About this file

This is an amendment to a combined solicitation/RFQ for fire alarm service and upgrade work at the Department of Veterans Affairs New York Harbor Healthcare System. The solicitation (36C24226Q0191) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 561621 with a $25.0 million size standard. The contracting office is located in Buffalo, NY (14215), and the point of contact is Contract Specialist Christopher Weider. The response deadline has been extended to 4:30 p.m. Eastern Time on Wednesday, February 4, 2026, and the period for vendor questions is now closed.

The scope of work encompasses maintenance, inspection, upgrade, and repair services for fire alarm systems at three VA facilities: Manhattan (423 E. 23rd Street, New York, NY 10010), Brooklyn (800 Poly Place, Brooklyn, NY 11209), and St. Albans Community Living Center (Jamaica, Queens, NY 11425). Required services include one annual and one semi-annual fire alarm system maintenance and inspection at each facility, system upgrade to replace an Edwards EST-3 panel, and labor for repairs at regular, overtime, and holiday rates, plus parts for repairs. Key clarifications from vendor questions include: NICET certification is required (CFAT/CFAD recommended but not mandatory); smoke detector sensitivity testing must be performed annually per solicitation requirements; panel programs will be available for contractor technician programming; FDNY filing paperwork is required despite federal site status; elevator recalls may be performed during normal operating hours; and unforeseen repairs should be quoted with an annual labor rate, with detailed cost estimates provided after award if repairs become necessary. The most recent annual inspections were completed in December 2025.

2. When were the most recent annual inspections completed for each of the facilities covered under this scope of work?

4. Can you please confirm if we are to perform smoke detector sensitivity testing every year per the solicitation, or every other year in accordance with NFPA 72?

5. Will the programs for each panel/site be available for our techs to program the new monitoring central station?

Yes.

6. FDNY requires filing paperwork to notify them of a change to the monitoring central station. Since these are federal sites, will filing to notify FDNY be required?
