About this file
This document contains responses to contractor questions regarding a solicitation to replace domestic hot water systems at three buildings at the Castle Point VA Medical Center. The scope of work involves removing the existing domestic hot water systems and installing new steam-fired water heaters along with associated piping and electrical work. Contractors must phase the work to maintain hot water access throughout construction. Responses clarify design drawing details, hazardous materials reports, light fixture specifications, lead paint abatement requirements, and responsibility for clearance testing. The related federal contract opportunity is solicitation number 36C24221B0027 for a $500,000 to $1,000,000 project with a 270 calendar day period of performance. This is a Service-Disabled Veteran-Owned Small Business set-aside requiring bonding and hard copy submissions.

Project 620A4-19-122 Replace Domestic Hot Water Systems Bldg. 19, 20, and 21
In General/Keyed Notes on plumbing demolition drawings PD101, PD102 and PD103. Note #1 calls for the "Removal of all existing piping insulation and repair of any damaged piping". Per observations at the site walk through much, if not all of the piping, valves, exchangers etc. within these rooms is in need of replacement.
Without a complete and thorough listing of quantities/sizes/types of materials, equipment and insulations to be replaced it is impossible to estimate the scope of this work. More importantly, for all contractors to bid the same scope of work.
Please provide either a thorough listing of all piping, materials, sizes, valves, etc. or complete and thorough to scale as-built drawings of the spaces. Further, given the extent of work involved, it appears that the only practical way to accomplish this work would be to complete shut down all plumbing and steam systems in each building while the work is being accomplished.
Response: Design drawings are to scale and provide utility disconnect and tie-in locations and sizes per schedules on PP series sheets.
Please refer to phasing notes on sheet GI002 for additional information. The project shall be phased to prevent interruption during construction.
Also, on drawings PP101, PP102 and PP103 Note #2 call for "replacement of all Pipe insulation". Again, without a complete and thorough listing of quantities/sizes/types of plumbing piping, as noted above and pipe insulation and related to be replaced it is impossible to estimate the scope of this work. More importantly, for all contractors to bid the same scope of work. Please provide either a thorough listing or complete and thorough as-built drawings of the spaces.
Also, please confirm that the VA will be able shut down the domestic water, steam and related supplies to the buildings so the work can be accomplished.
Response: Design drawings are to scale and provide utility disconnect and tie-in locations and sizes per schedules on PP series sheets.
Please refer to phasing notes on sheet GI002 for additional information. The project shall be phased to prevent interruption during construction.
Per Note 1. on drawing H 101, we contacted an EPA LBP certified third party and they have asked if the paint in the rooms in questioned have been tested for lead paint, and if so, can the bidder be given the results of said tests?
Response: Hazardous materials were supplied to VA during design and are included.
The light schedule on EP 501 specifies two fixtures by make and model number. Please provide or equal make and model number fixtures.
Response: New lights shall meet performance requirements of scheduled light fixtures.
We could not locate a Lead Paint Abatement specification section please advise.
Spec section 028333.13 is included with this email.
Drawing H-101 directs the contractor to abate all lead based paint. Upon inspection of the spaces, it appears some paint is cracked and pealing on the walls identified as areas for lead abatement. Please advise if the contractor is to scrape and remove all loose/chipped/peeling paint, and encapsulate the rest?
Contractor shall completely remove paint within areas indicated on drawings completely exposing substrate.
Please advise if the scope of work is on the inside of these rooms, and not on both sides (inside and outside) of the walls indicated for lead abatement.
Contractor shall remove paint on the inside of the indicated rooms only.
Who is responsible for providing “Work areas must have clearance dust wipes collected by an EPA LBP certified 3rd part?
Contractor is responsible for the collection.
