Replace Master Control Panel RFI Responses
1. There have been multiple questions regarding the technical side of the proposal in Addendum #1. After reviewing the responses and re-review of the solicitation I think there needs to be more clarification of what is requested by contractors for their proposals. The understanding that we are to meet the criteria laid out in the seven segments on page 10 & 11 is clear. What is not clear is the following:
a. Are contractors to submit their own word doc/PDF in addition to the Standard Form 1442 or will a standardized form be supplied for contractors to fill out?
Answer: A standardized form in addition to the SF1442 will not be provided. Offerors are to include any information necessary in doc/PDF format to indicate whether they meet the technical acceptability criteria.
b. If contractors are to submit our own documents, is any other documentation other than a narration to be supplied to meet the necessary criteria? Is there a page limit contractors are to keep under?
Answer: Offerors submitting proposals for this project must limit submissions to data essential for evaluation of proposals so that a minimum of time and monies will have been expended in preparing proposals.
c. To address the criteria are contractors limited to past projects only at a VAMC facility and is there a time limit on relevance?
Answer: Criteria does not require that offeror experience must only be at a VAMC facility. There is no time limit specified for relevance, but as stated above offerors must limit submissions to data essential for evaluation.
2. In the document titled “Replace Building 7 Master Control Panel QA-Butler response edited for resubmission, it states the answers are provided in red text, however, there are no answers provided. Is there a document that actually has the responses in red? If so, please provide.
Answer: Referenced document has been edited to include all responses in red (attached).
3. Is providing boiler BLR-2 an alternate bid? or is it included in base bid, lump sum?
Answer: It is to be part of the base bid, there are no alternate bids on this project.
4. Does the BAS & meter system has to be Automated Logic or if other controls vendors (i.e. Siemens, JCI, etc) are acceptable?
Answer: Other control vendors are acceptable; however, they must interface with the existing headend systems that are in place.
5. The spec section referenced calls for "removal of existing DDC system ECC, communications network and controllers". Where are the existing DDC system controllers referenced located, and how many are required to be removed? Does this refer to all the DDC system controllers in the building? (Reference Spec Section 230923, 1.1., F-1) Answer: This is in reference only to the systems which are impacted, systems which are not disturbed shall remain.
6. The spec calls for the 230923 contractor and control system integrator to be separate scopes bidding to separate contractors. Can the 230923 contractor and control system integrator be the same company, and bundle the two scopes together? (Reference to Spec Section 230823, 1.1. F) Answer: As long as all systems interface fully and with no flaws there may be one contractor, the VA will have final approving authority over all acceptance however.
7. Are Automated Logic and Tridium Niagara the only acceptable manufacturers for controls on this project? (Specification Section 230923, 1.1, F) Answer: They are the two existing head end systems which are installed in buildings 7 and 30, other systems will be allowed but must be fully integrated into these systems.
8. The spec section referenced calls for the existing ECC and operator's workstation to be used. However, the spec section in 230923, 1.1, F-1 calls for removal of existing DDC system ECC.(Specification Section 230923, 2.4) Answer: No new ECC will be required.
9. When conflicts exist between project drawings and project written specifications, which take precedence over the other?
Answer: Consult VA COR for all conflict decisions, VA decisions will be final.
10. Project drawings indicate work on feedwater system, but specification 23 50 11, Boiler Plant Mechanical Equipment, was not included in specifications. Will this section be included in future amendment?
Answer: The feedwater system modifications are controls-related only. No new boiler plant mechanical equipment is being provided.
11. Project Specification 23 52 39 section 2.3.A.2 specifies “Oil Burner: Gun type, inside mix, low pressure atomizing.” Will burners that utilize pressure atomization in-lieu of atomizing air media be acceptable?
Answer: Only burners meeting the specification will be considered.
12. Project specification 23 52 39, section 2.3.G. Low Pressure air atomizing System, details low pressure air atomization for the burner. The specified Weishaupt burner is pressure atomization for fuel oil, which is in conflict of this section.
Answer: Weishaupt burner is not specified.
13. Has the VHA Office of Healthcare Engineering (OHE) been made aware of the deviation from Master VA Specification SECTION 23 52 39, FIRE TUBE BOILERS and have they approved the deviation?
Answer: The referenced specification does not contain any deviations from the Master VA Specifications.
14. If this has been approved by OHE, will this approval be made available to the installing contractors for their records, such as the variance memorandum that was included in solicitation 36C25724B0018?
Answer: There is no variance associated with the boiler.
15. Drawing MP803, note 2, specifies to replace existing NXTSD104 touchscreen HMI Unit with new Nexus NXTSD512HD Touchscreen unit. The NXTSD512HD is not compatible with the PPC6000 control specified. Will new NXTSD104 units be acceptable?
Answer: Yes
16. The bid documents include Specification 01 00 00-1.3 “Statement of Bid Item(s)” which describes a Scope of Work that is not 100% consistent with the issued SOW_Attachment_01_Drawings and Div 23 individual specification sections. Do the issued Drawings and Div 23 Specifications take precedent over the “Statement of Bid Item(s)?
Answer: Omit item 14. Otherwise, the statement of work is intended to provide a general overview of scope. Drawings and specifications provide detailed requirements.
17. Specification Section 23 08 11-(2)-1.3.B refers to the VHA Boiler Plant Safety Device Testing Manual, Fifth Edition. An Eighth Edition is currently available. We intend to utilize the most current Eighth Edition. Please confirm this is acceptable.
Answer: Most current version should be utilized.
18. Contract Dwg MP201, note 2 indicates to “keep and protect the Economizer in its current place location during construction. Disconnect breeching from the Economizer”. The existing Boiler 1 economizer appears to be completely supported by the existing boiler stack. There is not external support steel supporting the economizer. Please provide additional details on how to keep the Economizer in place.
Answer: Note 2 on MP201 reads "REINSTALL EXISTING ECONOMIZER ON NEW BOILER STACK". There is no requirement to keep the economizer in place while the work takes place.
19. Specification Section 23 51 00 calls for a Pre-Fabricated, Double wall breeching and stack material with lighter gauge stainless steel liner and shell material. This type of product is not suitable to support the existing economizer for Boiler 1. Please provide support details for the economizer.
Answer: The specification is intended to cover the stack for Boiler 2. Additional details will be provided for the replacing the existing stacks on Boiler 1 and 3.
20. Specification 23 52 39 (25) 2.5 and Contract Dwg MP510 (Boiler 2 P&D) both detail a Flue Gas Economizer for the new Boiler 2 but MP201 does not reflect the Economizer or provide any installation details. MP202 does reference “BLR-2 Breeching & Economizer” but does not provide clear installation details.
Answer: Economizer is intended to be mounted to the boiler exhaust - details should be coordinated with the boiler manufacturer.
21. Should the Economizer be mounted to/supported by the boiler flue gas outlet?
Answer: That is the intention.
22. Is there a section or elevation drawing available?
Answer: This can be provided.
23. The existing stacks for Boiler 1 & 3 are floor mounted/supported. Are the new stacks also to be floor mounted similar to the existing?
Answer: The new stacks are intended to be mounted in a fashion similar to the existing.
24. Contract Dwg. MP201 (note 5) lists for the following items to be replace in the Existing Burner Control Panels to be replaced:
· Burner Management Controller
· Parallel Positioning controller
· Draft Interlock Expansion Unit
· Interlock Annunciator
· Touchscreen The Draft Interlock Expansion Unit is also the Water Level Expansion Unit. As installed, the Expansion Unit only controls boiler drum level, not draft as the three existing boiler stacks do not have draft control dampers. Please confirm if the scope is intended to provide draft controls for existing boiler 1, 3, & 4.
Answer: Draft control is not intended to be added to the existing boilers.
25. Specification Section 23 52 39-2.3.C.5.c calls for 30ppm NOx emissions when firing natural gas. The boiler schedule on Contract Dwg. MP701 does not specify any NOx performance. There does not appear to be any Local, County or State requirements for NOx performance for a boiler of this input capacity. Please confirm if 30ppm NOx performance while firing natural gas is required.
Answer: Provide 30PPM burner per specification.
26. During the pre-construction meeting, it was noted the existing B1, B3 & B4 boilers are fitted with Weishaupt burners. Specification Section 23 52 39 details a burner that utilizes air atomization for fuel oil firing, the Weishaupt burners appear to utilize pressure atomization. Additionally, contract Dwg MP507 (Plant Fuel Oil System P&ID) reflects a design consistent with Weishaupt burners. Please advise if the intent of the project is to utilize a Weishaupt burner for the new B2 boiler.
Answer: DWG MP507 shows air atomization.
27. Note 5 on P200 requires an SOG concrete patch. No detail is provided for the patch. Please provide.
Answer: Refer to specification section 03 30 00 for concrete patching requirements.
28. Previous bids we were to provide pricing without the necessary work/materials for boiler #2. This this still the case and if so will a new Bid sheet be provided?
Answer: There will be no Bid Deducts so this question is non relevant.
29. MH drawings show us replacing some of the 3” blowdown piping in the trench. MP drawings show this pipe as existing, and we only tie the new boiler-2 1-1/2” blowdown piping in and do not replace any of the main. Which is correct?
Answer: The main line should be replaced as indicated on MH drawings.
30. P drawings and MH drawings show the gas as 4” to the new boiler #2. MP201 shows this new gas as 2”. Which is correct?
Answer: The 2" gas line shown on MP201 is the correct size.
31. P drawings and MH drawings show the fuel oil supply and fuel oil return as 1” and ¾” respectively. MP201 shows this fuel oil as ½” & ½”. Which is correct?
Answer: The 1/2" FOS, 1/2" FOR shown on MP201 are the correct sizes.
32. Where flow meters are being replaced, are we to provide removable blankets for these replaced meters? Or do the meters have existing removable blankets that we are to re-use?
Answer: Yes, provide removable insulation covers for the replaced meters.
33. MH201 note 18 calls for a removable blanket on the feedwater check valve. There is an adjacent gate valve which does not have a removable blanket that is shown in the picture. Does this gate valve also need a removable blanket? Do the supports for these valves need to be modified to allow for the removable blanket installation?
Answer: Yes, provide removable cover for the gate valve. Revise the supports to allow for installation of the cover.
34. Please provide a specification for insulation of domestic cold water / softened cold water / make-up water. We could not find a specification in the HVAC or plumbing specs for this system.
Answer: Provide 1" elastomeric insulation for domestic cold, soft, and make-up water. Refer to specification 22 07 11 paragraph 3.2.F for additional information on elastomeric insulation.
35. MP501 shows a bypass line and a tap and globe valve on the 6” HPS tie in for new boiler #2 but does not show a size. What size is this bypass? Is this a full-size bypass or is it smaller?
Answer: The bypass shown is intended to be a 1" warmup line.
36. MP501 shows an emergency eductor 1-1/2” raw water line to the boilers for all boilers but the new boiler #2. Please confirm boiler #2 doesn’t require an emergency line.
Answer: Confirmed this is not required for Boiler 2
37. MP201 showed a gate valve off the boiler #2 outlet. MP501 shows what appears to be a non-return valve off the new boiler #2. Can you clarify what valves are required off boiler #2 on the high-pressure steam? Typically, we see a non-return valve, a gate valve, and 2 code welded ASME spool pieces. Does the boiler require both a gate valve and non-return valve on the outlet (and the existing gate valve on the tap off the main)? Or does it require just a non-return valve on the outlet only (no gate valve)?
Answer: New gate valve and non-return valve at the boiler outlet, plus the existing gate valve at the header.
38. Drawings ASB-1, ASB-2, ASB-3 & ASB-4 appear to only have general notes and not drawings notes matching with the numbers indicated on the drawings. Please supply drawing notes if this is correct.
Answer: Please disregard the hexagonal keynote symbols in the drawing background.
39. Drawings LBP-1, LBP-2 & LBP-3 appear to only have general notes and not drawings notes matching with the numbers indicated on the drawings. Please supply drawing notes if this is correct.

40. Is there a basis of design or detail for the non-penetrating weighed aluminum guardrail?
Answer: Basis of design is Kattsafe GR34 Non-Penetrating Guardrail system.
41. Are we to follow all previous contract documents?
