About this file
This document contains responses to requests for information (RFIs) regarding amendment 2 of the solicitation for project 523A5-22-001 to replace roofs on multiple buildings at the Veterans Affairs Medical Center in Brockton, Massachusetts. The RFI responses clarify that ballast is not allowed per code, confirm the roof system is designed as class A fire rated to meet specifications, and note that infrared scanning has already been performed and does not need to be included in contractor work. The responses also address asbestos abatement, responsibility for roof drains and firestopping, inclusion of joint sealing in the roofing scope of work, and movable guardrails to be removed and reinstalled at both buildings.

Amendment 2 RFIs
1. Specification section 07 53 23, 1.3 H refers to Florida code compliance for the roof.
Ballast is not allowed in Florida nor is it allowed in a hurricane zone in MA. Ballast is also not an FM approved method of attachment. The roof is to be fully adhered with the insulation glued down by low rise foam adhesive. Please confirm if and why ballast was specified.
Response: The above-mentioned specification section is not included in this project.
There is no ballast specified in this project.
2. The spec calls for the roof to be fire rated. The gypsum board beneath the EPDM gives it a class A fire rating. Is something in addition being requested?
Response: The roof system is designed as a class A fire rated system. The roof construction shall follow the drawings and specifications to meet these qualifications.
EPDM roofing systems are not included on this project. Please refer to the specifications.
3. IR scanning: It is unclear if the roof has to be scanned before or after the replacement.
IR scanning does not work through stone ballast. When is IR scanning required?
Response: The IR scanning has been performed by the architect and does not need to be included in this contracting work. Delete specification section 07 01 50.19, preparation for reroofing 3.1 examination.
4. Please clarify the roofer scope and assumptions regarding these items:
a. Asbestos: has been confirmed as absent from or not applicable to the roofing system
b. Roof Drains: installed by others, roofer scope is to flash them in as per Division
c. Firestopping (as included in Division 7): by others, not in roofer scope
d. Joint Sealing (as included in Division 7): included in roofing scope of work only as applicable to the roofing system. Roofer not responsible for sealing other items such as windows, doors, etc. Guard Rail: ~390ft Guardrail/fall protection to installed by others with coordination of footing penetration with roofer. OR, does roofer furnish and install?
Response:
a. See the RFIs in amendment 1 that address asbestos and the asbestos report attached to amendment 1.
b. The roof drains are part of the contract work. General Contractor (GC) shall coordinate between subcontractors for roofer responsibilities.
c. Firestopping is part of the contract work. GC shall coordinate between subcontractors for roofer responsibilities.
d. Joint sealants are part of the contract work. GC shall coordinate between subcontractors for roofer responsibilities.
e. I do not see where this applies to our work as I do now know where the quantity stated above was derived from. There are existing guardrails attached to the walls at building 4 that are to remain. There are also some movable guardrails and gates at the top of the ladders at both buildings. These are weighted railings systems and are to be removed and reinstalled and are at both buildings.
