Executive Summary

HGS Engineering (HGS) conducted an asbestos inspection of Building 1 at the Veterans Affairs Medical Center Manchester (VAMC MAN) in February and March 2020. The HGS Engineering, Inc. onsite Project/Safety Manager was Whitt Wilkins. Main inspection efforts were performed by Tim Thompson, a licensed New Hampshire asbestos inspector with supplemental inspections being conducted by Whitt Wilkins.

Building 1 has nine floors, which consists of approximately 189,400 square feet of space.

This building functions as the main hospital. The building contains a full basement, with supplemental tunnels used for steam piping running throughout the building. In discussion with VAMC MAN personnel, several changes were noted as having occurred to the building since the previous report, with renovations to flooring and pipe insulation occurring on several floors due to water leaks and other activities.

On February 10, 2020, Tim Thompson performed an asbestos re-assessment of Building 1 using the previously provided report completed in 2009 by ATC Associates. This report was used by HGS to update the presence of the asbestos-containing materials (ACM) found. This report identifies 105 homogenous materials throughout Building 1; HGS walked and visually inspected all areas and took eighteen bulk samples for laboratory analysis. Laboratory Resources and Solutions (LRS) in Ashville, Alabama, analyzed all eighteen samples. Three samples tested positive for asbestos in room N71 in the basement. These samples were added and highlighted in blue to Appendix A. Sample locations and results were also added to the AutoCAD drawings.

On March 17, 2020, Whitt Wilkins conducted inspections inside the steam tunnels in Building 1 using approved permit-required confined space entry procedures. Most materials (consisting of thermal system insulation, (TSI)) were found to be non-ACM, abated since the 2009 report. However, five samples of suspected ACM were collected and sent to be analyzed by LRS. Four samples tested positive for asbestos in room N86.

These samples were added and highlighted in blue to Appendix A. Sample locations and results were also added to the AutoCAD drawings.

HGS also reviewed previous abatement reports provided by the contracting officer’s representative (COR). All materials found to be abated after the 2009 inspection were removed from Appendix A and were highlighted in yellow. HGS also reviewed additional inspections and any additional samples taken after the 2009 inspection but before the 2020 inspection were highlighted in green and added to Appendix A.

HGS did not take any exterior samples, remove any floor tiles, or create holes in any drywall. This building shows no asbestos issues requiring immediate attention. The floor tiles are in good condition, and routine maintenance should last for an extended amount of time. The information presented in this report should be used as a base for future renovations, abatements, and other work.

Methodology

HGS Engineering performed an asbestos re-assessment survey that assessed all locations identified in two previous reports. The survey required HGS to locate and then identify all previously identified ACM. The survey also re-assessed the condition of any remaining ACM. If the ACM could not be accessed due to renovation, this was noted in the report. If the ACM had been removed, this was also pointed out in the report. The report includes recommendations for any remaining ACM to include being included in the facility Asbestos Operations and Maintenance (O&M) Report.

HGS Engineering started this process with an extensive walkthrough of the facility to attempt to locate the building material, and homogenous areas identified in previous reports and make notes of current building materials that may not have been tested in previous surveys. HGS received excellent information from personnel that had been at this site for many years about when areas were remodeled or replaced.

HGS selected sampling locations by identifying materials suspected to contain greater than 1 percent asbestos based on observable differences, group the material building-wide, and collect samples using a building-wide random sampling plan. When and if additional samples needed to be taken, HGS used non-destructive processes. All sampling was performed in an unobtrusive area if at all possible.

HGS Engineering collected all samples of suspected ACM per the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) regulations preventing airborne fiber exposure to the surveyor and facility personnel. Samples collected in occupied office spaces were taken in locations that minimize the risk of potential occupants' potential exposure and the visual impact of the resulting sample location. HGS restored any visible sample locations to a condition as close to the original as possible. HGS encapsulated all locations to prevent any subsequent release of asbestos fibers after sample collection. HGS marked sample locations, except for conspicuous sample locations within occupied areas. HGS photographed sample locations at the time of sample collection to aid in future identification of sampling location.

HGS utilized inconspicuous sample locations and employed methods that were least disruptive to finished surfaces where sampling was required of accessible suspect materials. HGS used non-destructive means for collecting samples. HGS repaired areas disturbed by sampling. For example, a hole utilized for sampling insulation was covered via tape if possible.

The procedure used for sampling was:

1. Place a plastic drop cloth under all friable material (as applicable) before taking the sample.

2. Put on appropriate personal protective equipment when necessary.

3. Thoroughly sprayed water on friable materials (as applicable) before removing a sample.

4. Penetrate all layers of material being sampled.

5. Place the sample in the numbered sample container, seal the container, and wipe the container with a wet wipe.

6. Clean the sampling tool and wet wipe or high efficiency particulate air filter

(HEPA) vacuum the plastic drop cloth.

7. Clean and “restore” the area.

8. Discard any potentially asbestos-contaminated waste which has been generated, as well as any other materials that may have become contaminated in a labeled asbestos waste bag.

Each location from which a sample was taken, and any area in which asbestos or suspect asbestos debris may have fallen, was cleaned using appropriate methods (e.g., wet wiping, HEPA vacuuming) following the collection of the sample. The site from which a bulk sample of thermal system insulation was taken was sprayed with a commercial sealant, caulked, and taped. No attempt was made to restore the surface to its original condition.

Sample locations in mechanical rooms, utility rooms, etc., were labeled with the sample number and date.

All precautions were taken to prevent the exposure of VAMC MAN personnel, visitors, and other occupants of the building. Any hazardous wastes generated during the inspection were dealt with appropriately according to all relevant federal, state, and local laws, statutes, regulations, and standards.

HGS used a chain of custody records that conform to established EPA and U.S.

Department of Transportation procedures and be kept for all samples taken and submitted for each building by the Lead Inspector.

HGS's inspection team photographed representative sample sites of each material sampled to document the material's appearance and the general condition. Photographs were made of notable exceptions of the general condition of the material. Photos were labeled to avoid any confusion.
