Survey and Investigation Results, New Systems Presentation C. Draft Replacement Plan and Review D. Final Replacement Plan and Review E. Replacement and Quality Control V. Schedule VI. I. GENERAL INTENT:
Replace the existing Vicon Velerus Professional system with an updated system that will integrate with the facility existing Niagara Framework that also has improved functionality and uninterrupted power supply (UPS) backup incorporated into rack. Preference is a replacement system with an intuitive operational approach for security personnel to learn and operate in relatively short period of time with up-to-date functions and features. System program and programming shall be licensed to the VA personnel and controlled by the VA Security POC from the beginning for facility control during installation through turnover.
II. SCOPE OF WORK:
The FNCVAMC has approximately 40 buildings/structures located on a site over 50 acres in size.
The below list of some existing system components is meant to represent the approximate scale of efforts only and does not represent the entirety of the project requirements. The contractor shall develop a complete plan to replace all system components with the new VA approved system.
The replacement system is expected to have its own four post mounting rack furnished and installed beside the existing system rack. Upon completion the existing rack and components will be removed and disposed of (or turned over to the VA if this is per approved plan – Expect all end item components to be removed and turned over to the VA (cameras, switches, recorders)). New rack must be installed to be able to move into the position of the former rack once removed.
This project includes replacing up to 1000 feet of CAT6 cable in the existing system to replace lessor cable or failed/broken cabling. Any unused portion of this new cabling shall be turned over to the VA at the end of the project. Expect up to 200 feet of new ¾” conduit and 20 new 4” x 4” junction boxes to be required to retrofit new system.
Existing exterior housings and brackets can be re-used as needed.
Existing interior mounting brackets can be re-used as needed. VA will supply replacement ceiling tiles as needed, but contractor must have pre-work survey photographs for existing conditions references before starting any work. Ceiling tiles damaged by the contractor shall be replaced at the contractors expense and must match surrounding tile style and manufacturer.
The contactor shall offer no less than two viable replacement system alternatives. Replacement plan shall include descriptions and details of both systems that will address positive and negative aspects, availability of system replacement components, warranty, overall functions and abilities. Any offered system must meet VA requirements otherwise the contractor shall find and offer another alternative at no additional cost to the VA (ensue any offered system meets requirements before offering as a viable replacement). Replacement system must include rack mounted UPS to support the system for a minimum of one hour.
The existing system consists of:
156 interior and exterior cameras 3 Network Video Recorders 27 Power over Ethernet (PoE) switches 2 core switches at Building 21 3 Operator Workstations 6 large screen wall mounted television monitors 1 computer rack
Design references listed at III.B. below are meant for the contractor to use to identify any issues in the existing system that is not being replaced under this project but prevents proper function or operation.
III. MATERIALS PROVIDED AFTER AWARD:
A. PLANS: Any existing drawings shall be made available.
NOTE: Not all record drawings are available on AutoCAD. Additionally, it is emphasized that the accuracy of facility drawings must be completely field verified by the contractor. Any field verification services required for site utilities/infrastructure will be covered by the contractor.
B. SPECIFICATIONS, STANDARDS, ETC:
The project shall be completed in accordance with this scope and all appropriate Department of Veterans Affairs (VA) standards, specifications, and other criteria otherwise required by the VA. The contractor shall retrieve all VA information and standards from the VA Facilities Technical Information Library at www.cfm.va.gov/til/index.asp These documents and all national, state and local codes adopted and used by the VA shall be incorporated in this project. (a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—
(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:
(i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
(ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(iii) [] Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
(3) If VA determines that an SDVOSB/VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:
(i) Referral to the VA Suspension and Debarment Committee;
(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and
(iii) Prosecution for violating section 1001 of title 18.
(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. The Contracting Officer may, at their discretion, require the Contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the Contracting Officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed, and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
