About this file

This is an amendment to a combined solicitation/RFQ issued by the Department of Veterans Affairs Network Contracting Office for fire alarm service and upgrade work at three New York-area facilities: Manhattan, Brooklyn, and St. Albans. The solicitation number is 36C24226Q0191, with a response deadline of February 4, 2026 at 4:30 p.m. Eastern Time. This procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBCs) under NAICS code 561621 with a size standard of $25 million.

The scope of work includes annual and semi-annual fire alarm system maintenance and inspections across all three facilities, system upgrade to replace the Edwards EST-3 panel at St. Albans, printer installation and testing, and on-call labor rates for repairs at regular, overtime, and holiday hours plus parts pricing. The facilities contain approximately 2,742 total fire alarm devices across 26 buildings: Manhattan has 5 buildings with 657 devices (Notifier by Honeywell ONYX Series panels), Brooklyn has 8 buildings with 1,097 devices (mix of Notifier Pittway and Honeywell panels), and St. Albans has 13 buildings with 988 devices (Edwards EST-3 panels). The contract structure includes a base year plus four one-year option periods. Contractors must hold NICET certification, perform smoke detector sensitivity testing annually per solicitation requirements (not NFPA 72 alternates), and handle FDNY filing notifications for monitoring station changes. Existing AutoCAD drawings will be provided as baseline documents but contractors must field-verify conditions and update accordingly.
