About this file
This regulated building materials survey report evaluates two buildings at the VA Medical Center in Brockton, MA in advance of planned roof replacements. Samples were collected from roofs of Buildings 4 and 22 and analyzed for asbestos and lead paint. While materials from both buildings were found to not contain regulated substances above threshold levels, the report recommends full roof replacements given the age of the existing systems at approximately 70 years old, with work prioritized for Building 4. Roof drains and equipment on both buildings should also be addressed as part of the projects. Specifications and cut sheets are provided in the appendices for recommended roofing materials and accessories.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Services for VAMC Brockton Buildings 4 & 22 Roofs at the Brockton VA Medical Center (VAMC), Brockton, Massachusetts. The site survey was performed by Mr. Kevin M. Donovan of Mabbett, on January 25, 2023, and consisted of the following activities:
A review of the existing facility regulated building reports and renovation history;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by Polarized Light Microscopy
[PLM]); and Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]).
The survey was limited to areas that may be impacted by the planned roof replacement of Buildings 4 and 22.
Survey and sampling locations were limited to the accessible roof areas and as identified in design documents for VA Project Number 523A5-22-001. Areas and materials outside of this scope of work were not surveyed by Mabbett.
1.1 Summary of Survey Results
As required by State and Federal regulations, bulk samples of suspected ACM were collected by Mabbett using PLM and stop positive methodology and submitted under chain-of-custody (COC) procedures to Asbestos Identification Lab (AIL) located in Woburn, Massachusetts, a certified asbestos, and lead analysis laboratory that is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP). The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos. Twenty-four (24) bulk samples for suspect ACM were collected from the two roofs.
Based on laboratory analysis of suspect ACM, none of the identified materials contained asbestos greater than 1%. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.
1.2 Purpose and Objectives
The regulated building material survey was comprised of three primary project tasks including:
Evaluation of existing site conditions and formulation of a sampling plan.
Site survey to collect building material samples for laboratory analysis.
Development of this Regulated Building Materials Survey Report.
This project was designed to accomplish two primary objectives: to conduct a review of previous sampling conducted on the roofs of both buildings and collect a representative number of additional building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of regulated building materials present on the roofs the buildings for subsequent use in development of an abatement scope and design. These two objectives were met through a combination of a site visit and inspection to collect building material samples for laboratory analysis; and interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials as summarized in this survey report.

2.0 ASBESTOS SURVEY
A visual inspection was conducted by a trained and licensed inspector to identify locations of suspect ACM and conceptualize the sampling program. Only areas that were accessible during the field work phase were inspected, with reasonable efforts made during the initial field survey work to access areas as necessary to complete the asbestos survey and sampling program.
2.1 Sampling Methodology
The asbestos survey was performed on January 25, 2023, by Mabbett licensed asbestos inspectors, Mr. Kevin M.
Donovan (#AI002014). Roof cores and patching were performed by Mabbett roof sub-contractor, Aulson Roofing out of Methuen, Massachusetts. Prior to collecting samples, a visual screening assessment was conducted to identify locations of suspect ACM and develop a sampling plan. Only areas that were accessible during the field work phase were included in the survey, with reasonable efforts made to access areas needed to complete the asbestos survey and sampling program. Any unsampled or new materials discovered during roof demolition activities must be sampled and submitted to a laboratory for analysis.
Miscellaneous material:
• At least two bulk samples shall be collected from each homogeneous area that is less than 100 ft2.
• At least three bulk samples shall be collected from each homogeneous area that is greater than
100 ft2.
2.2 Analytical Methodology
The collected bulk samples were submitted under standard chain of custody (COC) procedures to Asbestos Identification Lab (AIL) located in Woburn, Massachusetts. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. Asbestos Identification Lab is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
Bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Sampling Results. The EPA and Occupational Safety and Health Administration (OSHA) define ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory would identify bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos.
Asbestos analytical laboratory report and the chain of custody is provided in Appendix B of this report.
2.3 Summary of Asbestos Containing Materials Findings
The current laboratory analytical data indicated that none of the materials sampled at building 4 and 22 roofs were found to contain greater than 1% asbestos. The results of the ACM sampling and laboratory reports are provided in Appendix A.

4.0 RECOMMENDATIONS
4.1 Asbestos
Any suspect materials encountered during renovation or demolition activities that are not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.

5.0 LIMITATIONS
This survey report is the result of a diligent and thorough inspection for regulated building materials of the designated areas and materials that may be impacted by the A/E Services Roof Replacement Buildings 4 and 22 project. Inaccessible areas were not included in this survey. Although a comprehensive inspection was performed, Mabbett does not claim to have identified all hazardous materials that could be present in the facility (for example, materials potentially located within the inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project in accordance with generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.

Dear Michael Delaney, Thank you Michael Delaney for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project.
The Analysis Method is BULK PLM ANALYSIS, EPA/600/R-93/116The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S.
Government Agency.
