36C24424R0016 529-22-101 Replace Bldg. #7 Master Control Panel Questions & Answers Answers provided in red text.

1. Part of the project is to replace the “soft start” contactor for the Weisnaupt boiler motors with VFD drives. Will the existing Weishaupt motors except, electrically, the new VFD drives? If so, will the motor need larger cables from VFD? Would the motor taps need rewired? Please advised. (see attached pic) RMF Response – We discussed this with CS&E (Local Weishaupt rep) and they indicated the existing motors were capable of operating with VFD’s.

2. On drawing ED101 note 8 shows us removing power panel BP and replacing it with new panel BP on drawing EP201 note 6. The arc flash study on this existing panel dictates a 42” limited boundary. This can’t be achieved because of the master control panel in front of it. The master panel is approximately 38” from the front of panel BP. If the limited boundary does not exist, is it still in compliance for new panel BP to be in same location? (See attached photos) Please advise.

If the new boiler control panel is using the existing cabinet and not moving location panel “BP” will need to be relocated. However, the VA policy of not working on a live panel the approach boundary of 42” would be irrelevant. (RMF to verify location of control panel)

3. On drawing(s) ED101, EP201, MH703 they show us replacing Triguard system with new CO2 and hazardous gas detection systems. Who is supplying the equipment for this system?

This equipment shall be supplied by the contractor who is awarded the project. Also note that this is not CO2 but CO.

4. In SOW 3. There were a couple of questions to come out of this statement. Does this SOW 3 statement apply to our project? If so, on page 13 new work electrical, they state ;

‘Survey the building for electrical code violations and damaged electrical equipment and devices. Catalog these items and provide repair directions in the project drawings.”

“Verify electrical capacity of the existing service and electrical panels. Upgrade service and feeders if found to be insufficient. Survey panelboards for age and end of life replacement.”

“Install new LED light fixtures as needed.” (all light fixtures in boiler plant seem to be florescent or metal-halide but working).

“Short circuit calculations will be performed for new equipment to assure it is adequately rated.”

“Arc flash calculations will be performed for new equipment along with provision of the proper labeling.”

“Voltage drop calculations will be performed.”

“Lighting level calculations will be performed to ensure VA minimum levels are achieved.”

“Seismic design considerations will be included in the scope of work.”

Will these items need to be included in our scope? The majority of these items are items covered in the design team SOW, however All NEC required items are still required of the electrical contractor.

These items are all part of the Architect/Engineer’s scope of work. Not the contractor. The contractor’s work shall conform to the NEC – NFPA 70 and 70e.

5. On drawing E600 it shows VFD’S being supplied by division 26(electrical). Will these drives for all mechanical be supplied by others?

This decision can be left up to the awarded general contractor.

6. On drawing MHOO1 general notes #12 shows “all abandoned extraneous (not relevant to project) controls, raceway, etc to be removed.” Will we carry this scope of work in our bid?

Yes

7. Certain equipment in project will need a Building Automation system to report points back to workstations. Including but not limited to exhaust fans, supply fans, make-up units, etc… Who will be our controls systems integrator?

VA Butler does not currently have a Master System Integrator, this position will need to be a part of the project team.

8. A note on plumbing drawing 201, it states in note 1 to reference RMF consultants’ drawings for continuation of piping, however we cannot locate these drawings. Please provide Drawings.

RMF Response: Appears this is referring to the natural gas line feeding the new boiler – continuation is shown in plan on MP201 and schematically on MP510.

Heapy Response: This also includes the fuel oil supply and return piping shown on MP201

9. Per the below highlighted comment sheet included at the end of spec section 23 09 11, please provide the PLC I/O list in excel format? Will do

10. Refer to EP201. There are several symbols on drawing EP201 that are unclear. Please clarify scope for the following.

· “CC” in an oval- CCTV. This symbol appears next to stairs at entrance to Boiler 102 and in hallway south of corridor 100.

Per the walk thru, there is an existing CCTV camera located next to stairs in 102. Not sure if one in hallway is existing.

Confirm our scope, are these cameras existing to remain? Is there an existing one in the hallway? Do we need to replace the existing? Are they meant to be new Cameras? If we furnish and install new cameras, please provide spec.

The “CC” symbol accidentally is showing up in a heavy line type on the new work drawings. They are existing to remain, not new.

· “CO” in a circle – Carbon Monoxide detector. Symbol appears in locker 105, Boiler 102 adjacent to B#1 and adjacent to B#2, Summer boiler 103A and in control office 102A.

Please clarify.

-Are these meant to be new CO detectors as part of the fire alarm system? If yes, mounted at ceiling?

- Please provide manufacturer and type of existing fire alarm system.

-Per walk thru, there are existing gas detection devices (TRUGUARD) located at the locations in 102 and 103A. Do the symbols indicate that they existing as part of the gas detection system? Are we to replace existing?

The CO symbol is the new carbon monoxide detector shown on sheet MH703 and also on the mechanical floor plans. This is part of the gas detection system not the fire alarm system. The existing system is to be removed.

- “H” in a circle- What is this symbol? Note Fire alarm Heat detector on the legend is an “H” in a hexagon. Symbol appears twice on east wall of 103A, twice on south wall of 102, and once on north wall of 102 behind control office.

The H symbol is a flow meter head display. Ref “Misc Symbols” sheet MH001 and sheet MH201 Please clarify scope.

- Is this symbol a fire alarm heat detector? If yes, please provide mounting height and spec for device required.

- If no, what is it and is it in our scope?

11. Refer to Notes #4, #5, & #9 on EP201

- Note #4 Gas Detection System.

- Please confirm scope. Who supplies this system? Who installs? Can you confirm that we own power connection only?

Gas detection system is generally detailed on the mechanical MH sheets. The intent is for the electrical contractor to provide power. However, this is one contract for the whole project so the prime contractor needs to assign work to each subcontractor.

- Note #5 Provide UPS and connect to EM outlet.

- please confirm scope. Do we furnish this item? If yes, please provide spec for required UPS.

- Note #9 Connect Gas system output to Fire Alarm control panel input.

- Please clarify, where is main fire alarm control panel?

There is no fire alarm panel in this building, all fire alarm points report to building 48

12. Who’s responsible for Pressure Vessel Permitting and Inspection ?

RMF Response: Contractor is responsible for inspections and permitting, including providing a completed Form P-2 from the boiler manufacturer and Form P-3 from the economizer manufacturer, as indicated in Spec Section 235239

13. Who is responsible for the 3rd party commissioning? Typically, this is handled by the A&E?

Design-Aire Engineering Inc is the commissioning agent. They are sub-contracted by the AE.

14. Which company(ies) are contracted for the BAS Maintenance Agreements? What is their contact information?

N/A

15. Is the existing Roof under warranty? If so, with whom? When does it expire? Will we be required to maintain that warranty with manufacturer’s inspection?

No

16. Existing burners on boilers 1, 3, & 4 are Weishaupt brand burners, that are pressure atomizing on fuel oil firing. Specification 23 52 39, section 2.3 item G specifies Low pressure Air Atomizing system trim on the burner.

a. Question: is the intent of project to supply Weishaupt burner for boiler #2 to match similar equipment to existing, and take exception to atomizing media section of specification?

RMF Response: The specification requires a burner that meets the VA’s specifications and standards

17. Existing boiler steam flow meters are orifice plate style with differential pressure transmitters. Specification 23 09 11, section 2.7 specifies Vortex shedding flow meters.

a. Question: Are these flow meters included in the schedule to be replaced with specified technology even though they appear to be properly functioning?

HEAPY response: Yes, the existing boiler steam flow meters are to be replaced as part of this project.

18. Statement of work Page 10, New Work / Flowmeters specifies Vortex shedding flow meters are to be utilized for Steam Flow, Feedwater Flow, and boiler natural gas flow, while turbine type meters are specified for Plant Natural gas flow. Specification 23 09 11, section2.7 “Flow Meters” subsection D, specifies Turbine type flow meters for natural gas flow. With Turbine type and vortex shedding type both being specified, there will be an inherent discrepancy between the readings due to accuracy differences between the two technologies.

a. Question: What technology is acceptable for all natural gas flow meters?

HEAPY response: the specified turbine-style meter for Natural Gas is the acceptable meter for this application.

19. Specification SECTION 23 52 39, FIRE TUBE BOILERS § 1.7 PROJECT CONDITIONS, Paragraph E - Oil Atomizing Media, Paragraph E states: “Low-pressure air atomizing burners are required, and each boiler must include a dedicated air compressor system furnished by burner manufacturer.” Existing Weishaupt burners are High Pressure Atomized Fuel Oil system requiring fuel delivery pressure to the nozzle up to 400 psi with no atomizing air.

a. Question: If the intent of the project is to supply Weishaupt burner for boiler #2 to match existing equipment, is a deviation from this specification requirement allowed?

b. Question: if the deviation is allowed, Has the VHA Office of Healthcare Engineering (OHE) been made aware of the deviation from Master VA Specification SECTION 23 52 39, FIRE TUBE BOILERS and have they approved the deviation.

RMF Response: The specification requires a burner that meets the VA’s specifications and standards.

20. With Design alert 151 included in the project plans and specifications, shall the cast iron safety relief valves and other existing malleable fittings on the existing high pressure steam system to also be addressed and included in this project? Existing valves, fittings, and devices are outside the scope of this project unless they will be disturbed or directly impacted.

RMF Response: Project will not be responsible to replace existing non-compliant steam components. Modifications will be completed separately in the future.

21. Will any/all deficiencies of the current VHA Safety Device testing manual requirements on the existing boilers/burner be included in this project? Unsure of true intent of this question as the VHA boiler and safety device testing manual is not part of the scope of this project.

RMF Response: No, deficiencies on the existing boilers will not be corrected by this project.

22. The Project Specification Section 23 09 11, INSTRUMENTATION AND CONTROL FOR BOILER PLANT § 2.3 MAIN INSTRUMENTATION AND CONTROL PANEL calls for “Plant Master Panel”.

a. Question: Is the intent of re-using the existing cabinet to be re-tasked as the Plant Master Panel to include:

i. Master Steam Pressure Control Station

ii. Boiler/Burner Submaster Control Stations

iii. Recording Systems and Touch Screens

iv. Pressure Gauges for steam header pressure, boiler feed header pressure for each boiler, fuel header pressures.

v. Boiler Economizer Temperature Indicator Systems that include RTD measuring temperature for feedwater in and out, flue gas in and out, Modbus communication, Pressure gauges on feedwater, in and out. Thermometers measuring the feedwater temperature in and out, and flue gas in and out.

vi. Annunciator System with alarm lights, alarm bell, integral test and acknowledge push buttons, Modbus communications for monitoring alarms

vii. Condensate Storage Tank High and Low Water Level Alarms

viii. Feedwater Deaerator Tank High and Low Water Level Alarms

ix. High and Low Steam Header Pressure

x. Emergency Gas Valve Closed

xi. Oil Tanks – High and Low Level

xii. Low Excess Air – Boiler

xiii. High Natural Gas Header Pressure

xiv. LP Igniter (Pilot) Gas in

xv. Fuel Oil Temperature – High and Low (Heated Oil Only

xvi. Low feedwater pressure

xvii. Emergency Fuel Safety Shut-Off Valve Control

RMF Response: The existing Master Control Panel is being refurbished – specific devices controlled from the Mast Control Panel are identified on the I/O points list included with the specifications. Devices controlled by the individual boiler control panels, as well as the Condensate Tank and Deaerator Controllers, are also identified on the points list.

23. Who holds the warranty for the existing roof?

There is not one

24. Will there be a designated area for office and storage trailers?

This will be discussed during the NTP with the awarded firm, but there will be areas that can accommodate job trailers and storage.

25. Due to lead time of equipment is there a change to have liquidated damages removed from the project?

Liquidated damages will remain, however, equipment lead time and the contractors efforts to mitigate their effects will be evaluated by the contract team during all contract actions including but not limited to CPARS, contract modifications, liquidated damages, and other actions.
