1 Just to confirm, there is 47 IT Rooms included in the Scope of Work? Refer to Contract Documents for scope of work in IT rooms

In the seed projects specifics, it states as part of the description that “installing anti-static/dust preventative flooring” is part of the scope, however there is no section in Div 9 for flooring description. Recommendation Add SECTION 09670 RESINOUS FLOORING.

The intent of this project is to provide VCT flooring in all IT rooms requiring new flooring. VCT shall be as specified in the Finish Legend on drawing A601. Make the following changes: Drawings 2-A-301, 4-A-101, 5-A-101, 5-A-104 and 16-A-301, change note 1 to : install VCT over existing concrete. Finish Schedule: Change floor finish to: VCT. Drawing 5-A-202, Finish Schedule: Change floor finish to : Existing VCT. Drawing 26-A-301 and 29-A-101, change note 1 to : Patch and repair existing concrete floor. Clean and prepare surface to receive VCT. Finish Schedule: Change floor finish to : VCT. Drawing A601, Finish Legend: Delete entire row beginning with "P4". Add at row beginning with VCT1, column Product Description/Specification:

"Patch and level existing substrate. Prepare, level, and install VCT according to VCT manufacturer's printed recommendations".

If we can keep all the electrical / server / data equipment up and running can we do work around it?

Such as new walls, flooring, paining, etc. And then electrical / data can come in after the other work and complete and do his part. So in essence only one room at a time would have the electrical / server / data equipment down at a time.

But that way our other trades can move on to other rooms.

That is correct, only one room at a time can have the electrical / server / data equipment down, interfere with hospital operations or displace VA personnel. Work in other areas and other IT rooms can be in progress at the same time as scheduled with the COR as long as work does not require an outage, interfere with hospital operations or displace personnel. Contractor shall have proper badging as required by the contract documents for all areas in construction.

Page 18 section 1.2.7 TECHNICAL APPROACH refers to a Tab B: Factor 1 – Prime Contractor Experience Forms. Is this section referring to Page 12 section 1.2.3 (a) FACTOR 1 – Technical, Sub Factor 1: Experience? 2. Page 18 section 1.2.7 TECHNICAL APPROACH refers to a Tab B: Factor 1 – Prime Contractor Experience Forms, bullet 3 - Sub Factors 2 through 4. Is this referring to page 13 section 1.2.3 (a) FACTOR 1 – Technical, Number 6, letters b-d? Are letters b-d in this section representative of “sub-factors 2 through 4”?

8 Is this work current being performed under one contract or multiple contracts? Task order proposal request will be issued for each requirement procured against the

MATOC.

9 Are there previously determined Labor Categories identified for each of the Task Areas, if so can we get a list of the labor Categories?

10 What is the FTE count for each of the Task Areas? For example: Atlanta, VA Health Care Systems have how many Full Time Equivalent personnel?

Task Order proposal will have information as it pertains to each requirement. FTE is not pertinent to the seed project or proposal submission.

11 Will a Secret Facility Clearance be required upon Proposal submittal or Contract Award. Not for the MATOC seed project; however, each task order will have specific requirements.

12 Will current employees have First Right of Refusal upon a new contractor winning this effort Does not apply to the MATOC.

13 Will one or more shifts be required and if multiple shifts, what is the shift differential that needs to be considered for pricing? Refer to contract documents.

14 Can personnel experience be considered in relation to Past Performance.

Prime Contractor key employees’ experience will be accepted as a substitute for Prime contractor experience; however, key personnel must be current full-time employees of the Prime Contractor. Key personnel experience must be identified on the attached Contractor Experience Form, which include managers within the prime contractor’s organization to include, but not limited to project executives, operations manager, and vice presidents.

The offeror SHALL provide documentation identifying key employees as a current full-time employee of the Prime Contractor or a Letter of Intent signifying their employment working on this specific project. Documentation of full-time employment can be provided by a current paystub, employee hire form, or an affidavit signed by the Prime Contractor CEO, president, or owner attesting to the key person’s employment status. The identified key employees must be used on the project. Any substitution of these persons will not be permitted without prior approval of the Contracting Officer. Leased employees will not be considered as full-time employees of prime. Additionally, a simple statement attesting to employment status will not be accepted. Actual Documentation of employment must be provided.

Failure to submit all the data indicated in any of the evaluation factors will be cause for determining a proposal incomplete. Incomplete proposals will not be considered for evaluation and rejected as unacceptable for failure to submit all material requirements of proposal.

15 Will a Phase-In be required and if so, how long will it be? (30 Days, 60 Days, etc.) All requirements for the seed project are listed in the solicitation and issued amendments.

16 Will this effort be a T&M, CPFF, or FFP effort? Refer to Solicitation/Amendments/Contract Documents.

17 Will the evaluation on Price be Best Value or LPTA? Refer to Solicitation/Amendments/Contract Documents.

18 Is there a list of training requirements associated with this effort? Refer to individual sections of specifications to testing, training and close out.

19 Will a minimum number of hours of Overtime be required in pricing data? It is up to the contractor to decide how the project is staffed and constructed.

20 Are there any known issues or deficiencies which will need to be addressed immediately upon a new contractor winning this effort? All required work is detailed in the contract documents.

21 Are there any Personal Protective Equipment (PPE) required to be purchased by the contractor for employees? Any requirements are included in the contract documents.

22 Prior to the RFP being posted, can potential bidders schedule a meeting with the Program Manager (Government POC) of this effort?

Site visit information will be included in each Task Order Request for Proposal. An official site visit for the seed project was held on 6/20/2018.

24 Can the employees and their effective start dates support this effort be provided in an effort to develop recruiting and retention plans?

Refer to Solicitation/Amendments/Contract Documents. All requirements for the seed project are listed in the solicitation and amendments.

25 Has the government determined a modification phase-in for integrating the facility changes Refer to Solicitation/Amendments/Contract Documents. All requirements for the seed project are listed in the solicitation and amendments.

26 What certifications will be required by IT service personnel? Refer to Solicitation/Amendments/Contract Documents. All requirements for the seed project are listed in the solicitation and amendments.

27 Will IT upgrades include migration to the latest technology? All required work is detailed in the contract documents.

28 Will the contractor be required to warranty the work and equipment even though there will be a large disparity between technologies?

Only work installed by the contractor is subject to warranties as required in the contract documents.

29 Has the government performed a facility assessment to determine the status of each facility impacting this requirement? The seed project is for Dublin. Please refer to solicitation for specifics.

Is the Assessment Report available for contractor review and evaluation?

All applicable information, will be included in each Task Order Request for Proposal. For the seed project, this is available, but not relevant to the solicitation and will not be published.

38 How many servers are currently being used through these facilities? What is the status of each? This information is not available

39 If a team formed by multiple companies, Can any teammate be bonded to the bond requirement This is a 100% SDVOSB Set Aside. The registered SDVOSB must have the bonding capacity. Refer to solicitation for set aside information.

40 Regarding Past Performance, can a combination of PPQ's and CPARS be used? Can we use PPQ’s for one project and CPARS for another? Yes

Page 18 references Attachment 4 - Subcontractor/Teaming Partner Past Performance Information and Consent Forms – If applicable. Please explain what Attachment 4's intended use is.

Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent.

Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime during exchanges. In an effort to assist the Government in assessing your past performance relevancy we request that the following consent form be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent forms should be submitted to the offering contractor for submission with past performance volume.

42 It was stated that there has been an Asbestos Survey done for this facility. Can this be provided to the contractors prior to bid?

No survey will be provided. See addendum adding Bid Items for hazardous material testing and abatement

43 Please clarify that awarded projects will be from $2,000 to $10,000,000 in value, as it states on page 22 of the Solicitation the range is up to $20,000,000

Awarded projects will be from $2,000 to $20,000,000 as it states on page 22 of the Solicitation.

Please verify that Background Checks for affected personnel can be completed after award and before Notice to Proceed

After award. Background checks for each personnel can be completed as they begin work on the site. The two employees needing full PIV badge access will need to factor in about 6 weeks to receive their badge and should plan accordingly.

45 Sheet 1E-201 Note 1 Will the Fiber Optic Cables be re-used/spliced or is it the intent to replace these where needed?

Demolition Note 1 – states to retain fiber for new work. The contractor should assume these cables can be unplugged and plugged back in for bidding purposes.

46 1-E-201 Note 1 calls out a "standard rack" please provide the manufacturer of the existing so that it can be incorporated as a system See specifications 27 11 00 pg 4 para 2.1D

In the AE Sheets General Notes it states to use minimal downtime for system relocation please qualify "minimal downtime" as some rooms will be very labor intensive when relocation occurs

Sheet E-001 Legend Note 4 states that all outages shall be scheduled outside of normal business hours. The intent is to leave the existing systems in operation until the new system is ready. It is preferred for these outages to be kept to as short of a duration as possible but there in no time constraint as long as the system is returned to normal operation before normal business hours. To ensure the systems are restored to operation, the contractor shall show the COR a fully functioning system one hour before normal business hours begin.

Amendment 1, Question 16 instructs Bidders to remove requirement for “certifications” under Price Tab B. Doesn't that “Certifications” refer to the Reps & Certs that are typically required and wouldn’t they still be required in the price proposal?

Question 16 in amendment 0001 states "Please confirm if we are to submit the same “certifications” and “licenses” in both the Technical and Price Proposals, or if it is okay to submit the “certifications” and “licenses” in just the Technical Proposal or just the Price Proposal. The answer stated to remove the requirement from price proposal, which means it is still required as part of the Technical Proposal. Representations and Certifications shall be completed and up to date online https://www.sam.gov. The Government wishes to see Certifications and Licenses (i.e. OSHA-30, CPR/First Aid) for all Key Personnel, and other Professional Certifications such as the ASHE Certified Hospital Constructor certification in this section for the company and/or Key Personnel if listed as mandatory (See evaluation factors for mandatory requirements). Prospective offerors can choose to submit any Certifications and Licenses held, such as General Contractors License, LEED Certification, etc. Please note that this is a competitive procurement using the best value tradeoff source selection process identified in FAR Part 15.101-1. For this procurement, the government will award contracts resulting from this solicitation to responsible offerors whose offers, conforming to the solicitation, are evaluated as being the most advantageous to the government, price and other factors considered. Prospective offerors are welcome to exceed the minimum requirements requested.

49 Also, what certifications and licenses are you requiring for in Tab A of the Technical Proposal? See answer to 48.

50 During the site visit the question was raised if there was a requirement for a construction schedule in the solicitation. Will our proposal need to include a bar chart schedule that reflects the scope being completed in 365 days considering the room to room phasing requirements?

Please note that Period of Performance has been extended to 540 calendar days. While not part of the evaluation factors, please submit a schedule that reflects the scope being completed in 540 days considering the room to room phasing requirements.

51 On drawing sheet M601 the CU & BU Schedules reflect units 3-CU-2 & 3-BU-2. Can the VA please indicate the drawing sheet(s) applicable to these units? These units are not included in the project and should be deleted from the schedule.

52 Section 08 14 00 para 2.4b – states “Use stain when required to produce finish specified on drawings ”. The door finish schedules on the various sheets do not have any finish requirements for the wood doors. Can the VA verify that Factory Transparent Finish is required?

Factory Transparent Finish is acceptable.

53 On drawing sheet 4-A-201 Finish Schedule it appears that room #206B is struck thru. Can the VA verify if 206B on the finish schedule applies for this room? Yes, that is a stray line and it should be deleted.

54 Are CPARS reports acceptable for past performance questionnaires as part of our proposal? Yes

General Notes on various architectural sheets mention: “All existing walls affected by the scope of work will be painted from corner to corner ”. However, using sheet 1-A-101 as an example - the corridor painting work (extents) cannot be determined as there is no overall floor plan to enable us to see what “corner to corner” would be. Can the VA provide overall floor plans for areas that include corridor side work?

Where the nearest corner is shown on the drawings, use that point as the extents of painting. Where the nearest corner is not shown, use 50' from the extents of the construction for the bidding purposes to unknown corner for painting limits.

Drawing sheet 2-A-101 Note 7 indicates filling in a wall with 4” CMU. The specifications do not include Division 04. Does the VA plan to include a spec for masonry?

No division 4 specification will be provided. For concrete masonry work provide CMU shapes and sizes as indicated on the drawings with exposed surfaces matching exposed faces of adjacent units unless otherwise indicated. All work shall comply with ASTM C

90. CMUs shall be normal weight and standard color with an average net-area compressive strength of not less than 2150 psi.

57 Drawing sheet 2-A-101 indicates there are 2 wall types. None of the notes indicate to install new walls. Will a note be added about constructing new walls in room 104?

The wall symbol shown is the symbol for a new wall. These walls are not shown on the demolition floor plan. These wall are new walls.

58 Drawing sheet 2-A-201 Note 1 indicates filling a depression in the floor. Multiple questions: There are no specifications for concrete, will this be provided? How deep is the depression? Are we to assume that no control joint material will need to be installed in this floor area?

Depression in approximately 3" deep. Fill depression with cement grout in preparation for new VCT flooring. Provide expansion joint in new grout to maintain existing expansion joint.

59 Drawing sheet 2-A-201 Note 6 indicates the walls to receive a control joint material similar to what is there. Can the VA tell us the type and manufacturer of what’s there? No information is available.

60 Drawing sheet 3-A-201 Finish Schedule- The schedule indicates RB1 & RB2 material however, rooms 217,218 & 219 are not on the schedule. Room 219A is on the schedule but the floor plan does not reflect that room number. Can the VA verify the finish schedule for these rooms?

Room 217 and 218 are shown on the Finish Schedule. Room 219A should be changed to Room 219.

Will the Government accept for consideration proposals from certified non-construction prime SDVOSB firms teaming with qualified subcontractor construction firms (SDVOSB or otherwise)?

This means that the technical capabilities and past performance of the qualified subcontractor construction firm are substituted qualifications for the SDVOSB prime. Preference is not to be a joint venture.

SDVOSB firms must be registered under applicable NAICS Code. Please refer to solicitation for set aside information.

Item 1.2.8 on page 19 of 89, requires “General Contractors License” please confirm the intent is to provide evidence that the offerors have a general contractors license from one of the states covered by this MATOC?

In Amendment 1, it was stated to delete “Certifications” from 1.2.8. Tab B requirements. However, Tab A still includes the requirements for certifications and licenses for bullet #4. What exactly are you looking for these “certifications and licenses” in 1.2.7 Tab A since 1.2.8 Tab A covers our VetBiz Certification and 1.2.8 Tab B covers our General Contractor’s license.

64 Are completed Representations and Certifications meant to be included (in addition to being completed and current online) in the proposal, and if so, under what tab? Not required in addition to Online. Required to be current online.

To meet the scheduled dates of the project, will we be permitted to do incidental work outside of IT closet area? For example, would we be permitted to work on a condenser while working in an IT closet?

66 Concerning the Condensing Units on the 2nd Floor, can the line set be run on outside wall encased with covers?

Attachment 3 requests Past Performance Questionnaire or CPARS, in the event the corresponding COR or CO are no longer employed by the VA, and a CPARS report is not available, what is an acceptable alternative in order to satisfy technical requirement?

68 Please clarify Attachment 4. As a General Contractor, does this requirement apply to us as we manage the entire job without joint venture involvement? No. Complete if applicable only.

69 Drawing sheet 2-A-101 Note 2 indicates extending walls to underside of structure. Can the VA indicate what wall type if this is to be a metal framed wall or other material?

These question should have referenced 5-A-101. Wall type is 3 5/8" metal stud with GWB on each side.

70 Drawing sheet 6-A-101 First Floor Plan indicates a wall type of 1A4A. Does the corridor wall use a different wall type or are we to assume type 1A4A for the corridor as well? Corridor wall is same.

Drawing sheet A501 General Partition Type Legend. The design assembly legend indicates that the walls will not have batt insulation. Can the VA verify that this is the case for all new metal partition walls?

Insulation is not required for sound attenuation. Refer to Item 4 on drawing A501 for requirements of insulation.

72 We have reviewed some drawings and the openings information but still need to know the door count. Would you kindly provide us the number of doors involved in this project? Refer to contract documents

73 Is there an updated asbestos survey available for this project that has an accurate measurement of asbestos to be abated?

No survey will be provided. See addendum adding Bid Items for hazardous material testing and abatement

74 It is stated that only one IT closet is to be worked on at a time. Can the asbestos abatement company complete all their work in one mobilization before any other work begins?

75 Please provide a point of contact for any IT/Security company that has completed work at this VA in the past. Will be provided after award.

Please clarify the Fire Protection scope of work. Specification section 21 13 13; 1.1 requires modification to the existing sprinkler system as indicated on the drawings. We have found no fire protection work indicated on the drawings other than detail 6/M502 Upright Sprinkler Head Detail however there is no indication of where this detail applies. Is fire protection only required if new construction interferes with existing sprinkler heads? Are there existing sprinkler drawings to show the existing system?

Refer to drawing 10-M-201 for an example of sprinkler work. Sprinkler work is limited to work shown on the contract documents.

Please clarify the project phasing requirements. Note A on drawing G002 states that only one telecommunications room can be under construction at any given time. There are many rooms that are not currently being used as telecommunications rooms where construction is scheduled to take place. Can multiple non-telecommunications rooms be under construction at any given time? This will allow for a more continuous work flow which will reduce the project cost.

Specification section 01 25 36; 1.12 Infection Control calls for a Level 5. A. We are not aware of a Level 5 – please provide the ICRA Matrix for this level including the detailed requirements. B. The proposed work areas do not exceed a Medium risk area, please confirm that this project requires all areas be executed as a Level 4 or greater. If this is not the case, please identified those areas which are identified as Level 4 or greater.

The infection control class should be changed to Class 4.

Special requirement for seed project – Page 34 of 89, solicitation notice, can the project superintendent be one of the 2 individuals appointed for this task?

For this particular seed project the Superintendent can also be the SSHO and Quality Control Manager assuming all responsibilities are being met, however, should safety or quality control become a concern, the VA may require separate employees for each position. NOTE: For the scope of the MATOC, this decision will be task order dependent.

General Note G on Architectural drawings states that all existing walls should be extended to the underside of the structure in utility closets. The drawings do not specifically state where this note applies. Will the work be paid by contract adjustment after the extent of the work is known? Or since we were unable to determine the extent of this work via site visit, can the VA identify which walls this note applies to?

Refer to Note 7 on drawing 2-A-101 for an example. For bidding purposes only walls which are specifically noted to be extended on the individual plans are required to be extended.

85 Sheet 2-E-101 General Note #1 states to remove existing voice cables terminated on patch panels and terminate them on the existing 110 blocks. What is the quantity of cables to be re-terminated?

This note appears on every closet. We would need the quantity of cables for each closet.

The voice cabling is part of the number of cables shown to be replaced. These cables will be terminated on the punch down bocks instead of the patch panels. The number of terminations should be the same.

Sheet 3-E-201 Demolition Note #1 states to retain the existing 12-strand fiber backbone cable in IRM IT Closet 219. Note #10 states to terminate the existing fiber retained during demo in Utility Closet 219. Are we to install new 12-strand fiber between Utility 219 and IRM 219? If so what fiber type is required? Single mode or multimode OM1, OM2, OM3, OM4?

Once the new fiber distribution box is provided, terminate the existing 12 strand fiber cable and provide fiber patch cords to the existing and new racks to provide simultaneous operation to enable swap over of data drops.

87 Sheet 29-E-101 Note #38: how far is the trailer located from the building? Within 60' of building 29.

General: On many of the sheets there is a note that states “Existing to remain telecommunication rack. Provide vertical and horizontal cable management”. Who is responsible if the network cables are not long enough to perform cable management? Would we be expected to replace the short cables? This could be a signifant cost if we had to replace short cables.

For proposal submission purposes the contractor should assume all cabling has sufficient slack for new cable management.

89 Does the new fiber and category 6 cabling need to be plenum rated? All cabling to be plenum rated

90 Is a HEPA cart required in any of the areas where cabling is being removed or installed?

It is expected that Class IV requirements will be met when working in Patient/Employee areas, which includes proper ventilation and filtering.

General note on the drawing states that all flooring will need to be repaired. Please define quantity of floor patch that is necessary to be carried in the bid. As it is currently, there is no way to quantify the amount of material, locations or time for this work in each of the IT rooms.

107 There are no specifications provided for flooring division. Can you please provide. Product and process is specified in the contract documents and response to question 2.

Prospective offerors can choose to submit any Certifications and Licenses held, such as General Contractors License, LEED Certification, etc. Please note that this is a competitive procurement using the best value tradeoff source selection process identified in FAR Part 15.101-1. After review of the drawings, it is our opinion that 365 calendar days is not a sufficient amount of time to complete the scope of work. There are 28 telecom rooms that are being relocated to different locations and this work includes rewiring the entire floor associated with that room. This scope to relocate the telecom room and repull the wire for the entire floor will take a minimum 4-5 weeks to complete. Multiple areas could be rewired simultaneously but it will take a considerable amount of supervision and labor to do so. Additionally, the telecom rooms that are only scheduled to be renovated will take a minimum of 2-3 weeks to complete. So, if we were to rewire 2 floors at any given time (This would require two supervisors which was the requirement indicated at the prebid meeting), and then move into renovating 2 telecom rooms at a time we would be looking at potentially 480 calendar days of work plus 60 calendar days buy-out, submittals and procurement for a total potential of 540 calendar days. 115 It was stated during the prebid meeting that we could only have one communications utility outage at a time. Does this restriction also extend to the electrical work that is required? See Question and Answer 3

We understand that we can only shutdown the communications in one room at a time, but can we complete the preparatory work for architectural, mechanical and electrical work in one continuous mobilization. For instance, can we complete all work in one room and move to the next room without having to wait for the communications cabling work to be completed?

117.1 Will the occupancy of the adjacent areas restrict the contractor from doing work? No but the construction work should not interfere with normal hospital operations.

All spaces normally occupied will be occupied unless the adjacent space is part of the IT room expansion.

117.3 Will the spaces be directly adjacent be vacated at NTP and not occupied until completion of the entire project?

Any space which is part of the IT room expansion will be vacated when work is to begin on that space. This work shall be schedule with the COR. The contractor should perform the work in a way to have the impacted spaces completed in a timely manner so that each space can be restored to use when complete not at the end of the entire project.

117.4 If the spaces will not be vacated for the entire project, then what is the process for moving them out and how far in advance do we need to request them to be moved? Request access to the space with the COR 30 days in advance.

117.5 Are there any other restrictions within the hospital that we need to be aware of that will need to be coordinated? None other than those stated in the contract documents.

118 Please provide specs on the plywood backboard and ½” plywood. Plywood backboards to be 3/4" fire rated or painted all surfaces with two coats of fire retardant paint. 1/2" plywood to be type AC.

Several areas require terrazzo work to be completed, but no specification exists. In order to price, we will either need a specification or the name of a contractor that has performed work on the terrazzo in past.

Terrazzo is in excess of 50 years old, no specification is available. Typical site conditions were observed at the site walkthrough.

During the walkthrough, it appeared that there were some items to be demolished that possibly contain asbestos. No specification exists for asbestos abatement nor is there an asbestos report.

Please advise.

Please confirm that the total wire length required can be obtained by multiplying the average length by the number of required port’s in the patch panels.

The total cable length associated with an individual rack is the number of cable terminations in the rack as shown on the drawings multiplied by the average horizontal distance shown on the drawings plus the vertical distance on each plus slack cable. It is the contractors responsibility to field verify all existing cabling and jacks to be replaced prior to beginning work.

As it relates to rewiring required for the relocated IT rooms, can a reflective ceiling plan be provided so that we may be able to determine the types of ceilings that are present. If not, can we assume that all ceilings are ACT or that an existing conduit is in place to cross a hard ceiling without demolition and patching, if needed?

Yes, assume all ceilings are accessible (ACT or exposed structure) or that an existing conduit path is in place to be reused to cross inaccessible ceilings.

125 No fire sprinkler drawings could be located; however, Sheet 10-M-201 indicates to relocate a fire sprinkler head. Please confirm that this is the only fire sprinkler work. Sprinkler work in limited to work shown on the contract documents.
