About this file
This document contains responses to questions from offerors on a federal solicitation for corrective work at a Veterans Affairs medical facility. Key details include that infrastructure beyond what is shown in site drawings will be the responsibility of the selected vendor. There are no additional specifications beyond what is listed in the table of contents. Final connections are part of the base bid scope of work. Moisture remediation required for new flooring installation, if any, would need to be addressed through a change order rather than included in the base bid pricing. The solicitation number and opportunity details provided relate to corrective actions needed for safety and facility condition assessment issues at a VA medical center located in Veterans Integrated Service Network 5.

• Question #13: This asks if “the MSPS feed water needs to comply with AAMI TIR34 guidelines?
It was specified that feed water has to comply with AAMI TIR34 guidelines. However, our subcontractors say that a “Utility Water Report” is required to determine the quality and characteristic of water feeding the MSPS and that will, in turn, determine if the trailer needs modification to meet the AAMI TIR34 Guidelines. Is there a “Utility Water Report” for this facility available, which would provide the data needed for the feed water? Answer: There is no Utility Water Report Available, if required by a sub, it will be the responsibility of the contractor to provide.
• Questions 25 & 26: There are two specification sections (23.31.11 and 22.67.19.16), which are clearly listed in the Table of Contents with a note to “see Volume III”. Even though the response from VA states that Volume III is not referenced, it is clearly referenced in the TOC. Can you please confirm that there is no need for these 2 specification sections in this project? Answer:
Delete all references to Volume III.
• Question #36: This question stated that: “On Drawing A001 Phasing note 5: Infrastructure beyond those indicated on the site drawings are the responsibility of the selected vendor and the contractor. Bid must contain complete, usable, and operable facilities. Question: What infrastructure beyond those indicated on the drawing would be expected if the Basis of Design (Mobile Medical International Corp.) was utilized for the bid?” The VA’s response was “Answer:
No further specifics known.”
We do not understand what is specifically meant by “infrastructure beyond those indicated on site drawings”. This seems to be very open-ended, and does not define any deliverable. Could this language be restated in order to reach the understanding that the contractor is expected to provide complete, usable, and operable facilities? Answer: We are not aware of any additional Infrastructure; Coordinate with the vendor. If they select something other than what was designed for, they are responsible for any additional requirements/infrastructure).
• Question #38 asked the following – “Drawing A001 Phasing Note 2 states: "All trailer work except final connection are part of base bid indicated utility extensions is work of Bid alternate 1." a. Question: This note as written is confusing, who is responsible for the final connections in the base bid?” The VA responded “Answer: "All trailer work except final connection are part of base bid, indicated utility extensions is work in Bid alternate 1."
This did not directly answer the question. Bid Alternate #1, as stated, does not have anything to do with a final connection. The note excludes the final connection in the base bid. So the question is: Who is responsible for the final connection, and where should the pricing for this connection appear in the bid pricing schedule? Answer: Revised Connections are a part of the base bid. Final connection by GC and in base bid.
• Question #39 asked the following: “If moisture remediation is required for the new floor installation, will it be addressed as a change order or should this cost be included in the base bid?”
The response was “Answer: To Our knowledge it is EPDM.” This appears to be a response from a different question – EPDM is roofing material, not flooring. Please respond to the question as referenced by Spec Sec. 09 05 16. Answer: If there is moisture, it will need to be addressed as a change.
