Subject: Limited Asbestos and Lead Based Paint Survey Services Building 5 Roof Sampling
Salem VA Medical Center-Salem, Virginia H&P Project: 20170905
Mr. Sinclair, Hurt & Proffitt, Inc. (H&P) has performed a limited survey of the accessible areas of the roof of Building 5 located at the Salem Veterans Administration Medical Center (SVAMC) Campus in Salem, Virginia. The survey was conducted to identify asbestos containing materials and lead-based painted building components prior to renovation work. The inspection was performed by H&P representative Ken Hundley (Va. Asbestos Inspector 3303 001516). The following represent H&P’s report for the above-referenced project.
1.0 Subject Site and Survey Description
The focus of this sampling event was the safely accessible areas of the roof of Building 5 as designated by the client. The roof system comprises slate shingles on the main building pitched roof and a small section of a flat built-up roof on the south west side. Due to safety and access limitations, H&P was unable to sample the steep sections of the slate roof; therefore, we have relied upon past experience from sampling similar roofs at the SVAMC complex in forming our conclusions and recommendations for the un-sampled areas. At the request of the client, H&P engaged the services of a roofing contractor to perform repairs of the sample locations. The survey was conducted on June 20, 2017.
2.0 Asbestos Sample Analysis Laboratory Analytical Results
The asbestos sampling included the collection and analysis of ten (10) individual samples/layers of suspect asbestos containing materials (ACM). The samples were submitted for analysis by EPA Method No. 600/R-93/116 Polarized Light Microscopy (PLM) to SanAir Technologies Laboratory in Powhatan, Virginia, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory licensed to perform asbestos bulk analysis within the Commonwealth of Virginia. The analytical results are presented below in Table 1. Copies of the laboratory reports and Chain-of- Custody forms are included as an attachment to this report. Note: The laboratory report includes the results of a sampling event consecutively performed at the Building 74-77 Corridor, the results of which are presented in a separate report.

3.0 Sample Analysis Results Discussion
From the results of the sample analysis, asbestos was identified at the subject site.
3.1 Flat Built-up Roof
Asbestos (3% Chrysotile) was identified in one representative sample (005-RFFLH-A) of roof flashing material. This material is classified as a Category I non-friable ACM. All similar roof flashing at penetrations should be considered to be an asbestos containing material. There is approximately 50 linear feet of this material.
Asbestos (5% Chrysotile) was identified in one representative sample (006-RC-A) of roof flashing caulk/sealant. This material is classified as a Category I non-friable ACM. All similar roof caulk/sealant should be considered to be an asbestos containing material. There is approximately 50 linear feet of this material.
3.2 Pitched Slate Roof
The Building 5 main roof comprises slate shingles. Due to safety and access limitations, H&P was unable to sample the slate roof; therefore, we have relied upon past experience from sampling similar roofs at the SVAMC complex in forming our conclusions and recommendations for the un-sampled areas.
From previous sampling of similar roofs, we presume that the following materials on the main Building 5 roof are positive for asbestos:
Caulking sealant on the dormer and roof ridge lines. This material is classified as a Category I non-friable ACM. All similar caulking sealant should be considered to be an asbestos containing material.
Caulking on parapet walls (where present) and presumed on any penetrations such as sewer vents, chimneys, hatches, etc. This material is classified as a Category I non-friable ACM. All similar caulking should be considered to be an asbestos containing material.
Caulking over nail heads on the roof slates. This material is classified as a Category I non-friable ACM. All similar caulking should be considered to be an asbestos containing material.
Any other materials encountered on the roof must be presumed as positive for asbestos unless sampled and proven otherwise. Therefore, during progress of the work, if roofing materials other than the caulking on ridge lines, parapet wall flashing, penetration flashing or nail heads is encountered it must be presumed as asbestos containing and treated as such unless, samples are collected by a license Asbestos Inspector and the materials are analyzed and found to be negative for asbestos.
4.0 Survey Limitations and Recommendations
H&P conducted sampling of the reasonably and safely accessible suspect asbestos containing materials (ACM) of the Building 5 Roof and the Building 74/77 Corridor Interior and Exterior at the Salem Veterans Administration Medical Center Campus based on our understanding of the project scope of work and in accordance with our proposal. During the conduct of this event, sampling was conducted in the areas we could reasonably access and collect samples without damaging structural or building material integrity; as such, other ACM materials or discrete patches or layers could be present in areas that were not accessible to us such as concealed beneath membranes, slates or shingles and various layers or that we did not encounter due to limitations of access or visibility.
Therefore, if materials are encountered that were not sampled during this survey, they should be presumed to be positive for asbestos unless analysis is conducted and they are shown to be negative.
Since the materials that have been identified as asbestos containing may be disturbed during renovation/demolition activities, it is recommended that they be removed by appropriately trained or licensed asbestos abatement workers in accordance with Virginia, EPA and OSHA regulations.
If work is performed that will impact suspect materials that have not been sampled, it is recommended that they be sampled by a Virginia licensed Asbestos Inspector prior to disturbance. We note that during demolition activities, it is not uncommon to reveal materials that were not accessible during the survey or their presence could not otherwise be known.
5.0 Applicable Regulations and Recommendations
Following are some applicable regulations pertaining to asbestos containing materials.
5.1 EPA/NESHAP Regulations for Asbestos Containing Materials
The U.S. Environmental Protection Agency promulgated the National Emission Standards for Hazardous Air Pollutants (NESHAP) [40 CFR Part 61], which addresses the application, removal, and disposal of asbestos-containing materials (ACM). Under NESHAP the following categories are defined for asbestos-containing materials:
Friable - When dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
Non-friable - When dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
Category I Non-friable ACM - Packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than 1% asbestos.
Category II Non-friable ACM – Any material, excluding Category I Non-friable ACM, which contains more than 1% asbestos.
Regulated Asbestos Containing Material (RACM) – One of the following:
1. Friable ACM
2. Category I Non-friable ACM that has become friable.
3. Category I Non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading.
4. Category II Non-friable ACM that has a high probability of becoming, or has become, friable by the forces expected to act on the material in the course of demolition or renovation operations.
Under NESHAP, the following actions are required:
1. Prior to the commencement of demolition or renovation activities, the building owner must inspect the affected facility or part of the facility where the demolition or renovation activities will occur for the presence of asbestos.
2. Remove all RACM from the facility before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access for subsequent removal.
3. RACM need not be removed if:
a) It is Category I non-friable ACM that is not in poor condition.
b) It is on a facility component that is encased in concrete or other similar material and is adequately wet whenever exposed.
c) It was not accessible for testing and was therefore not discovered until after demolition began and because of the demolition the material cannot be safely removed.
d) It is Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition.
Note: Based on our experience, we recommend that all ACM be removed prior to renovation or demolition due to the fact that disturbance can damage them, create potential exposure to workers and occupants and make them friable. This recommendation is made as a best practice to reduce potential exposure and limit liability.
5.2 OSHA
The Occupational Safety and Health Administration (OSHA) regulates employee exposure to asbestos under 29 CFR 1926.1101 and 29 CFR 1926.1001. Work associated with known or suspect asbestos containing materials (ACM), including trace (<1%) levels of asbestos, must be conducted according to these regulations in addition to the noted EPA regulations where applicable.
6.0 Limited Lead-Based Paint Survey Findings and Results
H&P performed a limited lead-based paint (LBP) survey of select building components. The survey methodology was performed in general accordance with the testing procedures detailed in the U.S.
Department of Housing and Urban Development (HUD) “Guidelines for the Evaluation and Control of Lead-Based Paint Hazard in Housing.” However, this was not a comprehensive surface-by-surface investigation for LBP, but rather a screening survey of major painted building components anticipated to be impacted by the renovation/demolition where the presence of lead-based paint is suspected.
Based on the nature of this survey, when one component tests positive for the presence of lead paint all similar painted components must be assumed to be positive, unless additional testing is performed.
6.1 Lead-Based Paint (LBP) Survey Methodology
H&P Industrial Hygienist, Mr. Ken Hundley, collected paint chip samples for analysis of lead. The sampling testing was conducted by scraping paint from building material surfaces and submitting samples to an accredited laboratory for analysis. The samples were submitted for analysis by test method SW846/M3050B/7000B to SanAir Technologies Laboratory in Powhatan, Virginia. The analytical results are presented below in Table 2. Copies of the laboratory reports and Chain-of- Custody forms are included as an attachment to this report. Note: The laboratory report includes the results of a sampling event consecutively performed at the Building 74-77 Corridor, the results of which are presented in a separate report.
6.2 Testing Results
A total of four (4) samples were collected and submitted. The samples that tested positive for lead are listed below in Table 2.
Table 2: Lead Based Paint Positive Testing Results

6.3 Findings and Conclusions
Based on the results of testing, lead based paint as defined as containing more than 0.5% by weight was identified on the following building components of Building 5 Roof:
All white painted exterior trim, window casings, windows sashes and other similarly painted components.
Based on the results of analysis of the orange painted exterior metal vent components, lead based paint as defined as containing more than 0.5% by weight was not identified on the components on the flat roof section; however, while less than the level at which lead based paint is defined, we note that lead was detected above the laboratory method detection limit.
Based on the results of analysis of the silver painted exterior flashing and the tan painted interior access walls, lead was not detected above the laboratory method detection limit.
6.4 Applicable Regulations
6.4.1 OSHA Regulations for Lead-Based Paint
Any painted surface or material containing lead may contain sufficient concentrations of lead, which when disturbed, may generate lead dust greater than the “Action Level” concentration of 30 micrograms per cubic millimeter or greater than the “Permissible Exposure Limit” of 50 micrograms per cubic meter established by the OSHA “Lead Exposure in Construction Rule” (29 CFR 1926.62).
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations, and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal or demolition process (as appropriate) to determine actual personal exposure. This monitoring information can be used to determine the levels of personnel protection and environmental controls required for work involving specific removal/demolition processes on specific structures. Under OSHA requirements, the Contractor performing the work will be required to conduct this monitoring. It is important to note that environmental controls will vary dependent upon the content of lead in paint, the process used to remove it, duration of the work, and the amount of paint to be removed.
6.4.2 EPA Regulations for Lead-Based Paint
For disposal of construction/demolition debris that has LBP, the Environmental Protection Agency (EPA) requires that testing of lead content be performed to determine proper disposal. EPA regulations require that a generator of waste determine if that waste is hazardous by performing testing in accordance with the requirements of 40 CFR 261.11 or for wastes that may be RCRA hazardous (such as items with high lead content), the generator may assume that the waste is hazardous and comply with the hazardous waste regulation.
7.0 Qualifications and Limitations of the Asbestos and Lead Survey
This report summarizes our evaluation of the subject site based on our understanding of the requested scope of work as relayed to us. The findings prepared by H&P are based upon our observations and the analytical analysis of the samples collected at the time of our field inspection.
Additional ACM may exist (undetected and/or inaccessible) in other area not surveyed or otherwise identified during this assessment. Our recommendations are based on the guidelines presented by the EPA, Commonwealth of Virginia and OSHA. Any conditions discovered which deviate from the data contained in this report should be presented to us for our evaluation.
This report has been prepared for the exclusive use of our Client and/or their agents. This service was performed in accordance with generally accepted environmental practices. Our conclusions and recommendations are based, in part, upon information provided to us by others; we have not verified the completeness or accuracy of the information provided by others, unless otherwise noted.
During this study, suspect asbestos samples were submitted for analysis at an NVLAP-accredited laboratory via polarized light microscopy and suspect LBP was analyzed using industry standard methods and practices. As with any similar survey of this nature, actual conditions exist only at the precise locations from which samples were collected. Certain inferences are based on the results of this sampling and related testing to form a professional opinion of conditions in areas beyond those from which the samples were collected. It is also understood that this is a limited survey so that it is possible that concealed materials may be present that were not accessible to us. No other warranty, expressed or implied, is made.
Under this scope of services, H&P assumes no responsibility regarding response actions initiated as a result of these findings or liability for the duties and responsibilities of the Client or Building Owner with respect to compliance with applicable regulations. Compliance with regulations and response actions are the sole responsibility of the Client or Building Owner and should be conducted in accordance with local, state, and/or federal requirements and should be performed by appropriately qualified and licensed-personnel, as warranted.

Fibers smaller than 5 microns cannot be seen with this method due to scope limitations. The accuracy of the results is dependent upon the client’s sampling procedure and information provided to the laboratory by the client. SanAir assumes no responsibility for the sampling procedure and will provide evaluation reports based solely on the sample and information provided by the client. This report may not be used by the client to claim product endorsement by NVLAP or any other agency of the U.S. government.
For NY state samples, method EPA 600/M4-82-020 is performed.
Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
