Do the past performance projects have to be greater than $5M in value? If not, what value of the past performance projects would be acceptable?
No, however, $4 Million will be the absolute minimum acceptable.
2 [Can] value range be amended to $3M - $10M? No, however, the range is now amended to 4M or higher.
Are the Ceiling Mounted Patient Lift System as per Specification 11 73 00, part of this contract? If they are, are they CC Furnish and Install?
YES-PER SPECIFICATIONS AND AS SHOWN ON DRAWINGS. They will be GC purchased GC installed.
4 The Patient Lift Structural Detail, is missing, can you upload, please?
PROVIDE PER SPECIFICATIONS AND "TRAVEL PATH " AS SHOWN ON DRAWINGS.
STRUCTURAL DETAILS PER UNISTRUT. LADDER TYPE FRAME (H frame).
5 We have the following questions regarding the plan’s Finish Legend: See 5a- 5d
5a PT-1 – Where is this located? SEE SHEET ID3.00, FINISH NOTES, #8.

PRB-1 – It states they want a profile base with TBD. The color is not an issues, however the profile type is. The profile can range from $1.50 to $5.50. Please provide the profile that is required.
Tarkett/Johnsonite, Millwork Base, Inflection Profile, Color: Fawn 80” or comprable.

RF-1 – Rubber Flooring. We need some direction here. Again the color is not a problem.
This material has different thickness(major pricing differences) , sizes (rolls or tiles), glued or loose lay, solids or specks. Please advise.
MATS INC., Panorama Living Color, Winter Forest Collection, Color: Hibernation, 6mm Thickness, 38x38, Glue Down or comprable.

WSF-1 – We need a more information here also. There are different types available that can greatly affect the price. I can tell from the plan they want it heat welded and flashed up the wall do they want 4” or 6”? Please provide a specification for this product.

Drawing Sheet R0.6 indicates to verify with the owner the existence of any asbestos containing materials in the work area. No asbestos report has been provided. Please provide for pricing purposes.
Attached. 2014 inspection.
Specification Section 01 00 00, 1.6 H indicates that Building # 1, 4, 17, 33, 39, 40 and 46 will be occupied during performance of the work. Please provide a map of the facility indicating these locations and the location of the construction limits.
Facility map attached. Limits of construction are as shown on the plans.
Please describe the logic behind the phasing. What areas will need to remain occupied during construction as it relates to the phasing.
The facilities ILSM and PICRA dictated the phasing. 1D will remain occupied with patients while 1E is being worked on. After which 1E will be occupied while 1D is being remodeled if adds are taken. VA may accept contractor phasing suggestions provided ability to to care for patients is not infringed.
Based on this project being phased, the 12 month Contract Time appears to be insufficient. Please advise on whether this Contract Time is negotiable.
The contract time is for the base bid only (1E, dinning and courtyard work, new structure). If additives are taken then more time will be added for each additive taken.

There are references to additive alternates on the plans and within the Solicitation. The front end specification 01 00 00 indicates that the alternates are deductive. Please advise.
Correction has been made on the Augusta blue site showing adds.
13 Please clarify what is to be included in Bid Item 1 as it relates to the Alternates.
There are no alternates in Bid Item 1. Alternates refer to work not included in
ITEM 1. Materials used in lieu appear in alts 2,5,6,7,8,11,12,13.
Sheet SS100, Site and Foundation Note 1 indicates that undercutting is required per the
Geotechnical Report. No Geotechnical Report can be found within the bid documents.
Please provide.

The new addition has prefabricated metal roof cladding but there is no specification for this product. Please provide.
THE INTENT WAS TO HAVE A FABRICATED PANEL SYSTEM PER SMACNA 6-11.

On Sheet AS203, there is thinset brick called out to be installed on the walls, but no spec exists. Please provide Specification for the thinset brick.

Plan Sheet AS 104, keynote 3 indicates to install an 18” Masonry Planter with stone cap.
No specification exists for masonry or precast stone. Please provide section cut as to how this planter is to be built and a specification for the masonry and precast.
TYPICAL CAST CONCRETE CAP W/ 2-WAY SLOPE. SET IN SEALANT ON PLANTER.
Plan Sheet AS 104, keynote 4 indicates to foam fill planter and add pine straw and assorted silk plantings. This is not enough information to price. Please provide details and specifications.

Plan Sheet ID3.00 has three deductive alternates identified but they are not coordinated with the Solicitation. Please advise.
ADDRESS INTERIOR DESIGN DEDUCTIVES AS A STAND ALONE CONDITION.
Plan Sheet ID3.00 General Note 7 states that we are “in no case shall dimensions be scaled from drawings.” Please provide clarification because we have no way to quantify the work if we cannot rely on the Architectural Drawings.
If a dimension is not present scaling should not be used. Certain items are not drawn in AutoCadd and exist as a block which are not to scale. I.E blocks for furniture etc… THIS IS TYPICAL VERBIAGE FOR CONSTRUCTION DOCUMENTS.
USE DIMENSIONS.
Plan Sheet ID3.00 Finish Note 11 indicates that the “Design of the desk fronts to be determined.” The design needs to be determined to price. Please advise.
ALLOW $300.00 PER LINEAR FOOT FOR THIS DESK.
Plan Sheet AS800 indicates a draper projection screen. Please advise on where this is to be installed.
Installed with distance from the screen per manufc. Requirements.
Plan Sheet AS600 indicates an interior elevation at the residence houses a pediment to be installed above each door. Please clarify which rooms are to receive the pediment and identify whether they are all 4’4” or are they intended to be the width of the door.

NURSE CALL: Will integration to existing nurse call system at the hospital be required for the nurse call system installed in the new Community Center?
Yes.
NURSE CALL: Specification section 27 53 23 – 29, addresses staff locating. Locations for these devices are not shown on the nurse call drawings. Will staff location throughout the center be required? Will these rough ins be added to the drawings based on the recommendation from the nurse call provider?

NURSE CALL: Specification sections 27 53 23 – 32, addresses alarm monitoring jacks being available with each patient station (minimum of 2 per patient station). Cut ins for these are not shown on the nurse call drawings. Will these be added based on the recommendation of the nurse call provider?

NURSE CALL: It is often recommended that common area rooms where residents may spend time unattended (i.e. quiet rooms, living rooms, computer lab, etc.) have either emergency pulls or push buttons in the event that assistance is needed. These do not appear to be included in the drawings. Are these planned or desire?

Do you have any updated Specifications?? There Project Manual is missing the Integrated
Assembly Specification. The following hardware sets are missing also: HW-12E, HW-10J, HW-10C, HW-1, HW-2, HW-4G, HW-SH3D, HW-SH3C, HW-SH9A and HW-R2C. These sets include the double egress openings and French lite pairs among other openings. Please advise, it does not look like the plans/specs have changed since the job originally bid.

43 What is the dimension from finish floor to the underside of the structural deck. SEE SS202
Under Factor 4 - Past Performance the solicitation states the following. "If a project is used in Factor One and it is 100% complete the CPARS MUST be included in this section."
For One of our Factor One projects that is 100% complete, there is no CPARS available.
The original contracting officer is no longer with that VAMC and the staff there will not confirm if there is a CPARS available for that solicitation. See attached email regarding the CPARS for our project in question. In this instance, would a PPQ in lieu of a CPARS report be acceptable?
Yes.
45 May projects that were submitted in Factor 1 also be submitted in Factor 2? Yes.
The specifications require an AISC certification for structural steel. It has been our experience that this requirement limits the competition on projects of this size and excludes qualified steel companies from being able to participate. In fact, we very likely will not get a bid from a company with this certification. Can the AISC certification requirement be removed?
No.
Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
No.
Will the Government provide comprehensive written badging requirements for the project if badging is required?
Badging will be required. The VA will provide the GC the forms.

During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Heat sensors will be required once the fire suppression system has been compromised. During the time where the sprinkler system is down more fire exstinghuishers will be required. During times where there is no sprinkler system for more than 4 hours fire watch will be required.
50 Has the work area been checked for asbestos? Yes. Asbestos study performed in 2014.
51 What is the Governments’ policy if asbestos products are encountered during construction?
Asbestos type and hazard will be cnfirmed by testing. Abatment will be required to continue construction.
Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
The VA does not have one.
53 Who is responsible for the utility locations?
GC is responsible for locating all utlities prior to escavating. I belive that the utility companies in Augusta will do it free of charge.
54 Will lightning protection be required on the new structure? Yes. SEE SPECIFICATIONS 26 41 00.
Will the new buildings be tied into campus wide systems. If so, who has the contract of the systems being tied into?
Yes. The front end is Metasys. The service contract is not part of the project.
Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting Describe any and all tasks that may be required for this project as it relates to infectious control?
This is a fixed priced contract.
57 What is the level of infectious disease control rating for this site? TBD based off contractor submited saftey and ICRA plan.

59 How do we dispose of the UHM on a VA site?
All meterial is required to be disposed of in the proper manner by state and local laws. If questions arise as the nature of material contact the COR.
On Drawing AS104 there is a note in the reference plan keynotes that says "9. WOOD
PANELIZED RETRACTABLE ACOUSTIC WALL PARTITION (SEE SPEC)”, but I don’t see anything like that on the plans or mentioned in the specs. Is this part of the project?
Yes
61 Will breakdowns be required for all alternates, or just for the base bid? If alternates are taken a price breakdown will be required for each.
62 Can you please release the SV sign in sheet? See Attachment #2.
63 Does Wing 1E requires handrails, corner guards and end walls. Yes. new drawing for AS200 will be uploaded.
