MICHAEL F. WHITE
Contract Officer michael.white9@va.gov 460-321 New Parking Garage RFIs responses through 2/14/2019 Q1: Reference Contract Drawing EP101, General Sheet Note 7, and Specification Section 14 24 00, paragraph 2.33. We understand that the VA requires an ADA compliant auto dial telephone system which provides a two-way hands-free communication system which will automatically dial out to pre-programmed phone numbers with automatic rollover function to two phone numbers and is located in the car operating panel. Note 7 outlines an integrated wall phone. Please clarify if the VA prefers a standard integrated wall phone in the control panel with a engraved door or the standard ADA auto dial telephone system which is installed behind a perforated stainless steel panel without a typical handset (wall phone). In addition, it should be noted that the construction documents do not detail a typical telecom system for the parking garage, i.e., wall phones or lines to support the hands-free auto dialer telephone system specified for the elevators. Please provide information on the type of telephone system used for the existing elevator emergency telephone system and where we can tie in the new auto dial telephone lines that will support the new elevators.
A1: VA prefers a standard ADA auto dial telephone system installed behind a perforated stainless steel panel without a typical handset. New parking garage does not have any telephone infrastructure. The hands-free auto dialer telephone system for the elevators will require twisted pair telephone cables routed from building 1, room 156 (telecom room) utilizing the same routing as the new security FO routing shown on the Civil drawings.
Q2: Reference Contract Drawings E401 (detail 2), E601 (single line distribution), and Specification Section 14 24 00, paragraphs 2.4.B., C.; paragraph 2.10 A-F; and paragraph 2.12. There are several issues that I will outline related to the contract drawings and specifications related to the electrical service to the elevators and the way the controls are specified for the elevators when they are connected to an emergency generator along with a simple recommendation to resolve the issues noted.
a. The power plan for the elevator machine room (E401, detail 2) should show two lockable shunt trip circuit breakers located on the strike side of the door for feeding each elevator controller.
b. The power plan should note the circuit for elevator #1 (Distribution Panel, Circuit 5: DP5).
c. Currently the single line notes that elevator #2 is connected to emergency power (EDP) and elevator #1 is on normal power (NDP). The elevator specification was edited based on the elevators being connected to an auxiliary power source (generator) and notes the standard auxiliary power operation for the elevators where the elevator controllers will operator one car at a time to safely land the elevator at the main floor (ground floor for this project) and open the doors and shut down and then lower the second elevator to the main floor and open the doors and shut down. Then, based on how the selector switch for the aux power mode is set up, i.e., automatic or manual, one car will return to normal operation on emergency power. The elevator controllers are designed for auxiliary power operation based on both elevators being connected to the emergency power distribution system. In addition, there are several relays required with adjustable timers for sequencing the transfer operations and these are described in paragraphs 2.10.B., C., D., & E.
Recommendation: It would be our recommendation to add a standard emergency rescue unit (battery backup control unit – Rescuvator – web link for general info: http://www.colleyelevator.com/pro_battery.html ). A rescuvator is a standard design feature for buildings without emergency power or power limitations. It provides power to the elevator controller to lower the elevator to the lowest level on loss of normal power and supplies power to the door controls. It allows for a safe landing and to allow enough time for passengers to exit the elevator. Upon restoration of normal power, the rescuvator automatically resets and returns the elevator to normal operation. The aux power operation noted in the specs would then need to be edited to add the rescuvator unit and modify the aux power operation to just one elevator.
A2:
a. It is acceptable to locate lockable shunt trip circuit breakers in electrical room. E-601 shows enclosed circuit breakers stated.
b. Panel schedule notes circuit for elevator as does single line diagram.
c. Install Rescuvator or equal for elevator #1 operation.
Q3: Reference specification 31 63 26 and also Q&A 26 from RFI answers in amendment 0005 concerning drilled concrete pier load tests. The answer given in Q&A 26 does not provide any clarity and does not answer the question asked. Please provide an answer to the question so all may have a clear basis to bid by. The answers to these questions, or lack thereof, greatly affect the price of this work.
a. Is a load test required?
b. How many load tests are required?
c. What diameter pier is to be tested?
d. What are the required test load capacities?
e. Can the test be performed on a production pile?
f. Is the load test to be accomplished by the Statnamic Test Method or the Osterberg Cell Method?
A3: a. Yes
b. One passing load test is required
c. Test a DP72 or larger diameter
d. Load capacity is 50 kips/square foot. Testing agency to determine required testing load based on pier size tested and selected testing procedure.
e. Yes, but if the drilled pier fails during the test, it will need to be replaced at the contractor’s expense.
f. Both test methods or static load testing are acceptable as long as they conform to the requirements of ASTM D1143 as required in the specifications.
Q4: Reference specification 31 63 26, section 1.7. The plumbness requirement of 1 inch in 10 feet for full depth is (.83%). According to ACI-336.1-01, tolerance for out-of-plumbness of piers shall not exceed 1.5%. Can the plumbness tolerance be per ACI-336.1-01?
A4: Follow the plumbness requirement in the specification.
Q5: Reference specification 31 63 26 and also Q&A 28 from RFI answers in amendment 0005 concerning drilled concrete pier bottom test probes. Based on all the parameters surrounding this site and this scope of work, probe testing is extremely unsafe to perform as mentioned in question 28, and additionally it doesn’t provide rock recovery percentages as prescribed. In order to know that rock recoveries are greater than 85%, is it acceptable to perform a cored boring at each shaft location prior to drilling, and core the rock twice the shaft diameter as mention in specification?
A5: This is acceptable but “the tip of the caisson shall be observed and approved by a qualified testing agency registered and licensed in the state… The shaft shall be inspected, cleared of mud, water, loose material and debris.” per Section 31 63 26 Paragraph 3.3.A.
Q6: Please clarify where the compressible expansion joint is to be installed. Detail 4/S.03 required this material to be installed on all horizontal and vertical locations exposed to view. However, Detail 3/AS1.3 indicates the compressible materials to be installed at the top tier only.
A6: Provide in all visible locations per detail 4/S0.3
Q7: Signs S-11, S-11A and S-11B are specified in the sign schedule to be VA Specification Sign Guide Types IN-01.02 (Fire Equipment), single sided, flush mount against wall. However, Sheet AS-803/2 shows the sign style as a double-sided, flag mount (perpendicular to wall) signs with an aluminum bracket, following VA Specification Sign IN-01.03.
a. Is Sign Type S-11 one-sided, flush mount (IN-01.02) or two-sided, flag mount (IN-01.03)?
b. Is Sign Type S-11A one-sided, flush mount (IN-01.02) or two-sided, flag mount (IN-01.03)?
c. Is Sign Type S-11B one-sided, flush mount (IN-01.02) or two-sided, flag mount (IN-01.03)?
A7: Signs S-11, S-11A and S-11B per detail 2 on AS803 (IN-01-.03).
Q8: Sign S-18 is specified as VA Sign Guide Type IN-16.51 in which there are three message layout designs. The Sign Schedule indicates the lettering to be 3” high, which follow Layout A. Drawing AS803/9 shows the left arrow graphic to be 3” x 3”, which follows Layout C, but Layout C specifies 2” letters. Is this sign to follow Layout A, left arrow graphic 4”, with 3” lettering or Layout C, left arrow graphic 3”, with 2” lettering?
A8: Follow layout A, 4” Arrow and 3” letters.
Q9: Sign S-19 is specified in the Sign Schedule as VA Sign Guide Type PS-09, a PVC “Bang Bar” of either Type A (6” dia) or Type B (flat 6” high), both designed to be suspended and hung by cable. However, the Sign Schedule shows the sign to use Mounting Detail 12 which is a welded back mount for a metal sign. Sheet AS201 (east and north elevations) show these two signs to be installed flush on the walkway exterior and not to hang below. Please advise if this sign is to be PS-09 Type A or PS-09 Type B or other and what the required mounting options are?
A9: Sign S-19 goes on the north and south sides of the Connector structure, as shown on 3/AS201 North Connector Elevation and 2/AS801. Mounting detail 12/AS803 applies, except connection is to a metal structure, not concrete.
Q10: Sign S-19 is specified in the Sign Schedule with text to read: Clearance 16’-0”. However, Sheet AS803/10 shows the text as Clearance 16’-4”. Which is the correct text?
A10: 16’-0” since this is the called out elevation on detail 3/AS201.
Q11: What is the ISO thickness?
A11: 0.080” thick.
Q12: Could more details be provided about the Roof Parapet and Scupper shown in Detail 12/AS1.5? How high is the parapet? Is coping required on the parapet?
A12: TOW is called out on AS1.3. No coping is called out on detail 12/AS1.5. EDPM membrane goes up to termination bar.
Q13: Please clarify the thickness and finishes for Sign Types 1, 2, 3, 4 and 5.
A13: Aluminum 0.080” thick
Q14: What is the design concept for Sign Type 15. The copy on Sheet AS803 looks like a bundle of sticks.
A14: The concept is solid aluminum letters, 4’-8” high and 2” deep. Please disregard the ‘bundle of sticks’ graphics.
Q15: Please provide finish for Sign Type 17.
A15: Powder Coated aluminum, VA Blue
Q16: Please confirm that Sign Types 11 and 18 are painted letters on the floor.
A16: No, they are not painted letters on the floor. Sign type 11 is per detail 2/AS803 and Sign Type 18 is per detail 9/AS803 End of Document
