About this file
This report summarizes an asbestos assessment of the crawlspace under Building 1 of the Fayetteville VA Medical Center in Fayetteville, North Carolina. Samples of suspect asbestos-containing materials and soil in the crawlspace were collected and analyzed by laboratory testing. The assessment was conducted to determine if any asbestos materials or debris would be impacted by the planned renovation of the north wing for a new Welcome Center under federal contract opportunity number 36C24623B0061 issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6. Laboratory results indicated no detectable asbestos was present in any of the samples collected from debris or soil in the crawlspace.

ASBESTOS CRAWLSPACE ASSESSMENT REPORT
ASBESTOS INSPECTION SUMMARY
On September 26, 2022, Brett Brumbaugh of Castle Hill Associates performed an asbestos assessment in the crawlspace under the north wing of Building 1 prior to the planned renovations for the new Welcome Center at the Fayetteville VAMC in Fayetteville, NC. Bulk samples were collected of suspect asbestos containing materials in the crawlspace and of the soil under the pipe racks to determine if any asbestos materials or debris exists in the crawlspace which would be affected by the renovation project. There were 7 bulk samples of suspect asbestos debris and 3 samples of the soil under the pipe racks as part of this assessment.
The asbestos bulk sampling conducted as part of this project was based upon the appearance, texture, and location of the suspect materials. All bulk samples were analyzed utilizing current EPA methods for PLM (Polarized Light Microscopy) by EMSL Analytical in Plymouth, MI. EMSL is accredited by the NIST, NVLAP program (National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program) and also an American Industrial Hygiene Association (AIHA) accredited laboratory.
The inspection/assessment was conducted and the report was prepared by Brett Brumbaugh who is licensed by the State of North Carolina as an Asbestos Inspector. Mr. Brumbaugh has been conducting asbestos surveys since 1987 and is licensed to conduct asbestos surveys in 31 States, and is a Registered Environmental Property Assessor (REPA) through the NREP (National Registry of Environmental Professionals).
ASBESTOS TESTING FINDINGS
As a result of this assessment and testing of all suspect asbestos containing materials and soil in the crawlspace under the North wing of Building 1, there was no asbestos detected in any of the samples collected and analyzed by the laboratory.

ASBESTOS SAMPLING PROTOCOL
The bulk samples were collected from locations that were selected to be representative of the building materials. Sampling was accomplished using the simplified sampling scheme referenced in the AHERA regulations and found in the “Pink Book”. Locations of individual samples are referenced on this report.
The samples were either collected with a coring tool designed for asbestos sampling or placed into a plastic bag for laboratory analysis. The samples were analyzed via polarized light microscopy with dispersion staining, using the “Interim method for the Determination of Asbestos in Bulk Insulation Samples” found in Appendix A to Subpart F in 40 CFR Part 763.
The regulations require specific numbers of samples be obtained per homogeneous area. For example, when sampling for joint compound or asbestos in hard plaster (sprayed-on or troweled-on surfacing materials) samples are to be taken based on the following increments: 0 to 1000 square feet of material, 3 samples are necessary. From 1001 to 5000 square feet, 5 samples are necessary, over 5000 square feet 7 samples are required. If during analysis any samples are found to contain asbestos, the entire homogeneous area is delineated as asbestos containing material. In the case of pipe insulation or other types of manufactured materials, the regulations require only enough samples to ascertain whether asbestos is present. In this case, the minimum number of samples to collect and analyze is usually three. The sampling performed in this inspection followed these sampling guidelines.
ASBESTOS GLOSSARY OF TERMS
Friable asbestos material: means any material containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763 section 1, Polarized Light Microscopy, that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
Category I Non-friable Asbestos Containing Material (ACM) means asbestos containing packings, gaskets, resilient floor coverings, and asphalt roofing products containing more that 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, Section 1, Polarized Light Microscopy.
Category II Non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1 percent asbestos as determined using the method specified in appendix E, subpart E, 40 CFR part 763, section 1, Polarized Light Microscopy that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
Regulated Asbestos Containing Material (RACM): means (a) Friable asbestos material, (b) Category I non-friable ACM that has become friable, (c) category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material expected in the course of demolition or renovation operations regulated by this subpart.

This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
