1. Will the VA allow advance payments (Down Payments) for any materials or equipment to be procured under this task order, or will invoices be restricted to when the physical materials and/or equipment have been delivered to the project site?
a. No, there will be no advance payments for materials or equipment.
2. Can the VA please confirm the project will require certified payroll?
a. Yes.
3. Will an asbestos and lead pre-alteration (Pre-Alt) survey be a requirement of this project and will the contractors be responsible for including these costs in their bid?
a. No, asbestos testing or lead survey is included in the construction documents.
4. Field Staff clarifications:
a. Please confirm the VA’s intent for the Prime Contractor to have a full-time
Superintendent for the entirety of the project?
i. Yes, onsite supervision is required.
b. Please confirm VA’s intent for the Prime Contractor to have a full-time SSHO on site for the entirety of the project.
i. Yes.
c. Please confirm VA’s intent for the Prime Contractor to have a full-time QCM on site for the entirety of the project.
i. Yes.
d. Can any of the above individuals Double or Triple hat?
i. No.
e. Can any of the above individuals be an employee of a subcontractor, or will the VA require the above individuals to be a Full-time employee of the Prime Contractor?
i. Must be by the provided by the GC.
5. Given submittal Duration and Equipment Lead times, it will be required to multiple modernizations simultaneously, to meet the period of performance of 608 calendar days.
Will the facility allow multiple elevators to be taken out simultaneously or adjust the POP?
a. See the sequencing as listed on 1.A100.
6. Please clarify when the warranty period is effective. After the completion of each elevator, or after the completion of the project in its entirety?
a. At the completion of the project in its entirety.
7. While working on the first elevator, who is responsible for the O&M of the other elevators?
Are we, the Prime contractor, required to handle the interim maintenance during the POP?
a. O&M period begins as soon as an elevator bank (bank is defined as all elevators sharing a machine room) is taken out of service and ends after the warranty period is complete.
8. Will Microsoft Project be an acceptable scheduling tool for the project?
a. Yes.
9. What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining?
a. It is called Autodesk Construction, no Purchasing required, yes, it is the Prime Contractor responsibility to commute through Autodesk construction. Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project.
b. Please see page 7, 013200 Construction Documentation for further information.
10. Will the client require any construction management software to be utilized on the project? Will the Prime contractor be responsible for purchasing and maintaining?
a. Please see answer to #9.
11. Do the elevators currently receive a pre-transfer signal from the ATS (Automatic Transfer
Switch)? The new controllers will require a pre-transfer signal from the ATS. In the event these are not currently present, it will be a large cost driver to run conduit and wire from each controller back to the ATS switches.
a. Provide conduit and wire from the controller to the ATS.
12. If no pre-transfer signal currently exists, does the ATS have the capability to time delay and send a pretransfer signal to the elevators it serves? Additionally, where is the ATS located within the building for each elevator identified in the solicitation? Conductors will need to be run in conduit and programmed to function. The contractor needs to know the length of run, quantity or runs, and potential routing.
a. Building 1 Elevators are fed from Emergency switchboards with integral breaker controlled ATS’s without time delay, contacts should be available for transfer signals to the controllers
b. Elevators 12,13,16,17 are fed from emergency substation AE located in Vault A
c. Elevators 7,8 are fed from emergency substation BE located in Vault B
d. Elevator 11 is fed from emergency substation CE located in Vault C
e. Building 2 does not have emergency power
f. Building 5 does not have emergency power
g. Building 7 elevator is not tied to emergency power
13. Can the VA please identify a lay down area on site where contractors can stage materials and equipment?
a. Staging area is identified on G-002, keynotes 3 and 4.
14. Can the VA please identify the location of placement for project dumpsters?
a. Location of dumpsters identified on G-002, keynote 5.
15. ICRA Floor plans show Temporary barriers on all floors. Will the VA be open to the contractor utilizing hard wall, Starc or Edge guard systems on the Bottom and top floors, while utilizing visqeen barriers on the middle floors?
a. See drawing G003.
16. The drawings and specs list numerous areas of work to be performed “at other than normal working hours” including staging and removal of materials, inspections, ICRA installation and removal, etc. Can the VA please provide any additional scope, not mentioned in the solicitation that may need to be completed on off hours?
a. Off-hour work includes, but is not limited to, shutdowns and notes found on sheets 1.A101, 1.A102, and 1.A403.
17. There are contradicting notes regarding the flooring in the machine room - is the contractor to retain existing flooring in the machine rooms or install an Epoxy Floor per the finish schedule? Sheet 1A401 – Keynote 5 – “Existing Terrazzo floor to remain, patch and repair bolt holes in concrete where equipment is removed”. On sheet A-001, All (3) finish schedules – Building 2, Building 5 and Building 7 each list EPF-1 (Epoxy Floor) as the flooring material to be used. Please clarify design intent.
a. Room PHA-2B - existing terrazzo to be patched and repaired. The room finish schedule on A-001 is incorrect. Disregard room finish schedule for this room and follow keynote 5 located on 1.A-401.
18. Fire Alarm Panels were not readily accessible during the site walk. Could the VA provide manufacturer, model numbers and photos for each of the panels for the 4 different buildings?
a. Fire Security Technology.
19. The lobby Fire Alarm panel was not readily accessible during the site walk. Could the VA provide Manufacturer, model number and photos for each of the lobby panels for the 4 different buildings.
a. Fire Security Technology.
20. What is the emergency power source that is noted in the specifications? If there is a generator on site and an ATS, we were not provided access to those areas during the site walk. Please provide manufacturer, model number and photos. Can the VA please confirm the name of the company who currently services both the ATS and Generator?

21. Will a load bank test be required on the ATS and generator if that is the emergency power source?
a. Load bank testing will not be required.
22. Building 5 elevator barricades will impede access to the offices beyond the elevator. Is there an alternate means of ingress/egress for the offices beyond the elevator?
a. The contractor must maintain 36-inch clear width in the corridor.
23. Can the VA please provide a list of building preferred vendors including, fire alarm, fire protection, network/communications, BAS/BMS controls, security (cameras), and access controls.
a. Delta Controls for BMS controls / Fire Security Technology for FA, no other vendors are preferred.
24. During the site visit we noticed the existing space surrounding the Hydro’s was very tight, can the VA confirm scope requirements are calling for New Jacks, Pistons and PVC?
a. Follow elevator spec 14.220.
25. Due to the specified new cab flooring (Terrazzo Tile) and added weight, this could potentially affect or change the specified power unit size. Therefore, affecting code clearances in the machine room. Can the VA please clarify if the specified flooring for the Hydraulic elevators is accurate.
a. The specified terrazzo tile flooring (TZT-1) will be replacing the existing Fritz Tile, terrazzo tile flooring.
26. After RFIs are responded to, there will be less than two weeks before the bid due date. Receiving subcontractor quotes can often take longer in present circumstances. Will the Government consider extending the bid date to 6 October to allow enough time to include information from RFIs into our bids?
a. This solicitation will not be extended to October 6th.
b. Please see page 1 of the SF30 document (0006) for bid opening details.
27. Will the Government please clarify if an elevator maintenance plan is to be included as part of our bid in addition to the warranty plan?
a. The contractor is responsible for maintenance through the warranty plan.
b. Specs 100 SS 20250808 Elevator Guarantee Period Services.
28. Will the Government allow the contractor to utilize 3 crew simultaneously with an agreed upon sequencing plan for 3 elevators at a time?
A. See the sequencing as listed on 1. A100.
29. Is it acceptable to create roughly 60"X60" penetrations in the machine room floors of group 7/8 & 12/13/16/17 for vertical access from the secondary machine spaces directly to the main machine room? If yes, is it acceptable to leave a re-usable access hatch in the hole when complete to allow for future access?
a. No, see drawings for access hatches 1.A401, 1. A402.
30. Is it acceptable to create roughly a 60"X60" penetration in the secondary machine space floor of group 12/13/16/17 into the empty shaft adjacent to Elevator 16, along with a 60" wide X 84" high door at the 13th floor landing to allow for direct access to the main machine room? If yes, is it acceptable to leave a re-usable access hatch in the secondary and a permanently sealed door at the 13th floor landing to allow for future access?
a. No, see drawings for access hatches 1.A401, 1. A402.
31. Will the Government please clarify what the plans are for the B7 oil/water separator?
a. Oil/Water separator to remain.
32. Will the Government please clarify if the existing generators have been evaluated to determine whether they will be able to withstand additional loads of the added equipment?
a. There should not be any new loads on the existing generator. Elevators in building 1 are fed from emergency substations located in the electrical vaults and the other building elevators are not on emergency power.
33. Does VA have any propriety equipment that requires utilizing a specific contractor, especially for access control?
a. No.
34. Will the Government please clarify if one on-site Superintendent can oversee two elevators simultaneously, or is a Superintendent required for each building being worked on at a given time? If an individual superintendent is required per building being worked, could a single QCM manage both scopes?
a. Yes.
35. Will the Government confirm the TB screening requirement listed in the specifications?
a. Not required.
36. Will the Government clarify who the preferred elevator interior manufacturer is?
a. Please refer to the specs and drawings for the interior. These specs and drawings were designed to match the existing elevators from phase one.
37. Building 1 Machine room PHA-2B finish schedule calls out epoxy flooring but elsewhere it is listed to just repair/patch the existing terrazzo flooring. Please confirm scope in this area.
a. Flooring within PHA-2B Machine room to remain existing and bolt holes to be patched and repaired as noted on 1A401.
SECTION 01 32 00
CONSTRUCTION DOCUMENTATION
PART 1- GENERAL
1.1 DESCRIPTION:
A. Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2
Autodesk Build Construction management platform, also called Autodesk
Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer
Representative (COR) at no cost for the duration of the project.
Autodesk Build is the management and collaborative environment that
VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.
1.2 REQUIREMENTS:
A. Contractor shall accomplish and complete the following tasks upon award of contract:
1. Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award.
2. Only staff that shall utilize the platform to be granted access.
Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.
3. The access request shall be in writing and include a list of staff.
The list shall include the following information:
• Full Name
• Company Name
• Email Address
• Role/Position on the project (i.e., Project manager, site super)
4. Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days.
5. Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 Business days.
B. Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. Contractor shall complete ACC training within that period.
C. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above.
D. The contractor shall only use the ACC platform for all contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount be provided for the contractor’s failure to utilize the
ACC platform as the project’s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor’s expense. Official project correspondence and collaboration includes but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.
E. Contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes pertains to staff who was granted access to the ACC platform. Contractor shall request termination of access, replacement of personnel and/or any other action that might impact the contractor ability to maintain required utilization of the platform.
F. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing required ACC platform training.
