QUESTIONS AND ANSWERS

1. M300- The flash tank (FT-1) and air separator (AS-3B) are not scheduled: Provide a schedule for both.

1. See attached air separator schedule and flash tank detail.

1. AD101/1- Stair 395 shows a unit to be removed, but the note is incorrect. Per the site visit, this is not a FCU, but a radiator. Is this radiator scheduled to be demolished?

1. YES, demolition is part of this contract and includes piping.

1. P203B- Note 1- are trap guards acceptable in lieu of trap primers on the floor drains?

1. See below excerpt from the VA Plumbing Design Manual. Trap guards are acceptable pending VA approval.

1. MP203B- Detail 4. There is an existing 600A electrical panel between the two windows where the steam lines are shown to run to the third floor. There is no room to install them in this location.

1. Install steam lines plan east of grid line A.9 to avoid electrical panel. See MP203B attached.

1. There are also chilled water lines in this corner in the same location as the proposed steam lines. These are not indicated on the plans

1. MH203B- Is there a drawing that shows the existing duct sizes within the chase? We are asked to provide fire/smoke dampers at each of those locations.

1. M600- pipe insulation schedule. Please clarify the insulation thickness for the MPS. We are going to have a possible issue with installing the 2.5” MPS piping with this thickness with the available space in the areas where the riser is to be located.

1. Thinner insulation can be used but must maintain equivalent thermal properties.

1. What are the working hours for the second-floor space below the footprint of this project?

1. Work hours are expected to be during normal business hours of the contract, but subject to VA approval of a final work plan the contractor must submit to work in occupied spaces.

1. Is demo of equipment by a demo sub or is it by plumbing/mechanical?

1. VA will not direct means and methods so long as all demolition is accomplished properly. Demolition on any existing system where partial system stays in operation will require a related discipline technician ensure remaining system is balanced and operating correctly.

565-21-104 Replace 3rd Floor Fan Coil Units Statement of Work

FNCVAMC

See drawings for fan coil units identified for removal: Most of these are located below windows and one is located above the ceiling. There are three radiators located beneath windows also identified for removal. The new third floor air handling unit will be located directly above the existing second floor air handling unit. Rooms 397 and 399 will be renovated to accommodate the new 3rd floor air handling unit. The contractor shall protect in place any equipment remaining in this space. Ceilings in Office Rooms 334, 334A, 335 to be replaced and lowered to accommodate the new ductwork and mechanical systems. Bath 337 where ceramic tiles in the ceilings exist, will be demolished and replaced by water resistant gypsum board installed at lower elevation. Where ACT ceilings exist, the ceiling and all ceiling mounted equipment will be replaced and lowered to accommodate the new ductwork above ceiling. All ceiling mounted equipment in the spaces described above to be removed, saved and re-installed back on the ceilings that are lowered.

Clearing the project area: The contractor shall lease or subcontract a VA COR approved off site warehouse with adequate space to store all existing equipment, furnishings and furniture (this project estimates a minimum requirement of 2,500 SF – clear floor space with no stacking of items unless VA COR approved to do so). This must be a completely secured clean conditioned space free of infestations. Preference is one located within a ten-mile radius of this facility for ease of inspections and limit hauling distances. The VA must approve any warehouse prior to the contractor making a commitment.

The contractor will be responsible for documenting (VA COR approved information/chart/list), protecting/wrapping/boxing, removing, hauling storing and then returning all items and clearing off all wrapping/protecting/box debris from the site. Items will be returned to the area as previously installed with possibly some on site relocation as directed by the VA COR. Stored items will not sit directly on floors unless designed to do so (such as patient beds or tables/chairs). All other items shall be stored on pallets or shelving.

The VA can at the COR’s discretion also use this space if needed for items deemed too sensitive to allow the contractor to handle or for future items that will go into this space once work is completed. This will be if the approved space has space available once the contractors required items are stored.

The Contractor shall be responsible for removal of existing fan coil units and steam radiators along with associated piping, ductwork and control cabling. Existing piping serving fan coil units on Third Floor B-Wing, Building 1 is accessible in the ceiling space on Second Floor below and shall be removed in this project. Piping demolition on the Second Floor will be phased to accommodate patient occupancy. Demolition on Second Floor will be performed in one room at a time. Demolition of existing piping, accessible in the ceiling space on Third Floor, serving fan coil units removed from the Fourth Floor B-Wing, Building 1 in a previous project shall also be removed during this project. Access to Third Floor B-Wing, Building 1 will be available during project construction.

The contractor shall install new equipment, piping and ductwork as indicated on the drawings. Scope of work includes installation of a new VAV Air Handling Unit (AHU-3B) in a new Mechanical Room on the Third Floor B-Wing, Building 1. AHU-3B will include chilled water cooling and hot water preheat coils along with a supply fan array. A duct-mounted, in-line return fan will be specified to reduce unit weight. New 6” chilled water supply and return piping shall be connected to the existing Campus Loop and run through the building to the existing chase located in the New B-Wing Mechanical Room and run up to the attic adjacent to the existing chase. New hot water supply and return piping shall be fed from the new hot water system in the new Mechanical Room. Installation of new VAV terminal units and associated hot water piping is also included in this project.

Scope of work also includes installation of a new steam-to-hot water heat exchanger with hot water circulating pumps and hot water supply and return piping. New medium pressure supply and condensate return piping shall be connected to the existing mains located in Second Floor B-Wing, Building 1 Mechanical Room.

New outside air intake and relief louvers will be installed in the exterior wall of the new Mechanical Room. Existing windows will be removed, and the new louvers will be installed in the existing wall openings.

Plumbing work will include the removal of an existing lavatory and installation of new floor drains in the new Mechanical Room. New floor drains will be connected to the existing sanitary sewer system.

Fire protection work will include relocation of existing heads where the ceiling height changes and to avoid conflicts with new duct mains. New upright sprinkler heads will be required in the new Mechanical Room.

Electrical work will include the removal of the electrical connections for the fan coil units that are to be removed. A new 400A feeder will be fed from the basement to a new 3rd floor Emergency power 400A panel that will serve a new AHU in a new mechanical room. Electrical lighting and receptacles will be provided for the new mechanical room.
