VAMC Hampton – Questions about solicitation for re-key 1: On page 3, item 2 it states: Conduct on-site meetings for key planning and control hierarchy with multiple workgroups/Services encompassing nearly 2,000 unique employees. These discussions will take a minimum of two meetings per team to establish the final control hierarchy for each workgroup/Service.
From prior experience with the VA, we know there could be upwards of 50 different work groups. If there are that many different work groups, that would be approximately 100 meetings to discuss keying. We need to verify with the VA exactly how many work groups there are. Reply: The minimum required meetings include an initial meeting and a final meeting for the key planners and supervisors that consist of multiple work groups in a combined coordinated meeting at each facility. There are 5 facilities therefore at a minimum there will be 10 Meetings.
On page 3, item 3 it states: Vendor shall provide an updated drawing (additional key layer added to VA provided drawings in AutoCAD version 2016 or newer format) detailing the core/combinations for each door in the above-referenced facilities. We do not have the capabilities for this requirement, we do not use AutoCAD. Is this something that must be provided? Reply: The AutoCAD requirement may be waived pending the Keystone Software requirement need.
On page 4 under General Requirements in section A it states: Contractor will be responsible for conducting complete onsite survey to ascertain specific quantities of cores required to conduct locking rekey of all doors. This is not possible before next Thursday when the bid is due. Will they allow us to quote the quantities of cores, keys and locks they estimated on the solicitation along with labor? Then, when we are able to conduct the site survey, we would need to be able to make changes to quantities for the cores and locks and to the labor amount. If they do not want us to submit a quote before we conduct the site survey, we need them to extend the due date for the bid to give us additional time to get a survey scheduled and conducted. Reply: The proposal is based on the estimated quantities provided in the solicitation. The Contractor is responsible for ascertaining the specific quantities of cores required to conduct re-keying of all doors once contract is awarded.
On page 4 under General Requirements in section B it states: Contractor will be responsible during onsite survey to ascertain any existing locking hardware which will not accept SFIC patented cores, and replace hardware, as necessary, to meet specifications below. This is not possible before next Thursday when the bid is due. See note above for question #3. Same issues with this request. Reply: The proposal is based on the estimated quantities provided in the solicitation. The onsite survey is to ascertain any existing locking hardware which will not accept SFIC patented cores, or the need to replace the hardware to meet the specifications once contract is awarded.
On page 4 under General Requirements in section D it states: Patented cores and keys shall be patent protected by a Federal Utility Patent for a period of no less than 10 years with federal patent protection to eliminate unauthorized key duplication. Our CorMax patent expires in May 2027. Will the VAMC accept this 8-year patent life instead of the 10 years specified. Reply: The minimum requirement for the Patented cores and keys shall be patent protected by a Federal Utility Patent for a period of no less than 10 years with federal patent protection to eliminate unauthorized key duplication.
On page 5 under Maintenance it states: Manufacturer/contractor must have warranty/service technician within daily commuting distance of the VA Hampton Medical Center, Hampton, VA. We do not have a technician available within commuting distance of the VAMC in Hampton, VA every day. This depends upon our techs work schedule and where they are traveling each week. Reply: The minimum requirement for Manufacturer/Contractor warranty/service technician must be within daily commuting distance of the VA Hampton Medical Center during period of performance and warranty service.
On Page 6 under Technical Support and Services it states: Vendor shall have factory-trained, qualified technical services available 24 hours a day, every day of the year to meet any emergency need. We would not be able to provide this, and we are not sure why they would request this on a mechanical system. If there is an issue, we can have tech response in 48 hours Reply: The minimum requirement for the Vendor is to have factory trained, and qualified technical services available 24 hours a day, 365 days a year for “emergency only” during period of performance to meet the requirements of the 24 hours, 365 days a year VA Hampton Medical Center.
On page 7 under Key Control Database Software in section B it states: Key Control Software shall be equal to BEST Keystone KS600N and shall be able to function without any internet connection. Can they change this to KSWEB (Keystone Web), our most current version of Keystone software? Reply: The minimum approved software is the Best Keystone KS600N. All other software to include your version (KSWEB) Keystone Web software must be approved by our IT personnel for use.
On page 7 under Key Control Database Software in section C it states: Importation of the VA Hampton Medical Center key codes will be conducted, as necessary/if required, by the manufacture to ensure accurate record keeping of all doors being rekeyed with patented factory registered master key system. End result will be a database fully populated with all work performed by the contractor which includes the ability to ascertain which key go to what door. This could be a pretty big issue, the VAMC in Salem also made us import all names and issue keys within the software. This took weeks. Can we get clarification from them on what exactly they are requiring us to input into Key Stone and also will they be issuing keys themselves within the software or are they requiring our technicians to do that? Reply: The minimum requirement is for the Manufacturer to ensure accurate record keeping of all doors being rekeyed and patented factory registered master key system with a complete data based fully populated of the VA Hampton Medical Center facilities. This provides an initial baseline for all concerned to use.
On page 9 under Installation it states: Install patented cores/ key as directed during normal business hours (Monday-Friday, 8AM-5PM). We would like to request longer hours because of how long it will take to complete this install Reply: The hours of installation are the standard business hours. The hours can be adjusted as necessary to complete the installation.
