460-321 New Parking Garage
RFIs responses through 2/7/2019
Q1: Reference Contract Drawing EP101, General Sheet Note #4. Please advise if a block out in the precast double tee(s) is an acceptable for running raceways and utilities through the double tee(s) in lieu of individual sleeves as noted.
A1: Use of a block out is acceptable.
Q2: Reference Contract Drawing E401, Details 3 & 4, and Specification Section 23 09 23.
a. Please provide information on the existing DDC and ECC control systems (make and model numbers) currently installed and provide a point of contact (name, phone number & email) for the company that maintains and updates the control systems at the facility.
b. The specifications note that we are to install a peer-to-peer stand-alone control system in the garage with a portable operator terminal (laptop) and digital display unit. The contract drawings indicate specific points to be interfaced into the existing DDC and ECC system. It would be helpful to all bidders to have a defined points list which indicates the type of inputs and outputs required and the type of information that is to be displayed on the digital display unit.
c. Please advise on the location for the digital display.
d. Would it be acceptable to add a new local DDC control panel in the garage and have it provide the control, monitoring, and alarm conditions back to the Engineering Control Center (ECC) with a remote terminal connection in the local DDC control panel?
A2:
a) Modern Controls is the local vendor for BAS controls integration. Contact information provided previously.
b)See response d below c)Locate in the same room where AC units are located.
d)Provide a local control panel that controls and monitors equipment status, space temperature, and alarm conditions, and interfaces with the existing BAS in the ECC.
Q3: Reference Specification Section 14 24 00, paragraph 2.13, Medical Emergency Service.
Please confirm that medical emergency service is required for the elevators. Also note that only one elevator is on medical emergency so if medical emergency is required the VA should consider having it only on elevator #2 which is on emergency power.
A3: Paragraph 2.13 D calls for Medical Emergency Service system to request the nearest elevator in service. This system is to apply to both cabs.
Q4: Reference Specification Section 14 24 00, paragraph 2.17, hydraulic plunger assembly. The specification notes that the plunger shall be provided for the noted future travel requirement.
Please clarify the noted requirement. Normally a hydraulic elevator has a welded stop ring on the plunger to limit the final travel of the plunger. We would recommend that the VA consider installing the casing to provide for future travel and install a plunger for the current height of the garage. It is possible that with two (2) future floors the plunger will need to be a multi-stage plunger. Please clarify.
A4: This is acceptable.
Q5: Reference Specification Section 26 05 73, Overcurrent Protective Device Coordination Study.
Please provide a copy of the current overcurrent protective device study which shows the available fault currents for the medium voltage switchgear (MV Switch #2 – 4351 SCA).
A5: Assume infinite source to new MV transformer.
Q6: Reference Specification Sections 26 32 13, Engine Generators, and 26 36 23, Automatic Transfer Switch. Please advise where we are to install the remote annunciators.
A6: Remote Annunciators are to be installed in ground floor electrical room.
Q7: Print calls out lock-crimp mesh, spec calls out intermediate crimp, which would the architect like?
A7: Provide 'Lock Crimp'
Q8: Spec calls out both 4 gauge wire (.225" diameter) and ..250", which would the architect like?
A8: .250”
Q9: Screen detail 11 calls out welding the angle bracket to the panel intersection at the top and bottom - this is done at installation, correct?
A9: Means and methods, Contractor to decide.
Q10: Would we be providing the angle clips?
A10: Prime Contractor shall determine which sub supplies what.
Q11: Elevation type 1A-4A - are panels welded together side to side, or will bolt holes be necessary to bolt them together?
A11: See detail 4 on AS502.
Q12: Ramp slopes - none given on 5C or 5E.
A12: 5C is the same as 3A (1.86%). 5E is the same slope as 4A(4.44%). Verify in field beforefinal fabrication.
Q13: 5E and 5C all have multiple quantities, would these all have the same slope?
A13: 5C and 5E have different slopes. See previous answer.
Q14: 5E and 5C are all connecting mid-run to other runs, are these connecting together and am I to assume the end panels are 24" panels?
A14: Connection detail is 4 on AS502. Distance to Gridlines is 12", so endpanels should be 24".
VIF before fabrication.
Q15: Converting a 1.88% slope gives me 1.08 degrees - is this correct (this would be VERY LITTLE slope)?
A15: 1.08 degrees is the right conversion. VIF measurements before fabrication.
Q16: Converting a 4.44% slope gives me 2.54 degrees - is this correct (this would be VERY LITTLE slope)?
A16: 2.54 degrees is the right conversion. VIF measurements before fabrication.
Q17: We would not provide the angled tube posts for TYPE 5A-5F, would the steel erector or architect have drawings prepared for the exact angle for all of the panels based on the tube dimensions and the compound angles of the upper panels?
A17: See detail 9 on AS502. Coordinate with steel erector. VIF before fabrication.
Q18: Would the erector verify all field dimensions before fabrication (we would not travel to NJ for this)?
A18: Both the steel erector and the screen fabricator need to VIF dimensions before fabrication.
Q19: What is the quantity on Elevation Type 2E (none listed)?
A19: 2E happens once on West Elevation (1/AS202) at the ground floor between GL-B and GL-C and again on East Elevation (1/AS201) at the ground floor between GL-A and GL-B.
Q20: Spec calls out that all fasteners must match the finish on the panels, but also calls out stainless security fasteners, is there any spec on the stainless security fasteners?
A20: Use Hilti HY-200 Epoxy Adhesive anchors or approved equal.
Q21: Would these all be delivered at the same time, or would there be phase type schedule?
A21: To be determined by Prime Contractor
Q22: Reference specification 10 22 13, 2.2.C. Finish. It is unusual to see the finish to be BOTH hot dip galvanized AND powder coated. Please verify if this is correct, that the Wire Mesh Screens and its associated support framing receives both of these finishes.
A22: Provide finishes as specified.
Q23: Reference the Finish Schedule on sheet AS503. It states that Room 402 - Stair #1 4th tier receives lay-in ceiling, but the reflective ceiling plan on 3/AS1.2 does not indicate any lay-in ceiling in the stair area, only the lobby. Please clarify if lay-in ceiling is required in stair #1 / room 402?
A23: No lay-in ceiling is required on room 402/Satir #1.
Q24: The drilled caisson specification section 1.6A states unit rates per length of each type of caisson shall be provided. What length of soil and rock for each diameter shall be assumed?
A24: Use 1 foot as a unit length
Q25: There appears to be a conflict between the specification, drawings and geotechnical report regarding the caisson lengths. Drawing SB001 gives criteria for shale (none present) and Drawing SB001 give Tip Elevation of 21. The specification simply states “gnesis bedrock” and geotechnical report states socketed 3 feet into “relatively sound” bedrock corresponding to an elevation of +/- 23. Please clarify where caissons are to be terminated and who will make this determination.
A25: From the geotech report, pg. 5: "The drilled shafts will have to be carried to "relatively sound" bedrock, which will be characterized by rock core recoveries greater than 85%." A geotechnical engineer will need to be onsite to perform the required testing to ensure that this condition is met
Q26: Details 1, 2, 3 & 4/S2.1 all have a note stating that these walls are designed as basement type walls and that shoring of said walls will be required. Details 5 & 8/S2.1 do not have such notation. Won’t these walls also require some type of shoring?
A26: Details 5 and 8 show pre-cast connections to foundations and should be performance engineered by pre caster.
Q27: In specification 31 63 26 – page 8 section G mentions that casing should be zinc coated corrugated steel. The foundation drawing doesn’t require permanent casing for the drilled shaft, so please clarify if zinc coated casing is required for temporary casing?
A27: It is required for the temporary casing
Q28: The foundation drawing doesn’t mention any requirements for rock socket length. The bottom of drilled shaft elevation is provided in the foundation drawing. Based on the boring information, to achieve the required shaft tip elevation (21’ Elevation), up to 13.7’ of rock removal is required (see boring B-1 top of rock elevation 34.7’). The geotechnical report by Urban Engineers indicates that 3’ of sound bedrock can achieve the end bearing requirement. For the basis of the bid, please provide the required rock removal length for each drilled shaft or if only three foot of rock is required on each shaft, please provide the expected top of rock elevation and tip elevation for each shaft.
A28: Tip elevations to be used for bidding purposes are shown on SB101 and SB102. A 3' socket is required. Actual rock elevations encountered in shafts will be used for adjusted final pricing.
Q29: What is the procedure to see the rock cores.
A29: Bottom of all shafts to be inspected by qualified personnel to verify rock quality and perform rock cores.
Q30: Is load test required? If yes, then please provide the details for the load test such as if the test will be conducted on the sacrificial shaft or the production shaft, and load details.
A30: Load test is required to be performed in accordance with ASTM D1143. Test can be performed on a production shaft.
Q31: It is not possible to determine cast in place wall elevations on AS 201 and AS 202 from the information provided on the plans. For example column line C-5 on sheet As 202 scaling 1/8” / ft shows a 10’6” total wall height from bottom of the mesh to top of grade beam. Using the elevations provided on sheets S 1.0 and S 101B the calculation for the wall height and pier at C5 is relative only to the varying deck elevation and not 0’0” datum (finish floor) making it difficult to determine required wall height and pier elevations. Please provide an elevation plan for all cast in place concrete walls and piers. Please provide a CIP wall and pier schedule providing required finish heights related to grade beam elevation or finish floor and reinforcement requirements etc.
A31: ETW and ETP elevations on S1.0 are based on the Ground Tier base elevation of 0'-0" (Ref.
Elev. 87.67'). For example, the ETW of + 0'-5" on GL-C1-2 matches the 5" difference shown on the South Elevation on AS202. T/GB elevations on SB101 are based on the Ref. Elevation of
87.67. GB1 on GL-C1-2 is called out to be 81', so the CIP wall height in that span is (87.67' - 81') + 5" = 7'-1"
Q32: There is conflicting language regarding color and finish of the cast in place concrete walls.
AS202 Note # 8 calls for CIP finish and color to match precast ….. sandblast finish per note 1 per the same drawing; Detail 4 S2.1 calls for CIP walls to be rubbed with grout color and finish to match pre cast concrete.
Please provide direction on the following:
a. Is the cast in place concrete walls batch concrete to be colored to match precast panels?
b. Are concrete walls to be sandblasted as called out on drawing AS202 or rubbed with colored grout per S2.1 detail 4?
A32: CIP walls batch concrete to match pre-cast panels in color and finish.
Q33: Please confirm the tooled 1 ½” deep control joint details shown on 5 and 6 sheet S 0.2 must be used on the project and that saw cut control joints are prohibited for the S.O.G.
A33: Confirmed, saw cut is prohibited.
Q34: Reference the temporary construction fence drawing issued with amendment 5. It shows the fence cutting through the main parking lot, basically up against the north edge of where the new parking garage goes. Is the intent to not block off this portion of the parking lot?
A34: Intent is to permit as much surface parking as possible for VA use throughout the duration of this project. Exact fencing location and shutdowns required for underground utility work to be coordinated with the COR
