About this file
This document is a hazardous materials testing report conducted by Pennoni Associates at the Montrose VA Medical Center in Montrose, New York. The report identifies asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs) associated with the roofs of buildings 3, 5, 6, 12, 13, 14, 17, 27, and 36 that are planned for replacement.
The asbestos survey identified 55 materials containing greater than 1% asbestos, including roofing felts, flashing, and coatings. The LBP screening identified 9 components exceeding the EPA/HUD threshold, primarily on HVAC and metal building components. PCB sampling found no levels exceeding EPA thresholds. The report provides approximate quantities and locations of the identified hazardous materials. Pennoni recommends the contractor performing the roof replacement should be notified of the presence of ACM and LBP and take appropriate handling and disposal precautions.

RE: HAZARDOUS MATERIALS TESTING
MONTROSE VA MEDICAL CENTER
2094 ALBANY POST ROAD
MONTROSE, NEW YORK 10548
Dear Mr. Hutchins:
Pennoni submits this report to A/E Works to document the hazardous materials testing we conducted at the above referenced location. Our investigation included a survey for asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs). It is Pennoni's understanding that the roofs of buildings 3, 5, 6, 12, 13, 14, 17, 27, and 36 will be replaced.
ASBESTOS SURVEY
Pennoni performed a comprehensive asbestos survey on November 23rd and 24th, 2021 to identify accessible ACM associated with the roof areas being renovated. Our asbestos inspection was conducted by a team of Pennoni’s New York State-accredited Asbestos Building Inspectors (see Appendix A – Pennoni Inspector Credentials). During the survey, Pennoni identified and collected 172 samples of the following 86 suspect ACM systems, listed here by Homogeneous ID number (see Appendix B – Sampling Locations and Appendix C – Site Photographs):

The samples were properly packaged, labeled and transported to IRIS Environmental (IRIS), in Union, New Jersey.
IRIS is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). The samples were analyzed for asbestos content utilizing Polarized Light Microscopy (PLM) via EPA Method 600/R-93/116. In accordance with New York Department of Labor regulations, non-friable organically bound materials (NOBs) such as flooring, mastic, caulk and glazing with negative PLM results were re-analyzed utilizing Transmission Electron Microscopy (TEM) via EPA Method 600/R-93/116b Section 2.5.5.1 with Gravimetric Reduction.
Analytical results revealed 55 sampled materials contain greater than one percent (>1%) asbestos (see Appendix D – Asbestos Laboratory Analytical Certificates).

LEAD-BASED PAINT (LBP) SCREENING
Pennoni performed a limited lead-based paint (LBP) screening of the renovation area on November 29th, 2021 to determine if LBP is present on any of the existing painted surfaces or building components associated with the replacement of the roofs. The inspection and testing were performed following US HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, 2016 edition.
The testing was performed on-site utilizing a Niton® XLp300A portable x-ray fluorescence lead-in-paint analyzer (XRF). Homogeneous painted surfaces were scanned with the handheld XRF which yielded readings of lead content of tested paint.
The XRF results are based on the Performance Characteristic Sheets (PCS) and were obtained in the K&L Mode. This mode takes reading results and errors for both K and L-shell readings and corrects for substrate. The “Lead Detected in the mg/cm2 total” field is represented as a corrected value of the analyzer which represents the component as to being positive or negative. This is the result reported on the data sheets. Please refer to Appendix I for the instrument performance characteristic sheet.
HUD and the USEPA defines lead-based paint as a painted surface containing greater than or equal to one milligram of lead per square centimeter (1.0 mg/cm2) as measured by a hand-held XRF lead-in-paint analyzer or greater than 0.5% by weight as measured by laboratory analysis of collected paint chip samples (see components designated as red in Appendix G).
OSHA regulation 24 CFR 1926.62 OSHA Lead in Construction Standard has established a threshold of any level of lead above the detection level is defined as lead containing (i.e., greater than 0.0 ug/ cm2). XRF readings between
0.1 ug/cm2 and 0.9 ug/cm2 has been identified as OSHA positive (see components designated as blue in Appendix G).
A total of 55 surfaces were tested throughout the roofs of the buildings, of which nine (9) component systems exceeded the EPA/HUD threshold for LBP (see Appendix E – Lead Paint Testing Results):

The identified LBP was generally found to be in a peeling condition. Paint of similar colors as those listed in Appendix H should also be considered LBP if found in other parts of the building. Removal of existing LBP is not required prior to renovation; however, the contractor performing renovation work should be notified that LBP is present and waste should be tested using the Toxic Characteristic Leaching (Leachate) Procedure (TCLP) prior to transport and disposal. Renovation contractors should be instructed to follow applicable OSHA and EPA regulations regarding working around LBP.
POLYCHLORINATED BIPHENYLS (PCBs) SURVEY
PCB sampling was conducted to determine if there are PCBs in the building matrix. One caulk sample from was collected during this survey. EMSL Analytical, Inc., an independent laboratory accredited by the National Environmental Laboratory Accreditation Conference (NELAC), analyzed the bulk sample for PCBs utilizing Gas Chromatography / Electron Capture Detectors (GC/ECD) according to the current revision of SOP 409 based on EPA SW-846 test method 8082.
The Toxic Substances Control Act (TSCA) regulations at 40 CFR 761 provide disposal and cleanup requirements for PCBs. The disposal and cleanup requirements for PCB-contaminated building material depend on whether the material is classified as a PCB bulk product waste or PCB remediation waste. Waste derived from caulk or paint containing PCBs at greater than or equal to 50 parts per million (ppm) is defined as PCB bulk product waste in 40 CFR 761.3. The definition of PCB bulk product waste includes "non-liquid bulk wastes or debris from the demolition of buildings and other man-made structures manufactured, coated, or serviced with PCBs. Materials containing PCBs in a non-liquid state at the time of disposal greater than or equal to 50 ppm are regulated.
Laboratory analysis revealed none of the PCB samples collected exceeded the EPA threshold for PCBs (see Appendix G – PCB Laboratory Analytical Certificates).
LIMITATIONS
The goal of the survey was to identify readily accessible suspect hazardous building materials that would be impacted by planned renovations. Pennoni’s survey did not include operational utility systems, below-grade or subfloor sampling, concealed pipe chase spaces, or inaccessible crawlspaces associated with foundations.
Hazardous materials may be present in these areas. Quantities in this report are estimated and should be verified for bidding purposes. Pennoni should be contacted immediately if renovation or demolition activities uncover materials that are not identified in this report.
If you have any questions concerning this report or require additional information, please contact us at 973-265- 9775.

Lab Manager: Analyst:
The analysis above was performed in accordance with EPA Method 600/M4/82/020 or NYSDOH ELAP 198.6 for the determination of asbestos in bulk building materials by polarized light microscopy (PLM). Please note that while PLM analysis is commonly performed on non-friable and fine grained materials such as floor tiles and dust, the EPA method recognizes that PLM is subject to limitations. In these situations, accurate results may only be obtainable through the use of more sophisticated and accurate techniques such as transmission electron microscopy (TEM) or X-ray diffraction (XRD).lntra-laboratory Sr values: 0.29.
