02-20-2026 Pre-Site Visit Questions and Answers Question 1: Where should we meet at?
Answer: All participants will meet in front of BLDG 63 (Security Office) at 9 AM (EST).
Question 2: Can you clarify the bid due date?
Answer: All bids will be due NLT 03-03-2026 at 12 PM (EST).
Question 3: Will facility drawings be provided for walkthrough?
Answer: Yes, floor plan drawings will be available at the Site Visit.
02-24-2026 Site Visit Questions and Answers Question 1: Contractor will be responsible for adhering/implementing all infection control requirements as determined by the infection control risk assessment (ICRA).
We provide up to Level II ICRA measures as standard. If measured above Level II will be required, please confirm the total number of rooms and the specific ICRA level applicable so that we can accurately incorporate those requirements into our pricing.
Historically, Level II has been sufficient in VA installations; however, escalation to Level III or above significantly impacts cost and scheduling, so clarification is needed.
Answer: The Lifts located in our ICU department (total of two) fall under level III ICRA. The rest will be under Level II.
Question 2: Each room where lifts are installed shall be returned to original condition, excluding the newly installed ceiling lift. Holes in the wall must be patched with appropriate materials. Any damaged ceiling tiles must be provided and replaced by the contractor. New ceiling tiles must match existing. Ceiling tile information will be provided by VA engineering team.
For rooms with hardpan ceilings, will drywall repair and painting be the responsibility of the VA or the awardee?
Answer: Drywall repair and painting will be the responsibility of the awardee. The contractor must ensure that each room is returned to its original condition, excluding the newly installed ceiling lift. This includes patching holes with appropriate materials and replacing any damaged ceiling tiles.
Question 3: Ceiling lift motors shall be capable of lifting at least 650, or more pounds, as specified on the Location list.
The price cost schedule calls out a 605-pound capable motor. Please confirm whether the required specification is 605 lbs. or 650 lbs.
Answer: The required specification for the ceiling lift motor capacity is 650 pounds.
Question 4: Maintenance and inspection shall be provided for 3 years from date of final acceptance.
Please confirm whether this requirement includes annual preventative maintenance for each lift.
Answer: Yes, the requirement includes annual preventative maintenance for each lift for three years from the date of final acceptance.
Question 5: Provide three (3) years of warranty on tracks, installation, motors, and other parts including the price of parts, labor and travel, or ten (10) years of warranty as long as the manufacturer is performing the preventative maintenance annually.
Should the quote include the 10-year warranty and 10-year preventative maintenance?
Answer: The Quote Should also include the ten-year warranty. Not the 10-year preventative maintenance.
Question 6: During the walkthrough, it was mentioned that there were to be 10 additional lifts being added to the solicitation. Will the solicitation be revised to reflect this or should we quote based on the 106 lifts currently listed?
Answer: The solicitation will be revised to include an additional 6 lifts, not the 10 mentioned during the site visit. Please revise the quote to reflect a total of 112 lifts.
02-25-2026 Site Visit Questions and Answers
Question 1: Prevailing wage applies, will certified payroll be required?
Answer: NO
Question 2: Is a loading dock available to receive product at each building or will there be a central receiving area?
Answer: Some buildings have loading dock capabilities which are made at truck height. However, the awardee should make provisions in case the delivery of material using the docks becomes unavailable.
Question 3: If so, is the loading dock ground level or truck-high?
Answer: The loading docks at some of the buildings are truck high.
Question 4: Can the facility accept and store product until installation begins?
Answer: The Hampton VA Medical Center does not ship or receive products; this is the responsibility of the awardee. The facility cannot accept and store products until installation begins.
Question 5: If facility cannot accept and store product, will Arjo need to have installers on site to receive products for each building?
Answer: Yes, if the facility cannot accept and store products, the installers will need to be on-site to receive products at each building.
Question 6: Is there space for mobile storage units if facility cannot store product?
Answer: Yes, there are spaces for mobile storage units. We have a laydown area, and it will be coordinated once awarded.
Question 7: Are Payment or performance bonds required?
Answer: NO
Question 8: Is a pre-installation orientation required? Ask for details such as can the orientation be completed the morning of the first day of installation.

Question 9: What level of seismic install/bracing is required if any?
Answer: For seismic install/bracing, see general requirements section C.I.5 in the SOW.

Answer: All areas will fall under Level II ICRA except for the ICU, which will fall under Level III.
Question 11: Is there a schedule for when work will begin and in which building(s)?
Answer: Work needs to be phased to accommodate patient relocation. Work with the COR (Contracting Officer's Representative) to facilitate this plan.
Question 12: Please confirm that lift company is responsible for drywall/firewall/smoke-barrier re-patch?
Answer: Yes, the lift company is responsible for patching holes in walls and ensuring that any penetration of fire barriers are properly resealed as per the SOW.
Question 13: Which rooms have lift systems that connect 2 rooms to each other and in which building?
Answer: There are no rooms with lift systems that connect two rooms to each other.
Question 14: Contractor to include BioMed Maintenance training - how many BioMed Employees will need to included in this training?
Answer: A minimum of 5 BioMed personnel will need to be included in the training.
Question 15: Please confirm lift count is now 116 up from 106?
Answer: The correct number of additional lifts needed is 6 bringing the total number of lifts to 112 lifts.
Question 16: When dismounting existing lift systems, how high above ceiling is the demo to reach? 3" above ceiling? Completely to deck?
Answer: Demo is to include the removal of all attachment points of the lift, to the area below where it is affixed.
Question 17: How often is "on-going education and support for users" after initial installation?
Answer: Ongoing education and support are not needed after final acceptance.

Question 1: Would the Government like to proceed with the 10‑year extended warranty option, which requires the preventative maintenance component to be included to meet OEM standards?
Answer: At this time, we are looking to stay with the three‑year warranty as stated in the SOW and do not wish to proceed with the 10‑year option.
