Page 12, paragraph 1.2.3 EVALUATION FACTORS of the solicitation documents, states:“Offerors shall limit proposal to no more than 40 pages.” We think that this proposal will be double that if we consider all required: Attachment 1 form is 2 pages each for a max of 6 projects
= (12 pages) Attachment 2 = (1 page) Tab D, attachment 3 PPQ is 5 pages for a max of 6 projects which = (30 pages) This is a total of 43 pages before any of the other Tabs and sub factors are addressed, which is easily around another 40 pages +-.Therefore, based on the above, we would like to request the increase on the count page restrictions for this proposal.
Attachments will not be counted toward page count.
Is there a requirement that the GC must have a job site trailer or can we use a room (and move around from building to building as we finish) ?
Yes, the GC will need to have their own job site trailer.
3 Are there any permits or fees that the GC has to pay for?
Hot work permits will be needed for hot work ( electrical, cutting, etc.) These are issued by the facility. GC will need to have security clearances through the facility to have ID badges issued. Also for this project, the GC will have to have two individuals complete and pass a NACI security background check to obtain OI&T IT closet keys, for the duration of the project. All associated fee’s will for all security checks will be paid by the
GC. TB screening tests are required for all individuals working on VA property;
proof/results of testing to be submitted to VA prior to beginning of work ( all associated costs paid by GC).
4 Are the rooms / areas going to be occupied during construction?
IT closets will not be occupied during construction, however areas adjacent to these closets have the potential to be occupied. Also, certain closets may be in high thru-traffic areas

Vendor will be responsible for proper disposal of Terrazzo floor once it is removed in accordance with proper waste disposal protocols.
Where the removal of ceiling is noted, and the existing structural steel is exposed, is there a requirement to paint the exposed steel?
The VA does not believe any structural steel will be exposed, but in the event it is, there will not be a requirement at this time to paint exposed steel. The government may request to have structural steel painted, if and when, any steel is exposed, after proper assessment of site conditions is performed.
To confirm, this is not a Phase I/Phase II selection process? Both Technical and Price are to be submitted by July 11th?
This is not a Phase 1/Phase II selection process. See summary of changes for proposal submission instruction changes for technical and price. Proposal due date is corrected in this amendment to July 12.
am finding discrepancies i.e. the reference on page 13 is Sub Factor 2: Quality Control but on page
18 it is referenced as Tab C Factor 2 Quality Control.
Please refer to page 2 of this amendment for corrections to page 18, Section 1.2.7.
I’ve noticed a difference in the Project No. of the seed project and would like to know which is correct. In the drawings and specifications it is listed as Project No. 557-15-101. In the solicitation on page 34 it is listed as Project No. 557-16-101.
The project number is confirmed as 557-16-101. Disregard any reference to 557-15-101.
In the Price Proposal TAB B, we have to provide: “Attachment 5 – EMR Form completed and submitted with Offer”, but there is no Attachment 5 included in the solicitation package. Could you provide it for us, please?

The Cover Sheet, Table of Contents and Cover Letter are most frequently not included in page counts as these do not tend to impart actual technical information for evaluation. Can the
Government advise if these or any of the pages in the 40 page Technical Proposal response will be excluded from the page count?
Cover sheets and attachments are excluded from page count.
Can the Government advise if there are any page limitations associated with the Price Proposal volume?
There is no page limitations set for the price proposal.
Past the bonding limits required to cover the price of the seed project, what bonding limit, if any, is required as a minimum limitation on the Contractor Surety Limitations form?
No specific limit is required; however, your bonding capacity must cover any project you are awarded. In order to be considered for award of the seed project, you bonding capacity must cover it.
Technical Proposal Tab A requires the submission of “Certifications and Licenses”. Price Proposal
Tab B requires the submission of “Certifications” and “General Contractor License”. We interpret this as having to submit the same type of information/documentation twice in the proposal. Please confirm if we are to submit the same “certifications” and “licenses” in both the Technical and
Price Proposals, or if it is okay to submit the “certifications” and “licenses” in just the Technical
Proposal or just the Price Proposal.
Please remove requirement for certifications under Price Proposal, Tab B
It appears that some of the information was inadvertently left off of the PPQ form for the MATOC project that came out yesterday. Specifically, the date to return the forms to you on page 1 of the
PPQ and this statement on page 2: Please forward your completed questionnaire to the following e-mail address by _(will be completed after review and approval and prior to release of solicitation)____________________________Do NOT return them directly to our company. Can you tell me if a new form will be issued or will we be directed to fill in the blanks on this one with information provided by the VA?
Corrected form attached.
In reference to the attached FBO solicitation, in the latest change dated June 12, it also listed the response date as June 12. Is this a solicitation that is closed or is it still open and what is the response date, or is this in Pre-solicitation mode?
Response date is July 12, 2018.
