About this file
This is a Questions and Answers document for a pest control services solicitation (36C24126Q0686) issued by the Department of Veterans Affairs Central Western Massachusetts Healthcare facility. The document addresses 30 substantive inquiries from prospective offerors regarding licensing requirements, certification standards, quality standards, site conditions, service scope, pricing structure, and operational details.
Key licensing and qualification requirements include: the prime contractor and all subcontractors performing pest control must possess current Massachusetts business licenses for pest control services and directly employ licensed and certified pesticide applicators; Massachusetts Commercial Applicator Certification Category 7 (including Termite/Structural Pest Control and Industrial/Institutional/Structural and Health-Related Pest Control subcategories) plus EPA Category 7 certification and Core applicator exam passage are required; QualityPro accreditation from the National Pest Management Association is a preference but not a mandatory eligibility criterion; and prime contractors must have direct pest industry experience and maintain pesticide general liability insurance with pollution coverage per NPMA standards. The government will conduct a mandatory site visit on September 2, 2026 at 9:00 AM at 421 N. Main Street, Eagle Building, B25 (basement level), where attendees will meet James O'Neill. Service requirements include integrated pest management for standard pests (rodents, insects, termites, wood-destroying organisms, aquatic pests, and vertebrate/bird control) with weekly routine services scheduled during Tuesday 8:00 AM–12:00 PM windows, plus non-routine services such as emergency callbacks at no additional charge, fumigation and ULV/thermal fogging priced separately, and exterior bait stations and fly lights to be provided by the contractor as needed. The government anticipates a Firm Fixed Price contract structure with all regular, weekend, after-hours, and holiday rates incorporated into weekly routine pricing; no separate pricing for callbacks or inspections outside the standard window unless negotiated with the Contracting Officer's Representative.
