Renovate Common and Support Areas RFIs and Responses

1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Response: Yes. When project is awarded.

2. Will the Government provide comprehensive written badging requirements for the project if badging is required?

Response: Badges required by all personnel. Daily badges will be provided by the COR to the Superintendent for dispensing. Superintendent required to have a Non-PIV badge.

3. Where will the designated parking area be for workers accessing the construction site?

Response: Parking is not available for the general or subcontractors. Drop-off at the loading dock is acceptable, but items must be moved immediately to worksite or elsewhere, and the drop-off vehicle cannot be parked.

4. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Response: Procore is acceptable.

5. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Response: Per specifications and drawings, NFPA 241 and other requirements apply. Risk assessments will create ILSMs which may require additional measures.

6. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Response: Virginia Sprinkler Company (VSC).

7. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Response: No

8. Describe any and all tasks that may be required for this project as it relates to infectious control?

Response: Per specifications and drawings.

9. What is the level of infectious disease control rating for this site?

Response: Per specifications and drawings.

10. Can the SSHO and the Project Manager or Superintendent be the same person?

Response: Yes, if requirements are met.

11. The drawings seem to incorrect, volumes are combined. For example, AE800 – AE803 are combined with plumbing and electrical drawings? Is there another set of the drawings?

Response:

12. Who handles the controls for this facility? Can you provide their contact information?

Response: Control Management Inc. (CMI)

13. The specifications are all out of order as well, can another set be provided?

Response: Specifications are in order. Changes are made at the beginning to various specification line items.

14. The stop and starting points need to be shown on the plans.

Response: Stop and start points are per the limits of work, as shown on the drawings.

15. The pattern of the terrazzo/flakes are options we can provide with samples, but the floor pattern/design.

Response: Provide 3 patterns for VA to choose, similar to existing work in the Front lobby.

16. Joint location needs to be shown on the floor plans.

Response: Joint location is means and methods. The location of the barriers that they must installed will determine where joints are located i.e. corridors remain open so that a join runs along the center of the corridor, and between rooms.

17. Page 5 of 63 of the Solicitation includes the price schedule. Item No. 0001a and 0001b are deductive alternates deducting all work associated with Buildings E and F and then E, F, and G respectively indicating that the work in these buildings is to be included in Item 0001.

However, page 7 of 63, which is the Statement of Work, in section 2-c-ii, states “Remove E and F Building work from the scope of the project”. Please clarify if offerors are to price work in Buildings E and F.

Response: Please adhere to the solicitation cost/price schedule.
