RFI #DISCIPLINEQUESTION:RESPONSERESPONSE DATE:
49ENVIRO/ABATEMENTThe plans and specifications state to remove “felt paper under clay tile associated with the pitched roof”. The process of removing the slate tile will likely disturb the ACM felt contaminating the roof tiles. Additionally, wherever there is roofers cement, flashing, or tar, the tiles are also contaminated. Please confirm if the existing clay or slate roof tiles need to be treated as ACM when removed. (The weight of the tile being removed on this project is estimated to be close to 1million lbs, the costs of removing ACM versus regular construction debris is vastly different.)If the materials can be separated without disturbing underlying asbestos-containing materials, then the non-ACM building materials may be disposed of as regular construction debris. Conversely, if the materials cannot be separated without disturbing ACM, then the entire assembly, including roof tiles or sheathing, must be disposed of as ACM.4/30/24
50ENVIRO/ABATEMENTSimilarly, the plans call for removing and replacing some sheathing. Is the sheathing to be treated as ACM as well?If the materials can be separated without disturbing underlying asbestos-containing materials, then the non-ACM building materials may be disposed of as regular construction debris. Conversely, if the materials cannot be separated without disturbing ACM, then the entire assembly, including roof tiles or sheathing, must be disposed of as ACM.4/30/24
51ENVIRO/ABATEMENTWe could find no asbestos survey/report in the project documents. Please advise if one is available.Hazardous Materials Testing Report, 1/7/2022, is attached.4/30/24

Requesting agency to provide/list Unit Prices along with the description and quantity in the bid form.Unit Prices are not included in this project. Specification will be amended to reflect this. Please disregard for bidding purposes.4/29/24
46ARCHITECTURALSpec section 030130 page no.1, para 1.3 states ALLOWANCES. Field quality-control testing is part of testing and inspecting allowance. --- There is NO allowance amount provided in the bid document for this work. Please disregard for bidding purposes.4/29/24
47ENVIRO/ABATEMENTSpec section 02 82 13, the total quantities of “felt paper under clay tile” listed for

each building appear to not coincide with the actual total square footage of the pitched roofs on these buildings. For example, it states buildings 3, 7 and 12 have 12,750 sf of felt paper, and the larger buildings 13 and 14 have the same 12,750 square footage, while we are seeing building 14 for example is closer to 22,000 sf. Please advise whether the contractor is responsible for actual quantities or if the quantities stated in the asbestos

scope should be used. It's the contractor's responsibility during the bidding process to quantify identified ACM. Our numbers are estimates and may not factor in rise/ run of roofing systems etc.4/29/24
48ENVIRO/ABATEMENTSpecification section 02 82 13 for Asbestos Abatement calls for abatement on buildings

5, 12 and 27, however those buildings could not be found on the drawings or anywhere

else in scope of work. Please confirm if those buildings are omitted from scope of work.Buildings 5, 12 and 27 will be included in the Phase II portion of this overall roof replacement, and should be disregarded for bidding purposes of this project (Phase I).4/29/24

Concrete floor exists at the attic floor, penthouse floor and penthouse roof. Concrete repair must be in accordance with Sec tion M on Sheet S001, Details on Sheet S502 and Specification Section 030130 Maintenance of Cast-in-Place Concrete.4/22/24

42ARCHITECTURALA114 Roof Plan Keynote 7.01 suggests insulation is to be replaced, does this apply to all sloped roofs? Please clarify.Sloped roofs do not currently have insulation. The drawings indicate for batt insulation to be added on the interior/attic side between roof joists.4/22/24
43FALL PROTECTIONThe fall protection system specification calls for a horizontal lifeline system with a system design that allows users to walk the entire length of the system without having to disconnect from the system to pass through intermediate supports. This type of system is extremely expensive, and typical for areas that expect to incur a lot of daily use, like platforms in a factory. The use on this project appears to be for an occasional occurrence such as maintenance. A system that would make the user use two carabiners so they always attached to the lifeline even when having to connect past an intermediate support would greatly reduce the costs for the VA. Please advise.VA will permit the use of a Fall Protection System that would allow the roof worker the user use two carabiners so that they always attach one of their lifelines to a fixed roof surface connection point in lieu of a continuous cable. This type of fall protection system must comply with all OSHA guidelines.4/22/24
44ENVIRO/ABATEMENTThere are quantities provided in the "General Abatement Notes" for all abatement building plans. If we scale the drawings then there is a big difference between the scaled quantities and the quantities listed on the plans. Can the agency please clarify which quantities are to be used for the bidding purpose as this will have an impact on our bid price.Suspect asbestos-containing materials were measured in the field during our hazardous building materials survey that occurred on 11/23/21 and 11/24/21 (report attached for reference). Quantities of confirmed ACM were used to generate the specifications and the drawing Abatement Notes. (Report attached).4/22/24
