, or specifications for what you would prefer we use?
1. Are these all internal (no external) AP placements? Just confirmation, did not see any external in the drawings.
1. What is the scale of the drawings?
1. The APs on the map are pointing in different directions. Is this representing desired orientation / placement?
1. What is meant by Redesign AP vs Original AP? Basically, the key on the map does not specify what exactly we are replacing or moving.
1. Are we installing 23 new APs total, and moving some additional amount?
1. Bldg 8 Basement: Does this require links between telco closet or are these just runs from the punch down block to ceiling mounting, and does that run require conduit?
1. Are there existing power outlets where the APs go, or is this all PoE, meaning no run is over 150'?
1. If there is not available power for the new APs, are we expected to install it (Item 1a)? If so, we would need locations of sub-panels, type of breaker to use, etc.
1. What does Standard Coverage mean (ref Bldg 12 Basement AP06)?
1. Are there any testing requirements, or just a functionality test (lights up when plugged in)?
1. What is the process for Badging? Are we required to do this daily, or just once and hang onto the badge for the duration of the project?
1. Because there are As-builts as deliverables, do you have CAD files they can send us? — how are we providing the As-builts?
1. Do we mine existing cable for ones we’re moving?
1. What happens if the cable fails when moving?
1. What are the labeling requirements for the cables or devices?
1. Are there pre-designated pathways for the conduit/cables?
1. Above 6’, feel fall protection required in the documentation - so what are the ceiling heights?
REPLY:
RFI’s will be answered by amendment(s) sent directly to SAM.GOV
24. Two rooms have asbestos tiles. We discussed with local OIT, and it was decided that the APs may be mounted on the wall. This will allow the contractor to avoid asbestos tiles.
24. No PPE required for when working above ceiling grid.
24. A mixture of cinderblock and drywall depending on the location.
24. The two examples provided (Building 3, floor 1 and Building 8, floor 1) are not in the scope of this project. However, there may be an instance in building 2 where a floor penetration could be utilized.
24. No X-ray requirements. Work is not in radiology area.
24. Standard Fire block is acceptable.
24. In some areas there are, but the contractor may have to create new pathways.
24. Juniper Mist AP43's - they come shipped with a ceiling bracket.
24. No External APs
24. SCALE: 1/8" = 1' -0"
24. Yes, the direction should be followed and represents the desired orientation.
24. The next gen Wi-Fi project occurred in three parts. The first part, which was completed last spring, involved AT&T walking the full length of our station and completing heat maps. From there they created the created the drawings you’ve seen. They indicated where new APs needed to be installed. The second phase utilized a cable team to come out and install all the APs not requiring conduit. They were not able to get to the 23 “Not Installed” APs on the drawings. The third and final phase is what this project will cover the installation of AP’s requiring conduit. Do not Worry about the “original” and “redesign” APs.
24. As stated in the SOW, the contractor is only responsible for installing 23 APs. The 23 APs are the green symbols that are labeled as “Not Installed AP” on the drawings.
24. No work to be completed in building 8.
24. All APs will be PoE.
24. Not applicable with answer to previous question.
24. Building 12 is not in scope.
24. Contractor should install pathways as needed (conduit), pull cabling, terminate cabling on each end, test cabling and mount APs as required.
24. Contractors must request “flash badges” once on station and must have them on their person at all times. These are ID cards and do not provide access to spaces. PIV cards which allow access may be requested.
24. Contractor should markup PDF files and confirm APs are installed. If CAD files are still needed, please let me know.
24. Not applicable based on answers above.
24. Not applicable based on answers above.
24. The contractor is to match the conventions found in the TRs.
24. In most cases, no. The reason why these were not installed by the original cable team is because there was not any conduit to run cable.
24. Ceiling height *tiles) is 8-9 ft. Fall protection not required on ladders. May be required for other equipment used in the areas with higher ceilings.
