1. Could you please clarify which breakers are required to receive primary injection testing (e.g., by building, amperage, or panel)?
Brooklyn Response: All Switchgear A & B breakers shall be Primary Injection Tested for year 1 ONLY. Secondary Injection Testing shall be required thereafter.
St Albans Response: Primary Injection Testing for all breakers/switches in Buildings 64, 65, 88, 89,167 168, 169, 173, and all rooms for year 1 ONLY. Secondary Injection Testing shall be required thereafter.
SOW Revisions: Section 11.A.14. Three-year Circuit Breaker Maintenance in compliance with NETA regulations, per specific circuit breaker type is hereby amended to include line g. Conduct primary injection testing on year 1 only. All subsequent years shall have secondary injection testing conducted.
Section 11.A.16. b. iii. is hereby amended from Test functions of the trip unit by means of primary current injection testing.

2. Bolt‑in low‑voltage air breakers (St. Albans) We understand some breakers on the St. Albans campus are bolt‑in LV air breakers.
Request: Does the VA require primary injection testing for these units? Primary injection of these type of breakers will increase testing duration, outage windows, and coordination needs.
VA Response: No
3. Molded Case Circuit Breakers (MCCBs) Request: Please provide a detailed inventory of circuit breakers.
VA Response: Detailed list of Brooklyn breakers is attached. Brooklyn’s 2021 Electrical Testing & Maintenance report may be provided to the awarded contractor. Please see Attachment B for the St Albans equipment list. No additional reports are currently available for St Albans.
4. Power requirements for test equipment The PWS states that if the contractor requires a specific power source for test equipment, details must be submitted with the proposal. We anticipate requiring power for a primary injection test set.
Request: Please confirm the VA can accommodate temporary power (voltage, available capacity, location(s), and access) for the primary injection set during planned outages. If there are restrictions on tie‑ins or receptacle use, please advise.
VA Response: Yes, the VA can accommodate temporary power.
5. Oil change cadence Request: Are full oil changes expected annually under this contract, or only when due per each manufacturer’s service interval and operating hours?
VA Response: Only when due, per manufacturer specs, starting with year 1 of contract.
6. Maintenance history by unit Request: Please provide the date and scope of the last completed oil service for each generator at both Brooklyn and St. Albans. This will determine which units are within/past service intervals for oil change and/or oil analysis.
VA Response: Please consider all generators due for service.
7. Oil handling, storage, and disposal Request: Will the VA provide on‑site storage/containment for used oil drums and waste oil during service? Or should the contractor plan for immediate off‑site removal and disposal of all waste materials (oil, filters, absorbents), including any manifesting or documentation requirements?
VA Response: Contractor shall provide oil containment and immediate off-site disposal with waste manifest documentation.
8. Electrical Distribution Documentation Request: Will the VA provide current single‑line diagrams and/or updated electrical distribution drawings prior to testing? Accurate diagrams are critical for tagging, identification, LOTO, safe isolation, and sequencing. If updates are in progress, please share the latest redlines/as‑builts available and note any known discrepancies.
VA Response: Yes.
9. The PWS states annual relay testing.
Request: Please confirm whether trip‑setting verification and calibration are required each year, or if functional testing only is expected annually with calibration at a longer interval (e.g., 3–5 years) per manufacturer/NETA guidance. If settings review is required annually, please confirm the expectation to capture, compare, and submit settings reports with each annual test cycle.
VA Response: Relay test reports shall satisfy NFPA requirements and shall be submitted by contractor upon submission of project schedule.
10. Work Duration and Sequencing.
Request: Is the annual scope intended to be performed consecutively over a defined block of days/weeks, or may it be distributed throughout the year at the VA’s direction? If distributed, please indicate anticipated intervals or priorities (e.g., by building, system, or campus).
VA Response: Scope is intended to be conducted consecutively, within an 8-weekend period per campus.
11. Existing or planned outage schedules Request: Does the VA maintain or plan to publish a shutdown calendar for:
• Years 1 & 3: Major switchgear/switchboard and generator testing years
• Years 2, 4 & 5: Routine/annual testing years If available, please share planned outage windows or historical preferred months/quarters when outages are typically approved for each campus.
VA Response: No. TBD upon award, based on existing operational conditions of each facility.
