Building 71 Questions and Answers
Paragraph 1.1.A requires the VRF control system points to be mapped back to an existing server, but doesn’t specify which one. Paragraph 1.1.E mentions a Tridium Server running AX software version 3.8, which is not existing. The exiting server is a Johnson Controls ADX running Metasys 8.0. Is it the intention of this project to map the points via BACnet to the existing JCI ADX server or install a new Tridium AX server?
AE Response: Control system points can be mapped back to an existing JCI, Alerton, or Automated Logic server.
Paragraph 2.6.A.E lists discharge air temperature as a required point to be mapped via the VRF system controller’s BACnet interface. No VRF system manufacturer provides discharge air temperature as an available point and the requirements of this paragraph cannot be met as currently specified. Is it the desire of the VA to eliminate this point from the requirements or to have the control contractor provide an additional controller for each VRF indoor unit in order to provide this point separately.
AE Response: Discharge air temperature points can be eliminated from the requirements
Can GC begin the selective demo in Building 71 (hazardous material exploratory demo) during Phase 1 of the contract?
AE Response: detailed plan to be reviewed with the VA.
Drawing AE-711 – Door Schedule doesn’t have a hardware set assigned to door opening 218. Please provide the hardware set for the door.
AE Response: See attached Sketch SKA 1.00.
Can Phase 1 and Phase 2 be run concurrently? Or does Phase 1 have to be completed and accepted by the VA before Phase 2 begins?
AE Response: detailed plan to be reviewed with the VA.
Section I – Contract Clauses – I.8 52.225-11 Buy American. Please clarify the Buy American clause. Please advise which version of FAR 52.225 applies, -9 or -11. Please advise if electrical equipment can be assembled outside the USA? If only allowed in the USA, is there a component test for domestic components? If so, what is the % requirement?
AE Response: FAR 52.225-11
What is the building classification? Is it a health care facility or Admin building? More specific, does NEC section 517 apply?
AE Response: Business Use – Group B. Admin Building. NEC 517 (Health Care Facilities) does not apply.
Spec section 26 24 13, 2.3, B, 3, b. – For the MDP N3R switchboard. There is no spec section 09 06 00 found. There is a 09 96 00 section however it doesn’t seem to apply to electrical equipment. Are there any special coatings required for the outdoor switchboard? Or is the manufacturer’s standard N3R painted steel acceptable?
AE Response: Specification calls for light grey, baked enamel finish with the underside treated with corrosion resistant compounds. Spec section 09 06 00 is not part of the contract documents and should be ignored.
Spec Section 26 05 11, 1.6, E – Are witness tests required for the equipment specified in spec sections 26 24 13(Switchboards) & 26 12 19 (Liquid-Filled Transformers)? If required, please confirm that it shall be witnessed by the contractor and a government representative.
AE Response: Witness tests are not required for 26 24 13(Switchboards) & 26 12 19 (Liquid-Filled Transformers).
Spec Section 26 05 73, 1.3, B – Are the Short Circuit, Coordination, & Arc Flash studies to be performed by the equipment manufacturer only? Or is a registered consulting engineer firm in Virginia with experience performing and interpreting power system studies acceptable?
AE Response: Registered consulting engineer is acceptable.
Drawing # E-602 detail 2 (CCTV Riser Diagram) shows RG6 and CAT6 Coax cable to Cameras. This would indicate using Analog cameras, however the specification section 28 23 00 Video Surveillance, paragraph 2.4 call for IP cameras.
AE Response: Drawing E-602 Riser diagram cabling incorrectly labeled, ignore coax reference and use Cat6 cable for specified IP cameras. Consider POE (Power Over Ethernet) cameras.
