This document is a Request for Information (RFI) for Solicitation 36C24427R0001 regarding a patient elopement upgrade system at Wilmington VA Medical Center's CLC and Fourth Floor units.

The acquisition seeks a Real-Time Location System (RTLS) with zone-level location accuracy to replace the existing Stanley Healthcare WanderGuard SafePlace 9450 system. The system must detect at-risk patients approaching controlled exits, activate local alarms, send notifications to nursing stations and security, and lock doors when needed. Key requirements include integration with elevators (car lockout, floor lockout, door hold open, recall function, and alarm activation), compatibility with existing magnetic locks and fire safety systems, and support for approximately 120 patient tags initially. The contractor must provide all system components, installation, integration, testing, training for up to 40 employees across all shifts, and warranty coverage. The period of performance is 145 calendar days from award, with major deliverables including a master project plan (30 days), requirements specifications (45 days), and system architecture diagram (60 days). The acquisition is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with NAICS code 238210 and Product Service Code 5999. The applicable size standard is for electrical contractors. Service Contract Labor Standards apply, and the awardee cannot pay more than 50 percent of Government compensation to non-SDVOSB/VOSB firms. Performance and payment bonds are required. The system must be standalone without VA network integration, perpetual licensing (no annual subscriptions), and technology-neutral, provided all proposals meet performance work statement requirements. Trade Agreements Act certifications (FAR 52.225-5, 52.225-6, and 52.225-18) are required for all hardware. Detailed pricing breakdown is preferred, and partial/milestone invoicing based on Government acceptance of completed work is permitted. Site visit occurred October 21, 2026, and the Government will publish the site-visit sign-in sheet as part of the solicitation record.
