1. Please advise if there are any hazardous materials, lead or asbestos which will need to be removed or part of this project.

VA Response: There is no assumed hazmat. Contractor to verify conditions and notify the COR if hazmat is found.

2. Will the sign-in sheet from site visit be available in addendum?

VA Response: Included in Amendment 0001.

3. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?

VA Response: No, the site super cannot be ssho

4. If no to the question above, will the SSHO need to be full-time for this project?

VA Response: No

5. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

VA Response: No, the site super cannot be QA/QC

6. If no to the question above, will the QA/QC need to be full time for this project?

VA Response: No

7. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

VA Response: No

8. Please confirm what tax should be included in our proposal?

VA Response: Shutdowns to be coordinated with the COR with a minimum of three weeks advance notice in writing.

14. Please provide three recommended resources for vendors or contractors local to the project site.

VA Response: This is the contractor’s responsibility

15. Please confirm if the code requirements for mechanical piping installation and testing are subject to ASME B31.9 Building Services Piping, and will the mechanical installation contractor be required to hold an ASME U, S, H or R stamp?

16. Will hydrostatic testing be sufficient on all pipe welds or will x-ray be required?

VA Response: No x-rays required

17. If X-ray is required, what percentage of welds and who will be responsible for the cost of testing?

VA Response: There is no assumed asbestos. Contractor to field verify conditions and notify the COR if asbestos is found.

20. Will mechanical rooms be cleared of all stored items prior to the contractor entering those areas?

VA Response: Yes

21. Will a full-time fire watch be required during activities such as cutting and welding? How long after such activities are completed?

VA Response: Yes

22. SOW Itemized Description #19 states “Coordinate with the VA and a controls vendor familiar with the existing DDC controls.” Who is the vendor or contractor currently servicing and maintaining the Building Automation System or Temperature Controls System?

VA Response: Controls vendor is CM3

23. What are the capacity ratings for the proposed new Heat Exchangers? (Steam pressure, steam #/hr, HW inlet/outlet temperatures, HW flow rate gpm, pressure drop, fouling factor, etc)

VA Response: Per SOW and specifications, contractor to survey and field verify

24. What are the electrical ratings for the proposed new condensate pumps?

VA Response: Contractor to review manufacturer’s literature

25. Advise where power panel is located that will serve the new condensate pumps. What is the distance from mechanical room pit?

VA Response: Panel is located in the same mechanical room. Contractor to field verify conditions.

26. Please provide piping detail or schematic diagram depicting intended piping connections and piping sizes.

VA Response: See RFP

27. Confirm quantity and size of steam traps. Please provide steam trap schedule.

VA Response: This was available for the contractor to view during the pre-bid on-site visit

28. To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date at least one week from when responses are received.

VA Response: Bid date will not be extended.

29. Please confirm correct bid date. Solicitation coversheet states July 9th. However, page 13 of Solicitation states July 17th.

VA Response: As stated in Amendment 0001:

All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via electronic mail to Elizabeth.Wilson6@va.gov no later than 4:30 PM EST, July 6, 2026.

The VA will respond to Contractor RFIs on or about July 10, 2026. No telephone or fax requests will be honored.
