B.2 STATEMENT OF WORK

1. Title: Electrical System Inspection, Testing and Maintenance

2. Background The Department of Veterans Affairs, New York Harbor Healthcare System Engineering Service at the Brooklyn and St. Albans healthcare facilities are required to perform regular maintenance on their electrical equipment including, but not limited to, transfer switches and fifteen (15) generators (including load bank testing). The Brooklyn campus and St. Albans CLC generators are designed to provide back-up electrical power during an unforeseen outage of the primary electrical source and minimize additional disruptions to critical services.

3. Introduction:

A. The VA is dedicated to optimizing its physical environment and ensuring the seamless operation of our medical facility. A major objective is the prevention of engineering related safety hazards. This project details requirements to support the mission above.

B. This Statement of Work (SOW) describes the requirements for the inspection, testing, maintenance, and/or calibration of the Electrical Power Distribution System at the Brooklyn VAMC, and St. Albans CLC.

4. Equipment A. Brooklyn electrical equipment (including transformers and ATS) - Attachment A B. St Albans electrical equipment (including transformers and ATS) - Attachment B C. Generators – See Section 11.C.

5. Contractor Qualifications:

A. The Contractor shall have resources (employees, supervisors, material and equipment) explicitly dedicated to the performance of this contract. A point of contact shall be on site during the full performance of each task.

B. Contractors shall be experienced electrical contractors, having properly trained, certified and licensed permanent staff to perform the proposed work. Electrical contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business.

C. Contractor personnel doing testing shall be certified by the International Electrical Testing Association (NETA) or NICET as Certified Technicians with no exceptions.

D. Contractors shall have technical training and a minimum of five (5) continuous years of experience working in maintenance, inspection, and testing of the relevant electrical power distribution systems and related components in a healthcare setting or equivalent in industrial, educational, and commercial facilities. Electrical components on which the Contractors shall have experience include but are not be limited to switchboards & switchgear (low and medium voltage); generators; low voltage controls; motor control centers, wiring, transformers, meters, and other electrical appurtenances.

E. The Contractor shall have technical training and a track record of proven experience with generator operations, load banking and annual service for a minimum of five (5) continuous years.

F. Contractors shall have ready access to the latest versions of the following references:

1. NFPA 70, National Electrical Code

2. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance

3. NFPA 70E, Standard for Electrical Safety for the Workplace

4. NFPA 110, Standard for Emergency and Standby Power System

5. OSHA Standard 29 CFR 1910, Subparts I & S

6. International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications

7. VHA Directive 1028, Electrical Power Distribution System G. Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely.

1. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.

2. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration.

3. Dated calibration labels shall be visible on all instruments, test equipment, tools, and PPE as appropriate.

6. General Administration:

A. If the contractor requires a specific source of power, for any test equipment, details of power requirements must be submitted with solicitation response.

B. The Contractor Program Manager shall be required to visit the site at least twice annually and meet with the COR or their representative(s) to discuss and develop mutual understanding relative to work status, safety, quality, and other contractual requirements. This requirement can be cancelled at the discretion of the COR. The Government reserves the right to schedule meetings to discuss or resolve issues/problems it deems to be critical.

7. Safety A. Contractors shall have safety training, either on-the-job or class-room type. Training certifications shall be submitted to the COR prior to work. If no training certifications are available, the contractor’s employer shall certify that he/she has met this requirement in writing and submit it to the COR for approval prior to work.

3. Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.

8. Period of Performance Performance shall be for a period of one year with four option years.

9. Schedule A. Unless otherwise noted, regular working hours are defined as Monday-Friday between 7:00AM-3:30PM.

C. Services shall not be required during federal holidays. Federal holidays include any holiday declared by the President of the United States, including:

11. Requirements A. Electrical Equipment Inspection, Testing and Maintenance

1. Testing shall be performed in compliance with manufacturers’ recommendations and per the applicable procedures as outlined in the latest edition of the ANSI/NETA Standard for Maintenance Testing Specifications and/or as noted in this document.

2. Contractor shall provide maintenance of low voltage air circuit breakers. Testing and maintenance of the breakers is required under this contract to include infrared scanning to detect any electrical deficiencies.

3. Contractor shall affix label on all equipment tested, documenting at a minimum the date of test, equipment tested, name of testing firm, and name or initials of testing technician.

4. Unless specified elsewhere in this document, any test labeled as “optional” by NETA is not required.

5. Visually inspect for sign(s) of overheating, misaligned contacts, damaged insulation, or loose lugs.

6. Equipment shall be cleaned of accumulated dust and dirt.

7. Contractor shall use a vacuum cleaner to remove large debris; compressed air is not to be used for this purpose.

8. Lubricate all moving parts as recommended by the manufacturer with manufacturer approved lubricants.

9. Contractor shall replace the backup battery and switchgear PLC battery, types ½ AA 3.6v Lithium, once per 2 calendar years.

10. Testing shall be completed in the following sequential phases:

a. Infra-Red Scanning/Thermography Survey

i. Scanning shall be performed on the electrical equipment, automatic transfer switches and generators. Contractor shall advise the facility in advance where and if panel covers need to be removed.

ii. Contractor shall use an infra-red scanning camera to detect hot spots in the emergency power distribution system. The objective of this work is to detect any loose, broken, or corroded connections in the system.

iii. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications. This work should be done first before any of the hands-on testing is conducted.

iv. Contractor shall provide a thermographic survey report as specified in ANSI/NETA MTS.

v. Note that since this work item must be done while the electrical power distribution system is energized, appropriate safety precautions must be taken before, during and after scanning the system.

vi. Emergency side of transfer switches, emergency paralleling switchgear, emergency busways and emergency generator breakers must be scanned during regularly scheduled generator tests. (second Thursday of each month between 4:00AM and 7:00AM for A & B board generators. From 9:00AM to 10:00AM for Building 14 generator.)

b. Visual inspection, physical maintenance, mechanical and electrical testing of all electrical power equipment, in accordance with NFPA and Joint Commission requirements.

11. Dry Type Transformers shall be cleaned exteriorly and inspected for signs of overheating with infrared thermal detecting equipment. No other maintenance is required.

12. Switchgear and Switchboard Assemblies (Conducted Year 1 & 4 of this contract)

a. Visual and Mechanical Inspection

i. Inspect and note the general condition of each section and document equipment nameplate information.

ii. Inspect physical and mechanical condition.

iii. Inspect anchorage, alignment, grounding, and required area clearances.

iv. Verify the unit is clean.

b. Electrical Tests

i. Perform insulation-resistance tests on each bus section, phase-to-phase and phase-to-ground.

ii. Perform a dielectric withstand voltage test (Hipot Test) on each bus section.

iii. Perform secondary current-injection tests on the entire current circuit in each section of switchgear.

iv. Perform system function test.

v. Verify Operation of cubicle switchgear/switchboard space heaters.

vi. Provide service on switchgear battery bank per NETA 7.18.1.2, including optional load test per 7.18.1.2.B.5

vii. Test breakers using secondary injection utilizing the appropriate EATON test kit. Note, that EATON might be considered proprietary by the manufacturer and that test kit and service might need to be supplied from an authorized service technician.

13. Transformers, Dry Type, Air-Cooled, Large (Conducted Year 1 & 4 of this contract)

a. Visual and Mechanical Inspection

i. Verify and document equipment nameplate data.

ii. Inspect physical and mechanical condition.

iii. Verify anchorage and alignment.

iv. Verify unit is clean.

v. Verify that as-left tap connections are specified.

vi. Verify presence of surge arresters.

vii. Verify that cooling fans operate, and fan motors have the correct overcurrent protection.

viii. Inspect bolted electrical connections for high resistance using a low- resistance ohmmeter

b. Electrical Tests

i. Perform an insulation resistance test on each winding and winding to ground.

ii. Verify correct secondary voltage phase-to-phase and phase-to-neutral after energization and prior to loading.

iii. Perform resistance measurements through bolted connections with a low- resistance ohmmeter.

iv. Perform a turns-ratio test at all tap positions.

v. Perform an excitation-current test on each phase.

vi. Measure core insulation resistance at 500 volts dc if the core is insulated and the core ground strap is removable.

vii. Test surge arresters in accordance with the "Surge Arresters" Testing Section.

14. Three-year Circuit Breaker Maintenance in compliance with NETA regulations, per specific circuit breaker type.

(Conducted Year 1 & 4 of this contract)

a. Document equipment nameplate data.

b. Inspect physical and mechanical condition.

c. Coordinate phased shutdown for each main breaker.

d. Rack out main breakers, individually, and clean and apply lubrication to contacts.

e. Operate circuit breaker to ensure smooth operation.

f. Replace the main breaker if defective, with a spare that the facility should have on hand.

15. Circuit Breaker, Medium-Voltage (Conducted Year 2, 3 & 5 of this contract)

a. Visual and Mechanical Inspection

i. Document equipment nameplate data.

ii. Inspect physical and mechanical condition

iii. Verify anchorage and alignment.

iv. Verify unit is clean, arc chutes are intact, and appropriate lubrication of contacts.

v. Manually close/open breaker to check for binding, friction, contact alignment, and penetration.

b. Electrical Tests

i. Perform an insulation resistance test on each pole to ground, between poles and across the open poles.

ii. Perform a contact resistance test on each pole in the closed position.

iii. Perform manual operation checks: manual tripping, electrically tripping, and operating protective relay.

iv. Perform dielectric withstand voltage test (high potential test) on each vacuum interrupter.

16. Circuit Breakers, Air, Low-Voltage Power (Conducted Year 2, 3 & 5 of this contract)

a. Visual and Mechanical Inspection

i. Document equipment nameplate data.

ii. Inspect physical and mechanical condition

iii. Verify anchorage and alignment.

iv. Verify unit is clean and appropriate lubrication of contacts.

v. Operate circuit breaker to ensure smooth operation.

b. Electrical Tests

i. Perform an insulation resistance test on each pole to ground, between poles and across the open poles.

ii. Perform a contact resistance test on each pole in the closed position.

iii. Test functions of the trip unit by means of primary current injection testing.

17. Switches, Air, Medium-Voltage, Metal Enclosed (Conducted Annually)

a. Visual and Mechanical Inspection

i. Verify and document equipment nameplate data.

ii. Inspect physical and mechanical condition

iii. Verify anchorage and alignment.

iv. Verify unit is clean and appropriate lubrication of contacts.

v. Verify correct blade alignment, blade penetration, travel stops, and mechanical operation.

b. Electrical Tests

i. Perform contact resistance across each switchblade and fuse holder.

ii. Perform insulation-resistance tests on each pole, phase-to-phase and phase- to-ground.

iii. Perform a dielectric withstand voltage test on each pole.

18. Circuit Breakers, Air, Insulated-Case/Molded-Case (Conducted Year 2, 3 & 5 of this contract)

a. Visual and Mechanical Inspection

i. Verify and document equipment nameplate data.

ii. Inspect physical and mechanical condition.

iii. Verify anchorage and alignment.

iv. Verify unit is clean and appropriate lubrication of contacts.

v. Operate circuit breaker to ensure smooth operation.

b. Electrical Tests

i. Perform an insulation resistance test on each pole to ground, between poles and across the open poles.

ii. Perform a contact resistance test on each pole in the closed position.

iii. Test functions of the trip unit by means of secondary current injection testing.

19. Protective Relays, microprocessor-based (Conducted Annually)

a. Visual and Mechanical Inspection

i. Verify and document equipment nameplate data.

ii. Inspect physical and mechanical condition.

iii. Verify unit is clean.

iv. Check tightness of connections.

b. Electrical Tests

i. Perform an insulation resistance test on each phase to ground and between phases.

ii. Apply voltage or current to all analog inputs and verify correct registration of the relay meter.

iii. Perform mechanical and functional operation checks.

iv. Perform inspection and calibration of the protective relays in accordance with manufacturer recommendations.

v. Verify the protective relays trip their associated main circuit breaker.

20. Schedule for Electrical Equipment Inspection, Testing and Maintenance

a. Contractor shall provide a proposed schedule with their quote. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion. Show individual phases and duration of each. The proposed schedule shall be reviewed by the COR and any required adjustments to the schedule shall be incorporated by the Contractor.

b. Contractor shall start and finish at one site, prior to moving on to the next site.

c. Contractor shall submit work plans and/or check lists of the testing to be performed prior to start of work.

d. All outages shall be scheduled in advance. Outages will be scheduled only at night and/or on weekends unless noted elsewhere in this document. Contractor shall verify all scheduled shutdowns and testing with the COR, who will verify all scheduled times in writing.

e. Complete Shutdown on switchgear must be approved and coordinated by Engineering. The left side of switchgear can be shut down one evening (if coordinated w/ Fire Pump Xfmr shutdown). The right side of the switchgear can be shut down during a separate evening.

21. Reporting for Electrical Equipment Inspection, Testing and Maintenance:

a. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the COR.

b. All work performed shall be fully documented by the Contractor. A complete written report of the work performed shall be provided to the VA within seven (7) days of completion. Contractor shall submit two (2) hard copies of the written report, and two (2) CD-ROM or DVD of the electronic version of the report in Microsoft Word or PDF format to the COR. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods.

c. Information shown in the report shall include:

i. Company’s name, addresses, telephone, & fax numbers.

ii. Name and signature of contractor(s) that performed the work

iii. VA Project Number, name and number of VA COR.

iv. Date and time of work.

v. Copies of contractors’ valid licenses, professional and training certificates.

vi. Descriptions and model number of specialized tools and equipment used such as torque wrench or infra-red scanning camera.

vii. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.

viii. Descriptions of work items.

ix. Test data.

x. Reference materials such as equipment manufacturer’s specifications, coordination study, etc.

xi. Remarks on the condition of electrical equipment. List all deficiencies, if any.

xii. Recommended corrective actions, if any.

d. All work items, definitions, and references shall comply with the latest edition of the NETA – Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System.

4. Generator Service and Testing Tasks:

a. The Annual load banking shall meet the Joint Commission’s requirements, tested as follows:

i. 30% of nameplate rating for 2 hours, followed by

ii. 50% of nameplate rating for 1 hour, followed by

iii. 75% of nameplate ratings for 1 hour, plus warm up and cool down time for a total continuous run of 4 hours.

b. Annual oil quality testing is required.

5. General Requirements for Generator Service and Testing:

a. A post-award site visit will be required to determine parking, pathways, and proper connections to the generator units.

b. The Contractor will be required to furnish the load bank and make the necessary cable connections from the generator to the load bank. This may require parallel runs of cabling. In some locations, this may require barricades, safety cones or both.

c. Prior to starting the generators, Contractor shall perform a pre-run inspection to include checking the oil level, coolant level and a visual inspection of the motor/generator.

d. The work performed on generators shall not interrupt any power to the buildings identified in this Statement of Work.

6. Schedule for Generator Service and Testing:

a. Work shall be conducted on weekdays (Monday through Friday), between 6:00 a.m. to 4:00p.m. Work shall not occur on Government holidays.

7. Reporting for Generator Service and Testing:

a. Contractor shall provide a report, to the COR, that details each generator run.

b. At 15-minute intervals, the following readings Shall be recorded:

iv. Lube Oil Pressure

v. Water Temperature

vi. Exhaust Temperature

vii. Amperes

viii. Volts

ix. Frequency

x. Coolant Temperature

xi. Power Factor

xii. Ambient Temperature

xiii. Load Percentage

c. The report shall contain certification statements that each generator was load bank tested in accordance with manufacturer’s requirements.

d. The report shall be provided in paper and electronic pdf form.

8. Acceptance of Generator Service and Testing:

a. VA personnel and Contractor personnel shall inspect the generators prior to the Contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of the POC inspection.

b. The Contractor shall provide a complete written report of the load banking for each generator. The information in the report shall have the following data:

i. Company’s name, address, telephone number and fax number.

ii. Name and signature of Contractors who performed the load bank.

iii. VA purchase order number or contract number.

iv. Date and time of work.

v. Generator building number.

vi. Generator model, Engine model, Nameplate rating.

vii. The fifteen-minute interval log that was recorded during the load bank.

viii. Description of generator condition and any deficiencies, if any.

12. Temporary Power Generation A. Temporary power generation services may be necessary to accomplish certain maintenance. Such temporary services will be coordinated with the COR and will be accomplished using methods to avoid service interruptions, where possible, or to minimize system downtime where such interruptions of service are unavoidable.

B. Temporary power generation services shall be funded only upon a written contract modification from the CO.

13. Corrective Maintenance C. The Contractor shall immediately notify the COR of any repairs deemed necessary that are not included in Section 11, above. If requested, the contractor shall provide a repair quote within 10 calendar days that itemizes parts and labor hours. The Government will review the recommended repairs and decide on a timeline and mechanism for completing the repair.

D. Corrective maintenance/repairs required for equipment to meet the regulated limits and/or standards (NFPA, NETA, VHA Directives) may be conducted only after a written contract modification is issued by the CO.

E. One-time repairs that exceed $2,000.00 and require 32 hours or more of on-site work to complete shall be covered under the Davis Bacon Act (DBA) instead of the Service Contract Act (SCA). The DBA repair(s) shall be subject to applicable construction clauses and DBA wage determinations which will be provided by the CO.

14. Warranty Enforcement.

A. The on-site COR shall be responsible for tracking and Contractor compliance with manufacturers and contract warranties and shall maintain on-site records of equipment bearing warranties in addition to ensuring the Contractor provides fully completed worksheets to the facility management. The Contractor will annotate equipment O&M records showing warranted items and warranty expiration dates on all equipment. The Contractor shall provide supporting documentation for any warranty claims to the on-site COR. The Government will provide the Contractor with all existing warranty documentation at the start of the purchase order.

B. Warranty Service Response. The Contractor shall normally conduct first look, with response based on the “Response and Completion” Table below, for all infrastructure systems under warranty, without voiding the warranty. The Contractor shall utilize a warranty response priority system for bringing the appropriate warranty outside Contractor (Manufacturer or their qualified warranty responder) based on the priority system below.

a. Priority Code 1. Emergency Warranty Response Required.

i. The facility maintenance Contractor shall determine the EMERGENCY nature, based on criteria noted in the “Response Definitions” table below, of the warranty service call, with confirmation by the on-site COR, where the warranty outside Contractor shall respond on-site within 4 hours to conduct evaluation and determine course of action and initiate work within 2 hours following the on-site response time.

ii. Work shall continue until the problem is repaired/ resolved.

b. Priority Code 2. Urgent Warranty Response Required.

i. The facility maintenance Contractor shall determine the URGENT nature, based on criteria noted in the “Response Definitions” table below, of the warranty service call, with confirmation by the on-site COR, where the warranty outside Contractor shall respond on-site within 8 hours to conduct evaluation and determine course of action and initiate work within 2 hours following the on-site response time. Work shall continue until the problem is repaired/ resolved.

c. Priority Code 3. Routine Warranty Response Required.

i. The facility maintenance Contractor shall determine the ROUTINE nature, based on criteria noted in the “Response Definitions” table, of the warranty service call, with confirmation by the on-site COR, where the warranty outside Contractor shall respond on-site within 5 days to conduct evaluation and determine course of action and initiate work within 2 hours following the on-site response time. Work shall continue until the problem is repaired/ resolved.

15. Expired Equipment:

When equipment surpasses life expectancy and is determined to no longer be economically repairable, Contractors shall notify the CO and COR. The Government retains the right to decide whether to replace the equipment or keep it in service. If the COR determines that equipment is to be replaced, COR and the CO will review and decide on the appropriate timeline and mechanism for replacing the equipment. In the event the facility cannot or does not replace identified equipment, coverage for that equipment will cease and contract pricing will be reduced accordingly. Note: the contracting officer shall make the final scope determination. As this is a maintenance contract, replacements should be procured separately and competitively.
