This document is a set of pre-bid Request for Information (RFIs) related to a federal contract opportunity for the replacement of exterior doors at the Finger Lakes Healthcare System's Canandaigua, NY and Bath, NY VA Medical Centers.

The key details are:

  • The contract is a lump-sum project to remove and replace approximately 76 exterior doors and door systems, including restoration of some historical wood doors. Many of the doors are emergency egress doors, so the contractor must maintain security and operations during construction.

  • The solicitation is anticipated to be released on or about July 3, 2024, with a bid bond required. The contract is expected to be awarded around August 2024.
  • Solicitation materials will be available electronically on SAM.gov, and all inquiries must be emailed to the Contracting Officer.

528A5-24-510 Replace Exterior Doors FLHCS Pre-Bid RFIs

The following pre-bid RFIs were received by contractors in regards to the project titled above. VA responses are provided and shall be included within the scope and general understanding of this contract.

1. As the specs are a bit grey on the amount of restoration effort, should you provide an estimate of average time required per door so that you create parody for all bidders? Say 32 hours or some such? It would be unfortunate to have a bidder come low due to being too optimistic and under estimating the effort.

Response: The drawings and documents provide information as needed to restore the existing doors and frames including disclosures of potential lead-based paint. The VA cannot advise the Contractor how to prepare their bid. As a reminder, this contract is lump sum and appropriate efforts shall be provided to restore the doors to the intent as described in both the drawings and specifications including finish and trims. If there is any additional effort required by the contractor beyond that of their initial bid, it is the sole risk of the contractor and shall not warrant additional funds to the contract.

2. Secondly for bidding purposes are we to assume that the existing apertures (rough) will accommodate a standard sized frame for the given door dimension? In other words, may we assume no modification will be required to the building to accommodate replacement. I ask because I did see a few which will require custom frames but we can not know until the project is awarded and a proper measurement audit could be performed to determine what exactly is required.

Response: Building modifications are noted on the drawings as needed to accommodate new doors and frames. Minor modifications may be required as needed to remove or install new door and frame per Contractor’s means and methods. The Contractor shall consider the age and construction type of the buildings for effort required to remove and provide doors and frames. All attempts have been made to provide accurate door and frame sizes but is the contractors responsibility to verify all dimensions and provide appropriately sized elements.
