About this file
This is an Amendment to Solicitation/Modification of Contract issued by the Department of Veterans Affairs, Network Contracting Office 6 (Hampton, VA) for solicitation number 36C24626Q0418. The amendment extends the response due date to July 10, 2026, at 15:00 EST and provides answers to twenty-three questions posed by offerors during the solicitation process.
The project involves the installation of surgical lighting and boom systems in operating rooms at VA facilities. Key clarifications from the Q&A include: two Steris Harmony LED lights per operating room require removal; one PTZ camera kit is required per operating room suite with HD (not 4K) cameras acceptable; three 32-inch 4K monitors are requested as part of the surgical field display; all operating rooms should have consistent ceiling heights per VA Technical Information Letter (TIL) requirements; medical gas connections must be Chemetron type (correcting an error in the solicitation specifications); anesthesia booms require 9 medical gas outlets and 4 duplex electrical outlets; and the heavy-duty monitor arm should not be mounted off the equipment boom drop tube. The contractor is responsible for ensuring proper arm mounting, providing connection punch-outs, and making cable channels available, while integration connections will be handled under a separate project scope. Certification for PG-LifeLink LIM panels may be completed by any authorized entity, not exclusively by PG-LifeLink. Installation will occur at two operating rooms per site sequentially rather than simultaneously. CAD drawings have been provided, and offerors were granted a one-week extension to account for scope impacts from the clarifications.

Questions Answers Can you please provide the quantity, make and model numbers of the lights that are to be removed? There are (2) Steris Harmony LED lights per OR room
When is the expected delivery date?
Please review the Performance Work Statement, shipping cooridination will be determined after award.
Do all of the lights/booms require cameras?
Please review the Salient Characteristics, ONE PTZ camera kit is requested per OR suite
If cameras are required, do you want HD or 4K cameras? HD cameras are acceptable.
Do you need us to quote monitors to connect on the monitor arms?
Please review the Salient Characteristics and Performance Work Statement, we are requesting (3) 32in 4K monitors as part of the surgical field display
If you want monitors, do you want HD or 4K and do you want 27" or 32"?
Please review the Salient Characteristics and Performance Work Statement, we are requesting (3) 32in 4K monitors as part of the surgical field display
Will we be able to see above the ceilings?
There are access panels to above ceiling however they are sealed and require tools to unbolt.
Are there existing CAD drawings we could possibly have today? Attached are the CAD drawings Will offerors be provided an opportunity to obtain above-ceiling access to verify structural and utility requirements above the finished ceiling?
There are access panels to above ceiling however they are sealed and require tools to unbolt.
Can the Government provide CAD drawings for the four (4) operating rooms at each location? Attached are the CAD drawings
11. Can you confirm the finished ceiling heights for the four (4) operating rooms at each location? During the site visit, we measured a finished ceiling height of approximately 119 inches;
however, one room appeared to be documented as 112 inches, which may be a typographical error
All rooms should have the same ceiling height across both sites in accordance with VA TIL requirements.
The solicitation specifies DISS-type medical gas connections. During the site visit, both facilities appeared to have Chemetron medical gas outlets installed. Can you clarify the required connection type?
Solicitation has the incorrect specs, will be will requiring Chemetron connection type.
The existing anesthesia boom is equipped with six (6) duplex electrical outlets, while the solicitation specifies four (4) duplex outlets. Can you confirm that the requirement is to reduce the quantity of duplex outlets from six (6) to four (4)? Requirement is 4 for the anesthesia boom.
Are vendors to match the quantities of electrical outlets, data provisions, medical gas outlets currently on site or are they to follow the quantities listed in the bid ? (They are different and what is in the SOW is excessive to a hammerhead boom [12 gases and 16 electrical duplex] /cant be supported).
There was a mistake on the solicitation, Anesthesia booms are to have 9 med/gas and 4 duplex
Given the above and also inconsistencies regarding quantity, can the SOW be adjusted to reflect the correct/current electrical outlets, data provisions, med gas outlets etc. ?
Please refer to section 8 of the performance work statmement to a more accurate list of data provisions, electrical outlets, and med gas outlets
Is the expectation for the “heavy-duty monitor arm” to be mounted off the equipment boom drop tube?
It is not expected to be mounted off the equipment boom drop tube.
Two (2) operating rooms will be closed at a time to undergo deinstallation of old equipment and installation of new integration system equipment/hardware. Would these be at the same site, or would these be at 2 sites simultaneously ?
This is well further cooridnated after award but currently the idea is 2 at each site not simultaneously.
Regarding the PG-LifeLink LIM panels, would these require a new certification from PG LifeLink, or could this be done by a local electrical company?
Certification must be completed by an authorized entity, does not have to be PG LifeLink
Should a CLIN Line be added to the Price cost schedule for ICRA considerations?
ICRA considerations are include in project scope as stated in the Performance Work Statement. They can be included in your quote.
Given the questions may impact scope of work/ the quote, can we kindly request an extension for 1 week once the answers are posted? Yes
Would the lights/boom vendor be responsible for reinstalling or providing the integration connections back to the monitors, or would that fall under a separate integration upgrade scope?
Intergration will be under a differenent project scope, lights/boom vendor will be resonsible for ensuring arms are properly mounted, punches for connects are avaiable, and cable channels are available.
