VA RESPONSE: Please refer to Addendum # 1 for specification and drawing corrections.

2. QUESTION: At the walk through it was noticed that there were excessive materials stored in the proposed work area (B243 on drawing AD 101; pictures attached).

Can it be confirmed that this area would be cleaned out by the government (pr personnel other than the winning contractor) prior to construction starting?

VA RESPONSE: The entire space encompassed within B243 will not be free, clear, or cleaned out of government property prior to or during the project. The contractor’s operations in constructing new rooms B215H and B248 will not be hindered, slowed, or obstructed by any government material that happens to remain in B243 after the Notice to Proceed (NTP). Contractors will not be tasked with moving government property within B243, except in the unfortunate case of possible emergency response related to work within the scope of this contract. Contractors shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered.

3. QUESTION: At the walk through it was noticed that there were ICRA barriers throughout the majority of the basement floor as a portion of a current project. It was discussed that project would be completed before the start of this project. It was also discussed that pictures of areas that were enclosed by the barriers could be provided.

Can it be confirmed that these barriers will be removed before the start of this project and will not interfere with the progress of the Pharmacy project?

VA RESPONSE: The barriers referenced above are scheduled to be removed May 6, 2026. A delay in the removal of the above referenced ICRA barriers will delay the NTP. A second site visit has been scheduled for May 13, 2026, at 1:00 p.m. to provide interested bidders with a second view of the space.

4. QUESTION: Can pictures be provided of the area where the existing AHU and pad that gets demolished out are located (Mechanical Room # B215C)?

VA RESPONSE: Pictures of the requested area are included in the Appendix located at the end of RFI’s and responses for Mech Room B215C. This area will be completely accessible/observable during the 2nd Pre-proposal site visit scheduled for Wednesday, May 13th at 1:00 pm.

5. QUESTION: At the walk through it was discussed that the intent is to utilize Starc panels for the Level IV ICRA barriers. Drawing GI003 General Note E also states to provide Starc panels and provides a point of contact for the project.

Do the Level IV barriers need to go to the deck when utilizing the Starc panels?

VA RESPONSE: Level IV barriers need to go from the floor to the deck. The intent is to utilize Starc panels or equal when possible and at the contractor’s discretion.

6. QUESTION: For bidding purposes, what is the anticipated work schedule for this project?

VA RESPONSE: Work hours shall be (7:00am-7:00pm) Monday Through Friday. Outages shall be scheduled on Weekends (times to be coordinated with COR and Medical Center staff).

7. QUESTION: Are there any off hours (i.e. nights, weekends, etc.) needed for this project?

VA RESPONSE: Work hours shall be (7:00am-7:00pm) Monday Through Friday. Outages shall be scheduled on Weekends (times to be coordinated with COR and Medical Center staff).

8. QUESTION: For bidding purposes, where would the contractor lay down area be for this project?

VA RESPONSE: The VA cannot assign lay-down space prior to knowing the requested size of said lay-down area. The VA will make every effort to dedicate a space for contractor lay-down area, which may include blocking off parking spaces, space within B243, B242, B241, B309, and/or B308.

9. QUESTION: For bidding purposes, where would the contractor dumpster be for this project?

VA RESPONSE: Dumpster location shall be coordinated after the NTP.

10. QUESTION: For bidding purposes, are there any restrictions for crane lifts (i.e. weekends only, time frames, specific crane paths, etc.)?

VA RESPONSE: A detailed lift plan for all lifts shall be submitted to the COR 14 days prior to the scheduled lift complete with route for truck carrying load, crane load analysis, siting of crane and path of swing and all other elements of a critical lift plan where the lift meets the definition of a critical lift. Critical lifts require a more comprehensive lift plan to minimize the potential of crane failure and/or catastrophic loss. The plan must be reviewed and accepted by the General Contractor before being submitted to the VA for review. The lift will not be allowed to proceed without prior acceptance of this document by the Project Manager and Facility Safety Manager Officer.

Crane operators shall not carry loads

1. over the general public or VAMC personnel

2. over any occupied building unless

a. The top two or more floors are vacated under the lift affected area AND a Contractor provided engineering analysis, performed by a Professional Engineer, demonstrates that overhead protection provided by the roof and vacated floors is sufficient to protect against the potential loss of a load being lifted or a minimum of 300 psf of protection is provided, whichever is greater

b. OR Overhead protection is designed by a Professional Engineer and installed over the roof by the Contractor to protect the occupants below. The installed system shall be sufficient to protect against the potential loss of a load being lifted or a minimum of 300 psf of protection is provided, whichever is greater.

c. OR A formal request may be submitted to the Contracting Officer for documentation, if available, indicating the roof of the building has been previously designed and constructed using a reinforced concrete roof slab or other means to provide overhead protection from construction activities specifically associated with the vertical or horizontal expansion of the same building AND a Contractor provided engineering analysis, performed by a Professional Engineer, demonstrates that overhead protection provided by the roof is sufficient to protect against the potential loss of a load being lifted or a minimum of 300 psf of protection is provided, whichever is greater.

Given that the VA does not currently know where the contractor is intending to place and swing a crane, an optimum day and/or time cannot be determined. Cranes placed at the rear of the facility (near the loading dock) must be scheduled for the weekends given weekday incoming and outgoing shipments. Cranes placed for lifts over the 4th floor (depicted on AD121) shall be scheduled for the weekends given impact to ADA parking, ambulatory routing, general patient traffic congestion. Cranes placed for lifts over the 6th floor roof (depicted on AE102) shall be scheduled for the weekends given anticipated impact to front main entrance, traffic circle, and ADA parking.

11. QUESTION: Can it be confirmed who is responsible for removing all the equipment from the existing space before construction begins?

VA RESPONSE: It is unclear which existing space is being referenced. The government will coordinate removal of office equipment (desk, chair, computer etc.) from Office 645. Otherwise reference the response to RFI # 2.

12. QUESTION: Specification section 01-00-00-1.2A states Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to bring the basement Inpatient Pharmacy into compliance with USP 800 standards at the Louis A. Johnson VAMC (LAJVAMC) located in Clarksburg, WV. The capabilities of compounding, handling and transferring hazardous materials in the inpatient Pharmacy at the Medical Center, while limiting exposure during these processes, are the major focuses of design. The project will entail renovations to part of the existing Inpatient Pharmacy space (approximately 1,400 SF) as well as conversion of adjacent shell space (approximately 1,200 SF) to Inpatient Pharmacy space as required by drawings and specifications. Additionally, the project will include converting an office on the 6th floor into a temporary Containment Segregated Compounding Area (C-SCA) plus the exhaust system on 6th floor roof. C-SCA shall meet all requirements outlined in the USP 797 & 800 chapters.

Where the scope references bringing the VAMC into compliance with 800 standards, is the contractor to comply with 797 standards as well?

VA RESPONSE: Yes, the contractor is required to comply with USP 797 and USP 800 standards.

13. QUESTION: Will constructing the project according to the provided specifications and drawings achieve compliance with 797 and 800 standards?

VA RESPONSE: Yes, constructing the project according to provided specification and drawings will achieve compliance with USP 800 standards.

14. QUESTION: Is the TAB Contractor required to work with a Controlled Environmental Testing Association (CETA) certifier to achieve room pressure differential relationships as shown on drawings and achieve CETA certification to comply with the 797 and 800 standards as this is not reference in the specifications or drawings?

VA RESPONSE: TAB and CETA do not need to be on site at the same time to establish room pressure relationships, unless either contractor prefers the other to be present. However, the CETA and Commissioning Agent must verify the TAB contractor’s results. If the required pressure relationships are not achieved, this may require multiple site visits. The pressure relationships shown on the drawings are sufficient for the contractor to meet the requirements (refer to Space Airflow Summary on drawing sheet M100).

15. QUESTION: Specification section 01-00-00-1.5B-1 states: General Contractor’s employees shall not enter the project stie without appropriate badge.

Are there any costs associated with the badging?

VA RESPONSE: The federal agency sponsoring the contracted individual(s) covers the cost of the physical I.D. Badge. Further information regarding badging and credential information can be found through the U.S. General Services Administration (GSA) at https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/federal-credentialing-services or calling 1-800-488-3111.

16. QUESTION: What is the process and timeline to obtain badging?

VA RESPONSE: There are various degrees of issuances for federal badges (Personal Identity Verification [PIV] Credential), each with their own requirements and associated timelines (PIV-I versus Full PIV). A PIV-I badge possesses a 6- month badge life with no access granted to any VA systems or structures. Obtaining a PIV-I badge requires the applicant and sponsoring individual (COR) to fill out VA Form 0711 and schedule a Criminal Record Check (appointment to document the requesting individual’s fingerprints). This process typically takes about 1-2 weeks and may be done at the VAMC. A Full-PIV possesses a 5-year badge life with possible access to VA systems and/or structures. Obtaining a Full-PIV requires the applicant and sponsoring individual (COR) to fill out VA Form 0711 and scheduling a Criminal Record Check (fingerprinting) AND a background investigation. This process typically takes about 2-4 weeks and may be initiated at the VAMC. Contractors may obtain a temporary badge by checking in (daily and upon arrival) with the local station’s Police Department. Further information regarding badging and credential information can be found through the U.S. General Services Administration (GSA) at https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing- programs/federal-credentialing-services or calling 1- 800-488-3111.
